REGULATION of the MINISTER of FINANCE of the REPUBLIC of INDONESIA NUMBER 73/FMD. 05/2013 REGARDING TARIFF SERVICES AGENCY PUBLIC SERVICE CENTRAL GENERAL HOSPITAL Dr. HASAN SADIKIN BANDUNG at the MINISTRY OF HEALTH with the GRACE of GOD ALMIGHTY the MINISTER of FINANCE of the REPUBLIC of INDONESIA, Considering: a. that based on the provisions of article 9 of the Government Regulation Number 23 in 2005 about the Agency's financial management public service as amended by government regulation Number 74 in 2012 , the rate of service establishments that apply a Common Service Agency financial management established by the Minister of Finance upon proposal of the Minister/Chairman of the institution;
b. that the Central General Hospital Dr. Hasan Sadikin Bandung at the Ministry Kesehatantelah designated as government agencies that implement the Agency's financial management patterns of public service based on the Government Regulation Number 23 in 2005 as modified by the Government Regulation Number 74 by 2012;
c. that the Minister of health through Letter number: YM/MENKES/2200X/2011 28 October 2011, gave the proposed tariff Services Agency public service Central General Hospital Dr. Hasan Sadikin Bandung at the Ministry of health;
d. that the proposed tariff Services Agency public service Central General Hospital Dr. Hasan Sadikin Bandung at the Ministry of health, have been discussed and reviewed by a team of Assessors;
e. that based on considerations as referred to in letter a, letter b, letter c, letter d, and define the rules of Finance Ministers about the price of the Service Agency public service Central General Hospital Dr. Hasan Sadikin Bandung at the Ministry of health;
Remember: 1. Act No. 17 of 2003 about State Finances (State Gazette of the Republic of Indonesia Number 47 in 2003, an additional Sheet of the Republic of Indonesia Number 4286);
2. Act No. 1 of 2004 on the Treasury of the State (State Gazette of the Republic of Indonesia in 2004, an additional Sheet No. 5 of the Republic of Indonesia Number 4355);
3. Government Regulation Number 23 in 2005 about the Agency's financial management public service (State Gazette of the Republic of Indonesia Number 48 in 2005, an additional Sheet of the Republic of Indonesia Number 4502) as amended by the Government Regulation Number 74 in 2012 (the State Gazette of the Republic of Indonesia Number 171 in 2012, an additional Sheet of the Republic of Indonesia Number 5340);
Decide: define: REGULATION of the MINISTER of FINANCE REGARDING TARIFF SERVICES AGENCY PUBLIC SERVICE CENTRAL GENERAL HOSPITAL Dr. HASAN SADIKIN BANDUNG at the MINISTRY OF HEALTH.
Article 1 (1) the rates of the services of the Agency's public service Center General Hospital Dr. Hasan Sadikin Bandung at the Ministry of health is accepted by the Agency in return for public service Central General Hospital Dr. Hasan Sadikin Bandung at the Ministry of health of the services provided to users of the service.
(2) Users of the service referred to in subsection (1) consists of the patient of the general public and the guarantor.
(3) Party guarantors referred to in subsection (2) is the Central Government, local governments, and the other guarantors of the company guarantee/bear the costs of health care to patients who become parties tertanggungnya.
Article 2 of the price of the services referred to in article 1 paragraph (1) consists of: a. a tariff based on the service class;

b. Service Rates are not based on class; and c. price of the pharmacy.

Article 3 the tariff services based on the class referred to in article 2 letter a, consisting of: a. the rate of hospitalization Services;

b. Tariff Act of Surgery;

c. Tariff Act of Anesthesia;

d. a Non Surgical Medical Action Fare;

e. Tariff service of Nutritional Care; and f. Supporting Action Fare.

Article 4 Rates are not based on class of service referred to in article 2 letter b, consisting of: a. the rate action at the Public Clinics;

b. the rate action in the Specialist Clinic;

c. Tariff Act in Emergency Nursing;

d. Tariff Medical Check Up;

e. Tariff Treatment Ministry Morgue;

f. Administrative Service Service Rate Raharja;

g. the usage Rate of vehicles;

h. Tariff of guidance and research; and i. the rate of use of a room/place to support the activities of the Ministry of health.

Article 5 (1) the price of the service based on the class as referred to in article 3, are differentiated on the basis of class III, class II, class I, VIP class, and first class.
(2) Price of the service based on the class as referred to in article 3, is calculated based on the calculation of cost accounting with the following conditions: a. the imposition of rates class III set smaller than the calculation cost per service (cost minus);
b. the imposition of tariff class II set the same as the calculation cost per service (cost recovery); and c. the imposition of tariffs of class I, Class VIP, and the main Class specified is greater than the calculation cost per service (cost plus).
(3) Rates class III as referred to in paragraph (2) letter a, subject to the general public at least 80% (eighty percent) of the rates of class II as listed in Annex I which is part an integral part of the regulation of the Minister.
(4) Tariff class II as referred to in paragraph (2) letter b, listed in Annex I to this regulation of the Minister, subject to the general public.
(5) Class I rate as referred to in paragraph (2) Letter c, subject to the general public at least of 120% (one hundred and twenty percent) of the rates of class II as contained in Annex I of the regulation of the Minister.
(6) Price of the VIP class as referred to in paragraph (2) Letter c, subject to the general public at least of 150% (one hundred fifty percent) of the rates of class II as contained in Annex I of the regulation of the Minister.
(7) Price of the premier class as referred to in paragraph (2) Letter c, subject to the general public at least of 200% (two hundred percent) of the rates of class II as contained in Annex I of the regulation of the Minister.

Article 6 (1) the provisions on fare class III, Class I, tariff rates, tariff and VIP class is the main Class as referred to in article 5 paragraph (3), subsection (5), subsection (6), and paragraph (7) was set by a decision of the Director of the Agency's public service Center General Hospital Dr. Hasan Sadikin Bandung at the Ministry of health.
(2) Director public service Bodies the General Hospital Center Dr. Hasan Sadikin Bandung Health Ministry delivered a copy of the decision on the fare class III, Class I, tariff rates, tariff and VIP class Main Class as referred to in paragraph (1) to the Minister of health and Minister of finance c. q the Director General of the Treasury.
Article 7


Rate the services as referred to in article 4 are listed in annex II which are part an integral part of this Ministerial Regulation, subject to the general public.

Article 8 further Provisions regarding the procedures for the imposition of tariffs of service range as listed in Annex I and annex II of this ministerial regulation is governed by the Director of the Central General Hospital Dr. Hasan Sadikin Bandung at the Ministry of health.

Article 9 (1) the pharmaceutical Tariff to patients the public referred to in article 2 letter c, subject to the following conditions: a. the generic drugs, generic, non drug and drug-free set of Net Pharmacy Price + value added tax (HNA + VAT) plus a profit margin of 15% (fifteen per cent) up to 25% (twenty five percent) of the HNA + VAT;
b. a special set of cosmetic Medicine HNA + VAT plus a profit margin of 5% (five percent) up to 10% (ten percent) of the HNA + VAT;
c. cancer drugs set of HNA + VAT plus a profit margin of 2% most (two percent) of the HNA + VAT; and d. consumables Health Tools set of HNA + VAT plus a profit margin of 15% (fifteen per cent) up to 25% (twenty five percent) of the HNA + VAT.
(2) HNA + VAT is the selling price of the drug Factory and/or Pharmaceutical Wholesalers to Governments, hospitals, pharmacies, and Other health care Facility.
(3) Further provisions concerning the Pharmaceutical Tariff referred to in subsection (1) is designated by a decision of the Public Service Agency Director General Hospital PusatDr. Hasan Sadikin Bandung at the Ministry of health.
(4) Director public service Bodies the General Hospital Center Dr. Hasan Sadikin Bandung Health Ministry delivered a copy of the decision referred to in paragraph (3) to the Minister of health and Minister of finance c. q the Director General of the Treasury.
Article 10 (1) of the Public Service Agency of the General Hospital Center Dr. Hasan Sadikin Bandung Health Ministry can provide services in the field of health to the guarantor on the basis of the needs of the customer through a contract of cooperation.
(2) Services in the field of health with the guarantor referred to in subsection (1) in the form of collaboration public health Guarantee patients service (Jamkesmas), health coverage area (Jamkesda), health insurance (Askes), social security (Jamsostek) Labor, other insurance companies, and health care cooperation forms with the other guarantors.
(3) Service rates for services in the health field as referred to in paragraph (2) specified in the contract of cooperation between Public Services Agency Director General Hospital Center Dr. Hasan Sadikin Bandung at the Ministry of health with the guarantor.
(4) Director public service Bodies the General Hospital Center Dr. Hasan Sadikin Bandung Health Ministry delivered a copy of the contract of cooperation as referred to in paragraph (3) to the Minister of health and Minister of finance in particular the Director General of the Treasury.
Article 11 (1) of the Public Service Agency of the General Hospital Center Dr. Hasan Sadikin Bandung Health Ministry can do the operational Cooperation (KSO) with other parties to improve services in the field of health.
(2) Tariffs for services other than with the KSO as listed in annex II which are part an integral part of this Ministerial Regulation, set out in the contract of cooperation between Public Services Agency Director General Hospital Center Dr. Hasan Sadikin Bandung Health Ministry with others.
(3) Director public service Bodies the General Hospital Center Dr. Hasan Sadikin Bandung Health Ministry delivered a copy of the contract referred to in subsection (2) to the Minister of health and Minister of finance c. q the Director General of the Treasury.
Article 12 (1) against a poor patient can be priced services amounting to 0% (zero percent) of the rates of the services referred to in article 2.
(2) Granting of tariff services amounting to 0% (zero percent) as referred to in paragraph (1) was carried out taking into account the financial condition of the Agency's public service Center General Hospital Dr. Hasan Sadikin Bandung at the Ministry of health.
(3) Further provisions concerning the procedures for the determination of the price of services to needy patients as referred to in paragraph (1) established by decision of the Director of the Agency's public service Center General Hospital Dr. Hasan Sadikin Bandung at the Ministry of health.
(4) Director public service Bodies the General Hospital Center Dr. Hasan Sadikin Bandung Health Ministry delivered a copy of the decision referred to in paragraph (3) to the Minister of health and Minister of finance c. q the Director General of the Treasury.
Article 13 this Ministerial Regulation comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
