REGULATIONS OF THE REPUBLIC OF INDONESIA FINANCIAL MINISTER
NUMBER 229 /PMK.05/ 2013
ABOUT
ORDER OF PROVISIONING, THAWING, CHANNING, AND
INCOME AND SHOPPING BUDGET FUND
THE STATE OF THE 2014 BUDGET YEAR ON THE FINANCIAL SERVICES AUTHORITY

WITH THE GRACE OF THE ALMIGHTY GOD

FINANCE MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that in the State Budget and Shopping Budget Year of 2014 on the Budget Section BUN (BA 999.08) has been allocated the budget as an initial fund for the operational activities of the Financial Conduct Authority;
B.  that in accordance with Article 7 of the paragraph (2) of the letter No. 1 of 2004 on the State Treasury, the Finance Minister as the General Treasurer of the State of the State is authorized to establish the policy and guidelines of the conduct of the state budget;
c. that under consideration as referred to in letter a and letter b, need to establish the Finance Minister's Regulation on the Order of Supplies, Waters, Poets, and Accouncability of the Revenue Budget and State Shopping Fund of the Year 2014 Budget On Financial Conduct Authority;

Remembering: 1.   Law Number 17 Year 2003 on State Finance (Indonesian Republic of Indonesia Year 2003 Number 47, Additional Gazette Republic of Indonesia Number 4286);
2. Act No. 1 of 2004 on the State Treasury (State Sheet of Indonesia Year 2004 Number 5, Additional Gazette Republic of Indonesia Number 4355);
3. Law No. 15 Year 2004 on Examination of Management And Responsibilities Of State Finance (Sheet State Of The Republic Of Indonesia In 2004 Number 66, Additional Sheet Republic Of Indonesia Number 4400);
4. Law No. 21 Year 2011 on the Financial Conduct Authority (State Sheet of the Republic of Indonesia Year 2011 Number 111, Additional Sheet of State of Indonesia Republic No. 5253);
5. Law No. 23 Year 2013 on Budget and State Shopping of the Year of Budget 2014 (State Sheet of the Republic of Indonesia Year 2013 Number 182, Additional Gazette of the Republic of Indonesia No. 5462);
6. Government Regulation No. 71 of 2010 on the Governing Accounting Standards (State Sheet Of Indonesia In 2010 Number 213, Additional Sheet Of State Republic Indonesia Number 5165);
7. Government Regulation No. 45 Year 2013 on the Tata cara Implementation of the Budget and State Shopping (State Sheet of the Republic of Indonesia Year 2013 Number 103, Extra Sheet of the Republic of Indonesia Number 5423);

DECIDED:

Establish: FINANCE MINISTER REGULATION ON THE MANNER OF THE PROVISION, THAWING, CHANNING, AND ACCOUNTABILITY OF THE BUDGET AND STATE SPENDING FUND OF THE 2014 BUDGET YEAR ON FINANCIAL SERVICES AUTHORITY.

Section 1
In Regulation of the Minister this is referred to:
1. The subsequent State Shopping and Shopping Budget (APBN) is the annual financial plan of the state government approved by the People's Representative Council.
2. The following list of Budgeting Implementation is a document that is used as a reference to the Budget Users in carrying out government activities as an APBN implementation.
3. The next Financial Services Authority (OJK) is an independent institution as referred to in the Act governing the Financial Conduct Authority.
4. The OJK Temporary Working Task Force is called Satker While OJK is a temporary working unit that has the authority and responsibility of the thawing and delivery of the Initial Fund for OJK operational activities.
5. The Initial Fund is the OJK budget sourced from the 2014 APBN Budget which is the government 's initial funding placement in support of OJK' s operational activities.
6. Concurrent User power (KPA) is an OJK official appointed by the Minister of Finance as an authority holder of the budget usage on the Other Budget Section to carry out some of the authority and responsibilities of the IBM SaaS. Answer the fluid and the initial fundraiser.
7. The Program is licensed under the terms of the IBM International Program for IBM International Program (s).
8. The subsequent PPSPM signatory letter to the PPSPM is the official authorized to test the bill to the state and sign the SPM.
9. The next Office of the State Treasury (KPPN) is a vertical instance of the Directorate General of the Treasury which obtained the power of the General Treasurer of the State to carry out part of the State Treasurer's Power functions.
10. The next Direct Payment Request Letter called SPP-LS is a document published by the PPK in order of payment of invoices to the recipient of the right.
11. The subsequent Repayment Order Letter called SPM-LS is a document published by PPSPM to dilue the funds sourced from the DIPA in order of payment of invoices to the recipient of the right.
12. The subsequent Fund-based Order of the Fund called SP2D is a warrant issued by KPPN as the Power of the General Treasurer of State for the implementation of the expenditure of the APBN based on SPM-LS.

Section 2
In the 2014 APBN Budget Office in the Budget Section of the Other States General Treasurer (BA 999.08) was allocated funds for OJK operational activities which were the Initial Fund.

Section 3
In order of the Initial Fund encoding as referred to in Article 2:
a.   The Director of Finance on OJK is designated as the Chief Satker While OJK, which carries out the function of KPA; and
B.   Satker While OJK is designated a government accounting entity.

Section 4
(1) The KPA fills the format of the Work and Budget Plan (RKA) /List of Budgeting Implementation Filings (DIPA) Satker While OJK based on RKA that the DPR has approved.
(2) Following the President ' s Decision regarding the Central Government Shopping Budget Details, the KPA addresses the Computer Data Archive and DIPA as referred to in paragraph (1) to the Director General of the Budget to obtain assent.
(3) DIPA which has been authorized by the Director General of the Budget on behalf of the Minister of Finance to be the basis of the budget thawing at KPPN.
(4) The Alocation of the funds found in the DIPA constitutes the highest limit of state expenditure.
(5) State spending as referred to in paragraph (4) shall not be implemented if the allocation of funds is not available or is not sufficiently available in DIPA.

Section 5
(1) In order to perform DIPA Satker While OJK, KPA sets out:
a.   PPK; and
B.   PPSPM.
(2) PPK and PPSPM as referred to in paragraph (1) are specified with a decision letter.
(3) The KPA delivered the decision letter as referred to in paragraph (2) to:
a.  Head of the KPPN Working partner Satker While OJK as the Power BUN along with the PPSPM signature specimen and the OJK Temporary Satker capta/stamp;
B.   PPSPM is accompanied by a PPK signature specimen; and
C.   PPK.

Section 6
(1) At the beginning of the 2014 Budget Year, the KPA carried out the highest Initial Fund thawing of 25% (twenty-five percent) of the pagu DIPA Satker While OJK.
(2) The Early Funds fluids at the next stage can be performed if the realization of the initial adoption of the previous stages has reached 90% (ninety percent).
(3) Early Dana Waters at the next stage as referred to in verse (2) are given as much as the realisation of the Initial Fund.
(4) Early Dana Waters at the next stage as referred to in paragraph (2) may be given greater than the realization of the Early Funds use at the previous stage, upon receiving the approval of the Finance Minister c.q of the Director General of the Treasury.
(5) In terms of realisation the use of the Initial Fund has not yet reached 90% (ninety percent) as referred to in paragraph (2), the KPA may dilue the Initial Funds of the next stage:
a.   as much as the realization of the previous stage use of the Funds; or
B.   Greater than the realization of the initial adoption of the previous stage,
upon receiving the approval of the Finance Minister c.q of the Director General of the Treasury.
(6) Early Dana Waters as referred to in verse (3), paragraph (4), and verse (5) are conducted with regard to the availability of the Initial Funds in the Satker Temporary DIPA While OJK.

Section 7
(1) In order of the Initial Fund thawing as referred to in Article 6, the PPK publishes SPP-LS.
(2) The SPP-LS as referred to in paragraph (1) are attached to the document as follows:
a.   Fund Usage Plan;
B.   Quantiation; and
C.   "LETTER OF ABSOLUTE RESPONSIBILITY (SPTJM)".
(3) The SPP-LS as referred to in paragraph (2) are delivered to PPSPM.
(4) The PPSPM performs testing against SPP-LS and its light delivered by PPK.
(5) In terms of test results as referred to in paragraph (4) have met the requirements, PPSPM publishes SPM-LS.
(6) The SPM-LS Publishing by PPSPM as referred to in paragraph (5) is done through the application system provided by the Directorate General of the Treasury.
(7) PPSPM delivering SPM-LS as referred to in paragraph (6) in lamped with SPTJM in the double (two) to KPPN.
(8) The SPTJM as referred to in paragraph (2) and paragraph (7) are made according to the format as set forth in the Attachment that is an inseparable part of the Regulation of this Minister.

Section 8
(1) The SPM-LS submitted to KPPN are used as the basis of SP2D publishing.
(2) KPPN conducts research and testing over SPM-LS as well as its headlights delivered by PPSPM.
(3) In terms of the results of the research and testing as referred to in paragraph (2) SPM-LS has been eligible, KPPN publishes the SP2D for the account profit designated by OJK.

Section 9
The publishing, testing, and format of SPP-LS and SPM-LS, SPM-LS research and testing and SPM-LS testing and publishing of SP2D are executed in accordance with the provisions of the Finance Minister's Regulation on the Tata Way Payment in Order of the Budget Implementation. State Revenue and Shopping.

Section 10
(1) In the framework of the accountability of the DIPA, the KPA must draft a Financial Report consisting of:
a.   Budget Realization Report;
B.   Balance sheet; and
C.   Note To The Financial Report.
(2) OJK delivers the required data or reports in order of the drafting of the Financial Report as referred to in paragraph (1).
(3) To produce the Financial Report as referred to in paragraph (1), the KPA organizes the General Treasurer Accounting System of Other Shopping Countries.
(4) In order to host the Other Shopping State Public Treasurer Accounting System-Other as referred to in paragraph (3), the KPA forms the Budget User Power Accounting Unit (UAKPA).

Section 11
(1) UAKPA each quarter performs budget reconciliation with KPPN.
(2) The results of the reconciliation as contemplated by verse (1) are poured in the News of Reconciliation Event signed by both parties.
(3) The UAKPA addresses the Financial Report as referred to in Article 10 of the paragraph (1) to the Associate Accounting Unit of BUN, in the case of:
a.   Quarterly Financial Reports with the Computer Data Archive; and
B.   Semesmeter and Annual Financial Reporting and Computer Data Archives and Notes Over Financial Reports.
(4) The drafting and delivery of the Financial Report as referred to in paragraph (3) is exercised in accordance with the provisions of the Finance Minister ' s regulations governing the accounting system of subsidie shopping and other shopping.

Section 12
OJK is fully responsible for the use of the Initial Funds received from Satker While OJK is in accordance with the provisions of the OJK laws.

Section 13
The Minister ' s rules are beginning to apply at the date of the invitation.
