selection for promotion at law enforcement agencies is based on administration and competency requirements.
Section 7
(1) The administrative requirements, among others are made up of:
a. Rank judgments, as requirements are specified in the laws of the law;
B. Formal education, in accordance with the qualifications of each office set by law enforcement agencies;
C. Work achievement 2 (two) last year each of the lowest value elements is good;
D. Experience of office, as per the required office requirements and the characteristics of office for law enforcement agencies;
e. The award, which was once acquired by the employee;
f. Discipline, as set out in the laws of legislation;
G. Age, as set out in the rules of the legislation;
h. Education and training required to occupy the post;
i. Health, the health of the employee who will be appointed in the post of Doctor's paper.
(2) The competency requirement consists of:
a. The managerial competency includes:
1) The ability to manage human resources;
2) The ability to manage the work;
3) Individual characteristics; and
4) The ability to think,
B. Field competency.
Section 8
Each law enforcement agency may add or reduce the requirements as set out in section 6 according to the characteristics and needs of each law enforcement agency.
The Third Part
Set The Selection Way
Section 9
Administrative selections are conducted through the following manner.
a. The selection is performed by officials who are functionally endoadled to the workforce.
B. The selection as referred to in a letter is made against the terms of the administration as referred to in Article 6 of the paragraph (1).
C. The results of the administrative selection as referred to in the letter b, for those who meet the following requirements are entitled to a selection of managerial competencies and field competencies.
Section 10
Managerial competency selection can be performed by a government's competence assessor unit and/or an institution that has a competency assessment field capacity by using the
assessor center method or other methods adapted to characteristics and criteria of office.
Section 11
Selection of the competency field is conducted by each law enforcement agency.
Section 12
(1) The competency selection results are set to the following criteria:
a. Recommended;
B. Can be considered;
C. It's not recommended.
(2) The results of the competency selection are reported to the Leader of the Instancy or the Officer who is authorized to lift for consideration in the appointment of a position

CLOSING
Section 13
(1) The results of the selection of the employee for promotion before the enactment of the Regulation of the State of Aparatur of Aparatur and the Bureaucratic Reforms of this bureaucracy, are stated to remain in effect
(2) The employee selection for the promotion is in progress, completed by referring to the previous applicable provisions.
Section 14
The further provisions of this Minister ' s Regulation shall be set out in the joint regulations between the PAN-RB Ministers with the Leadership of the Law Enforcement Institute concerned.
Section 15
The Minister ' s rules are beginning to apply at the date of the invitation.
