ABOUT
COMPETENCY REQUIREMENTS FOR EXPERT POWER SUBQUALIFICATIONS
AND THE SKILLED POWER OF THE CONSTRUCTION SERVICES FIELD

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER FOR GENERAL EMPLOYMENT OF THE REPUBLIC OF INDONESIA,

Weighing: that to carry out the mandate of Article 8C paragraph (6) of the Government Regulation No. 04 of 2010 on the Changes to Government Regulation No. 28 Year 2000 on the Effort and Role of the Community of Construction Services, it needs to establish the Regulation Minister of Public Works on Competency Requirements for Qualified Power Subqualifications and Skilled Workforce of Construction Services;
Remembering: 1.   Government Regulation No. 28 Year 2000 on the Effort and Role of the Community of Construction Services (State of the Republic of Indonesia 2000 Number 63 Additional Gazette State Number 3955), as amended last with Government Regulation Number 92 2010 (State of the Republic of Indonesia in 2010 No. 157);
2. Government Regulation No. 30 Year 2000 on the Hosting Of Construction Services (Sheet State Of The Republic Of Indonesia Year 2000 Number 65 Additional State Sheet Number 3957);
3. Government Regulation No. 31 Year 2006 on National Working Training System (Indonesian Republic of Indonesia Year 2006 Number 67, Additional Gazette Republic of Indonesia Number 4637);
4. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State as amended last time with the Presidential Regulation Number 91 of 2011 (State Sheet of the Republic of Indonesia Year 2011 Number 141);
5. Presidential Regulation No. 24 Year 2010 on Occupation, Duty and Functions of the Ministry of State as well as the Susunan of the Organization, Duty, and Functions of the Ministry of State;

8. Regulation of the Minister of PU Number 08 /PRT/M/2010 on the Organization and the Working Governance of the Ministry of Public Works;

DECIDED:
Establish: REGULATION OF GENERAL EMPLOYMENT MINISTERS ON THE COMPETENCY REQUIREMENTS FOR THE SUBQUALIFICATIONS OF EXPERT POWER AND THE SKILLED POWER OF THE FIELD OF CONSTRUCTION SERVICES.

BAB I
UMUM CONDITIONS
Section 1
In the Regulation of this Minister, which is meant by:
1. The Indonesian National Qualification Framework, which is subsequently abbreviated as KKNI, is a framework for competency qualifications that can be qualified, to provide, and integrate between the field of education and the field of work training and the work experience in order to grant job competencies in accordance with job structures in various sectors.
2. The subsequent Indonesian National Working Competency standard (SKKNI) is a formulation of the work that includes aspects of knowledge, skills and/or expertise as well as the work attitude relevant to the execution of duties and terms of office. which is specified in accordance with the terms of the laws.
3. Qualification is the type of profession and the work skills or work skills of individuals in the field of construction services according to the level/depth of competence and skill and skill or skill.
4. Subqualifying is part of the profession group and the work expertise or work skills of individuals in the field of construction services according to the level/depth of competence and skill and skill or skill.
5. Professed is a field of work that has a particular competency recognized by the public.
6. Certificate is a sign of recognition of the competency and skill of the profession of work expertise and the work skills of individuals in the field of construction services according to the discipline of scholarship and/or skill of certain and/or functicity and/or function. Certain skills.
7. Educational requirements are minimal education that a person must have and is proven with a diploma from a formal education instance.
8. Experience requirements are minimal experience performing a job in a particular field and a specific period of time intensively resulting in a competency.
9. Vocational requirements are a minimum, minimum, competency based competency test that a person has mastery of a work capability that includes knowledge, skills and attitudes accordingly. The standard set in the workplace.

Section 2
(1) The Regulation of the Minister is intended as a reference in the issuance of the Certificate of Skills and Skills Certificate by the Construction Services Development Institute.
(2) The Minister ' s Regulation aims to:
a.   Alignment of the setting of the subqualifications of expert power and skilled power field construction services with the Indonesian National Qualification Framework, and
B.   Determination of the competency requirements of the subqualifications of experts and skilled power according to the scope of the construction work of each of the subqualifications.

Section 3
The scope of the Regulation of the Minister includes the alignment of the subqualifications of the expert power and the skilled power of the construction services field as well as the competence requirements of each subqualifier.

Section 4
(1) A person who provides a construction service or individual person employed by a business entity that provides a construction service service must have a certificate in accordance with the qualification window.
(2) The Qualifier (s) as referred to in paragraph (1) includes:
a.   expert power; and
B.   Skilled power.
(3) The expert power qualifier as referred to in paragraph (2) of the letter a consists of:
a.   young;
B.   madya; and
C.   -Main.
(4) A skilled power qualifier as referred to in paragraph (2) the letter b consists of:
a.   class three;
B.   class two; and
c. first class.

Section 5
(1) The competency requirement for any of the expert and skilled personnel qualifications as referred to in section 4 paragraph (3) and paragraph (4) consists of:
a.   general requirements; and
B.   Special requirements.
(2) The details of the general requirements as referred to in paragraph (1) of the letter a, are listed in Annex I which is an inseparable part of this Minister ' s Regulation.
(3) Special requirements as referred to in paragraph (1) the letter b consists of educational requirements, experience requirements, and vocational requirements.
(4) The details of special requirements, as referred to in paragraph (1) of the letter b, are listed in Annex II which is an inseparable part of this Minister ' s Regulation.

Section 6
(1) The entire Indonesia National Working competency standard of construction services which have been published before the enactment of the Regulation of this Minister must be implemented in accordance with the Regulation of this Minister the slowest 1 (one) year after Regulation The minister is set.
(2) The implementation of the issuance of the certificate of expertise or a certificate of construction skills must already refer to the Regulation of the Minister this slowest 1 October 2013.

Section 7
The rules of the Ministry are effective on the date of the promulgations.
