GENERAL GUIDELINES AND ALLOCATION OF REGIONAL PRIVILEGES
SPECIAL YOGYAKARTA YEAR BUDGET 2013
WITH THE GRACE OF THE ALMIGHTY GOD
FINANCE MINISTER OF THE REPUBLIC OF INDONESIA,
Weigh: a. that to carry out the provisions of Article 42 paragraph (4) of Act No. 13 of 2012 on the Special Region Special Region of Yogyakarta has been established Regulation of the Finance Minister Number 103 /PMK.07/ 2013 on the Way of the Allocation And Distribution Of Funds Special Area Of Yogyakarta Special Region;
B. that in accordance with the provisions in Section 5 and Section 20 of the Finance Minister's Regulation Number 103 /PMK.07/ 2013 on the Governance and Alignment of the Yogyakarta Special Region Special Fund, for the Year of the Budget 2013, the implementation of the Fund's distribution Privileges of the Yogyakarta Special Region are set forth in the Regulation of the Minister of Finance regarding the general guidelines and the allocation of the Special Funds of the Budget Year 2013;
c. that under consideration as referred to in the letter a and the letter b, need to establish the Finance Minister's Regulation on the General Guidelines and the Allocation Of Funding Privileges of the Yogyakarta Special Region Year of Budget 2013;
Given: 1. Act Number 13 of the Year 2012 on the Speciality of the Yogyakarta Special Region (sheet of state of the Republic of Indonesia in 2012 No. 170, Additional Gazette of the Republic of Indonesia Number 5339);
2. Law No. 19 Year 2012 on Budget and State Shopping of the Year of Budget 2013 (State Sheet of the Republic of Indonesia Year 2012 Number 228, Additional Gazette Republic of Indonesia Number 5361), as amended by Law Number 15 Of The Year 2013 (Sheet State Of The Republic Of Indonesia In 2013 Number 108, Additional Leaf Of State Republic Of Indonesia Number 5426);
3. Finance Minister Regulation Number 103 /PMK.07/ 2013 on the Way of Alignment And Privileges of the Yogyakarta Special Region Speciality Fund;
4. Finance Minister Regulation Number 93 /PMK.02/ 2013 on the Tata Way Shifting Spending Of Budgeting Subsections in the 999 Budget Section (BA BUN);
DECIDED:
Setting: REGULATION OF THE MINISTER OF FINANCE ABOUT THE GENERAL GUIDELINES AND THE ALLOCATION OF FUNDING PRIVILEGES OF THE YOGYAKARTA SPECIAL AREA YEAR OF BUDGET 2013.
Article 1
(1) The Special Regional Fund of Yogyakarta is the funds derived from the Budget Section of the State General Treasurer allocated to the Yogyakarta Special Region to fund the Special Authority and is the Transfer Shopping on the other part of Transfer.
(2) Special Regional Fund of the Yogyakarta Budget Year of 2013 amounted to Rp231,392,653.500.00 (two hundred and thirty one billion three hundred and ninety-two million six hundred and fifty-three thousand five hundred rupiah) allocated on fields that are the privileges of the privileges with the following details:
a. Cultural area of Rp212.546.511.000.00 (two hundred and twelve billion five hundred and forty six million five hundred eleven thousand rupiah);
B. The field of Pertanahan amounted to Rp6,300,000.00 (six billion three hundred million rupiah);
C. The Institutional Field of the Local Government amounted to Rp2,516.142,500.00 (two billion five hundred sixteen million hundred and forty-two thousand five hundred rupiah); and;
D. The Tata Room is Rp10,030,000.00 (ten billion thirty million rupiah).
(3) The Yogyakarta Special Region Speciality Fund for the Year of Budget 2013 which has been allocated on Other Budget Parts (BA 999.08) was made a shift to the Budget Transfer Section (BA 999.05) in a Fund transfer account So special.
Article 2
The Yogyakarta Special Region Speciality Fund is part of the area's revenue and is budgeted in the Budget and Shopping Budget Regional Provincial Yogyakarta Special Region Year of the 2013 Budget Year.
Article 3
Provincial Special Region of Yogyakarta Budgeting programs and activities funded from the Special Fund as shopping in the Budget Revenue and Shopping Regional Provincial Provincial Special Region Yogyakarta Budget 2013, based on the results of the eligibility assessment of activities performed by the minister/leader of the associated non-ministry government agency.
Section 4

Section 5

Section 6
(1) The Alignment of the Special Region Special Region of Yogyakarta as referred to in Article 5 is based on the Letter of Request of the Special Fund delivered by the Governor of the DIY or the authorized official to the The Power of the Special Fund of the Budget.
(2) Request Letter of the Yogyakarta Special Region Special Speciality Fund as referred to in paragraph (1) for stage I is equipped with supporting documents as follows:
a. Special Area Regulations;
B. Area Regulation on the APBD Change of the Year of Budget 2013 which has listed the Speciality Fund;
C. The Letter of Absolute Responsibility of Responsibility (SPTJM) signed by the Governor of the DIY or the authorized official;
D. Area of Area Device Working Unit Implementation (DPA); and
e. The documents plan the use of the Special Fund.
(3) Request Letters of the Yogyakarta Special Region Speciality Fund as referred to in paragraph (1) to stage II is equipped with supporting documents as follows:
a. SPTJM signed by the Governor of DIY or authorized officials;
B. Regional Device Working Unit Implementation Documents (DPA);
C. Special Fund Use Plan Documents;
D. Report of Verification of the Performance Achievement Achievement Report; and
e. Report Realization of Absorption Fund Privileges based on SP2D that have been published.
(4) Request Letter of the Privileges of the Yogyakarta Special Region Special Region of the 2013 Budget Year II was delivered the slowest on 2 December 2013.

Section 7
