Section 5
(1) Based on the allocation of Seed Subsidy Funds in APBN and/or APBN-Changes, and paying attention to HB and HET set forth by the Minister of Agriculture as referred to in Article 2, published DIPA in accordance with regulatory provisions It's

Section 6

Section 7
(1) KPA performs verification against the implementation of subsidised seed and subsidised seed delivery.
(2) The verification results as referred to in paragraph (1) are used as the basis for the Seed Subsidy Payment.
(3) To conduct verification as set forth in paragraph (1), the KPA may form a verification team.
(4) Further provisions on the verification manner set by KPA.

Section 8

Section 9

Article 10
Seed manufacturers are formally responsible and material for the implementation and use of seed Subsidy Activities.

Section 11
KPA is solely responsible for the distribution of Seed Subsidy Funds in accordance with the provisions of the laws.

Article 12
(1) The Seed Producer delivers the account of the subsidised seed distribution to the KPA in accordance with the provisions of the laws.
(2) The account of the liability as referred to in paragraph (1) at least includes the plan and realization of a subsidised seed distribution.

Section 13
KPA organizes accounting and reporting in accordance with the provisions of the laws.

Section 14
(1) Against the implementation of the Seed Subsidy Activities, conducted checks by authorized examiners in accordance with the provisions of the laws.
(2) The results of the examination results as referred to in paragraph (1) are delivered to the KPA, Director-General of the Ministry of Finance, and Director-General of the Ministry of Finance.
(3) In regard to the results of the examination as referred to in paragraph (1) it is stated that the amount of funding for the implementation of the Seed Subsidy Activities is greater than the amount it has paid by the Government to the Seed Producer, The lack of such payment is to be made available in the APBN and/or APBN-Changes in accordance with the provisions of the laws.
(4) In regard to the results of the examination as referred to in paragraph (1) it is stated that the amount of funding for the implementation of the Seed Subsidy Activities is less than the amount paid by the Government to the Seed Producer, The excess payment must be made to the State Kas as the Acceptance of State Not the Tax in accordance with the provisions of the laws.

Section 15
In the course of implementation of Seed Subsidy Activities, the Ministry of Finance and the Ministry of Agriculture can form a team to conduct monitoring and evaluation according to its authority.

Article 16
The Minister ' s Regulation applies to the length of the funds for the purposes of seed subsidies still being broadcast/provided in APBN and/or APBN-Changes.

Article 17
Conditions on the order of the provision, thawing, and accountability of the Seed Subsidy Fund as referred to in the Ministerial Regulation shall come into effect on 1 January 2013.

Section 18
At the time the Minister ' s Ordinance came into effect, the Finance Minister Regulation Number 129 /PMK.02/ 2010 on the Tata Way of Supplies, Waters, and Accouncability Fund Subsidised Non Hybrid Rice Seeds, Composite Corn, Hybrid Corn, and Soy Certified, revoked and declared not applicable.

Article 19
The Regulation of the Minister comes into effect on the date of the promulctest.
