REGULATION of the MINISTER of COOPERATIVES and SMALL and MEDIUM ENTERPRISES of the REPUBLIC of INDONESIA number 6/Per/m. KUKM/V/2013 ABOUT the ORGANIZATION and the FUND MANAGER ROLLING WORK COOPERATIVES and micro, small and MEDIUM ENTERPRISES with the GRACE of GOD ALMIGHTY the MINISTER of COOPERATIVES and SMALL and MEDIUM ENTERPRISES, Considering: a. that in order to support the effectiveness and encourage optimisation of the management of a revolving Fund of cooperatives and micro enterprises , Small and medium enterprises, need to improve our Organization and the work Rolling Funds Manager cooperative, and micro, small and medium enterprises;
b. that based on considerations as referred to in letter a, the need to set a regulation of the Minister of cooperatives and small and medium enterprises of the Republic of Indonesia concerning organization and Grammar Work cooperatives and Revolving Fund Manager micro, small and medium enterprises;

Notice: approval of Minister for utilization of State apparatus and reform of Bureaucracy in the letter Number B/1414/m. PAN – RB/4/2013, 8 April 2013, about proposed changes to the organizational structure of the institution of a rolling Fund Manager of the cooperative, and micro, small and medium enterprises (LPDB-KUMKM).
Decide: define: REGULATION of the MINISTER of COOPERATIVES and SMALL and MEDIUM ENTERPRISES ABOUT the ORGANIZATION and GOVERNANCE of the FUND MANAGER of the REVOLVING WORK COOPERATIVES and micro, small and medium enterprises.
CHAPTER I the POSITION, duties, and FUNCTIONS of article 1 (1) Rolling Funds Manager Cooperative Institutions, and micro, small and medium enterprises hereinafter referred to in this rule KUMKM, is-LPDB organizational unit in the field of financing non-Echelon under and is responsible to the Minister of cooperatives and small and medium enterprises through the Secretary of the Ministry of cooperatives and small and medium enterprises; (2) the LPDB-KUMKM led by a Director.

Article 2 LPDB-KUMKM has the task of implementing a revolving fund management for a loan and/or financing KUMKM in accordance with the legislation.

Article 3 in carrying out the tasks referred to in article 2, the LPDB-KUMKM organizes functions: a. implementation of gathering together the refund revolving loan programs that come from the funds rolling from KUMKM, the Fund budget revenue and Expenditure Budget of the State and other legitimate source of funding;
b. implementation of the grant of a loan and/or financing to cooperatives, and micro, small and medium enterprises (KUMKM); c. implementation of the monitoring and evaluation of the implementation of the management of the Revolving Fund KUMKM;

d. assessment and development revolving fund management KUMKM;

e. implementation of the Treasury, financial accounting, as well as General Administration;

f. implementation of internal examination LPDB-KUMKM; and g.  the execution of the other tasks given by the Minister of cooperatives and small and medium enterprises.

CHAPTER II ORGANIZATION article 4 arrangement of organization LPDB-KUMKM consists of: a. the President;

b. Business Development Director;

c. Financial Director;

d. the Director General and the law;

e. Director of business; and f.  Internal Inspection Unit.

The first section of the main article 5 Director Director had the task of leading the implementation of LPDB-KUMKM in accordance with the legislation.

Article 6 in carrying out the tasks referred to in article 5, the Director of organizing function: a. pengkoordinasian preparation of the strategic plan business;

b. pengkoordinasian preparation of a business plan and annual budget;

c. pengkoordinasian the preparation of an inventory of needs, plans, and removal of the asset/assets;
d. pengkoordinasian selection and cooperation with business partners and selection of cooperatives and micro, small, and medium enterprises revolving fund recipients; e. pengkoordinasian and the determination of the Alliance LPDB-KUMKM with other parties;
f. submission of performance accountability report LPDB-KUMKM to State Minister of cooperatives and small and medium enterprises and the Minister of finance in accordance with the provisions of the legislation; g. pengkoordinasian follow-up reports Internal Inspection Unit inspection results (SPI);

h. pengkoordinasian implementation monitoring and evaluation of the revolving fund management; and i.   the execution of the other tasks given by the Minister of cooperatives and small and medium enterprises.

The second part of article 7 the Director of business development Director of business development has the task of carrying out evaluation and assessment of risk control, revolving funds against a loan and/or financing, control of accounts receivable as well as the development of information technology LPDB-KUMKM.

Article 8 in carrying out the tasks referred to in article 7, Director of business development organizes functions: a. implementation assessment and business development;

b. implementation of the monitoring and evaluation of loan/financing;

c. pengkoordinasian and report preparation implementation of the activity LPDB-KUMKM;
d. granting opinion independently to the Board of Directors relating to risk mitigation for the loan and/or financing LPDB-KUMKM; e. controlling the risk of a loan and/or financing LPDB-KUMKM;

f. managing information technology;
g. pengkoordinasian initiation of cooperation with government agencies and other institutions related to the granting of a loan and/or financing to cooperatives, and micro, small and medium-sized Financial Institutions, banks and financial institutions is not a Bank; and h.  the execution of the other tasks given by the President Director.

Article 9 Director of business development consists of: a. the Division of evaluation and Assessment;

b. risk management Division; and c. information systems and Technology Division.

Article 10 evaluation and Assessment Division has the task of carrying out the study and preparation of business development, monitoring and evaluation, control of accounts receivable, report preparation implementation of the activity and preparation of KUMKM-LPDB coordination of initiation of cooperation with government agencies and other institutions related to the granting of a loan and/or financing to cooperatives, and micro, small and medium-sized Financial Institutions, banks and financial institutions is not a Bank.

Article 11 risk management Division has the task of carrying out the preparation of loan risk control and/or financing LPDB-KUMKM transmitted to the KUMKM, and the preparation of the giving of opinions independently to the Board of Directors relating to risk mitigation for the loan and/or financing LPDB-KUMKM.

Article 12 information systems and Technology Division has the task of carrying out the preparation of the design, development and maintenance of information systems and technology.

The third part of article 13 Finance Director Finance Director had the task of implementing the management of budgets and administering revolving funds.

Article 14 in carrying out the tasks referred to in Article 13, the Director of finance organises functions:

a. implementation of gathering together the refund revolving loan programs that come from the funds rolling from cooperatives, and micro, small and medium enterprises, budget funds from the budget of the State Expenditures and Revenues and other legitimate source of funding; b. Revolving Fund management pengkoordinasian;

c. preparation of documents the implementation of the budget;

d. management of revenues and expenditures;

e. cash management;

f. management of revolving fund hutang-piutang;

g. implementation of the accounting and preparation of financial reports and the State-owned Goods LPDB-KUMKM; and h.  the execution of the other tasks given by the President Director.

Article 15 financial director consists of: a. Budget Governance Division; and b. the Division Administering the funds rolling.

Article 16 Budgetary Governance Division has the task of carrying out the preparation of documents the implementation of the budget, the management of income and expenditure, cash management, implementation of the accounting and preparation of financial reports and the State-owned Goods LPDB-KUMKM.

Article 17 Division Administering the funds Rolling had the task of implementing the gathering together the refund the revolving loan fund programs comes from the rolling of the cooperative, and micro, small and medium enterprises, budget funds from the budget of the State Expenditures and Revenues and other legitimate source of funding, establishing a revolving fund management coordination, cash funds, and debt accounts receivable revolving funds revolving.

The fourth section of the General Director and the Law Article 18 the Director General and the law has the task of implementing the plan of drafting the program and budget, public affairs, human resources, legal and community relations.

Article 19 in carrying out the tasks referred to in article 18, the General Director and the law organizes functions: a. pengkoordinasian and the preparation of the plan of the program;

b. pengkoordinasian and preparation of strategic plan business (RSB);

c. pengkoordinasian the preparation of a business plan and budget (RBA);

d. preparation of the work plan and budget document;

e. implementation of Administrative Affairs and kerumahtanggaan;

f. implementation of the Affairs of the fittings and the administering State-owned goods;

g. implementation of the human resource Affairs;

h. implementation of the Legal Affairs and public relations;

i. implementation of the keprotokolan Affairs;

j. socialization policy of channeling funds rolling LPDB-KUMKM; and k. implementation of other tasks given by the President Director.

Article 20 the Director General and the law consists of: a. the Planning Division;

b. General Division; and c. the Division of law and public relations.

Article 21 the Planning Division has the task of implementing the coordination of preparation and drafting of the program plan LPDB strategic plan, KUMKM-business (RSB), business plan and budget (RBA), as well as the preparation of the work plan and budget document.

Article 22 General Division has the task of carrying out administrative affairs and kerumahtanggaan, human resources, procurement, maintenance as well as the administering State-owned goods.

Article 23 the Division of law and public relations has the task of carrying out the Affairs of law and legal documentation and PR services and keprotokolan.

The fifth part is the Director of business Article 24 the Director of business has the task of carrying out the service of granting loans and/or financing to cooperatives, and micro, small and medium enterprises.

Article 25 in carrying out the tasks referred to in Article 24, the Director of business hosts functions: a. the preparation of plan of granting a loan and/or financing to cooperatives, and micro, small and medium enterprises;
b. pengkoordinasian and preparation of standard procedure of lending operations and/or financing to cooperatives, and micro, small and medium enterprises;
c. pengkoordinasian and drafting technical guide lending and/or financing to cooperatives, and micro, small and medium enterprises; d. pengkoordinasian and implementation of the policy of channeling funds rolling LPDB-KUMKM;
e. administering the Administration proposal granting loans and/or financing to cooperatives, and micro, small and medium enterprises; and f.   the execution of the other tasks in accordance with the instructions of the President Director.

Article 26 the Director of business consists of: a. the Business Division I;

b. Business Division II;

c. Business Division III; and d. the Business Division IV;

Article 27 Business Division I have the task of carrying out the preparation of drafting plans, operational standards, procedures for preparing the technical instructions pengkoordinasian, pengkoordinasian and implementation of the policy of channeling funds rolling LPDB-KUMKM, in the area of I which covers the province of West Sulawesi, North Sulawesi, Central Sulawesi, Southeast Sulawesi, Gorontalo, South Sulawesi, Maluku, North Maluku, Papua and West Papua, as well as administering the Administration proposal granting loans and/or financing to Cooperatives , and micro, small, and medium enterprises.

Article 28 Business Division II had the task of carrying out the preparation of drafting plans, operational standards, procedures for preparing the technical instructions pengkoordinasian, pengkoordinasian and implementation of the policy of channeling funds rolling LPDB-KUMKM in region II that includes North Kalimantan, East Kalimantan, West Kalimantan, South Kalimantan, Central Kalimantan, Bali, Nusa Tenggara, a landmark of West and East Nusa Tenggara.

Article 29 the Business Division III has the task of carrying out the preparation of drafting plans, operational standards, procedures for preparing the technical instructions pengkoordinasian, pengkoordinasian and implementation of the policy of channeling funds rolling LPDB-KUMKM region III which covers the province of Aceh, North Sumatra, West Sumatra, South Sumatra, Riau, Kep. Riau, Kep. BANGKA Belitung, Jambi, Bengkulu and Lampung.

Article 30 of the Business Division IV has the task of carrying out the preparation of drafting plans, operational standards, procedures for preparing the technical instructions pengkoordinasian, pengkoordinasian and implementation of the policy of channeling funds rolling LPDB-KUMKM in the region IV which includes Jakarta, Banten, West Java, Central Java, East Java, Yogyakarta and D.

The sixth unit of Internal Examination of article 31 (1) Internal Inspection Units are hereinafter referred to as the SPI is based under supervision and is responsible to the President Director through the Director General and the law. (2) the SPI is led by a head.

Article 32 SPI has the task of carrying out checks at the internal environment LPDB-KUMKM.

CHAPTER III GOVERNANCE WORK Article 33 in the discharge of his duties, each work unit leader LPDB-KUMKM compulsory to apply the principle of coordination, integration and synchronization of environmental good in the LPDB-KUMKM, as well as in the Environment Ministry of cooperatives and small and medium enterprises, as well as relevant agencies in accordance with each assignment.

Article 34 Any responsible work unit leader leads, nurture, and coordinate the whole of the duties that are on the unit it works as well as hints for the execution of his duty.

Article 35 Any leadership work unit is obligated to supervise subordinates, and in case of deviations is obligated to take the necessary measures in accordance with the provisions of the prevailing laws and regulations.

Article 36 Any leadership work units are obligated to follow and adhere to the instructions of, and accountable to superiors, as well as delivering periodic reports in a timely fashion.

Article 37 each report received by each work unit leader from subordinates, may be processed and used as a basis to draw up a further report.

Article 38 the directors, heads of Division, heads of Unit and his subordinates required to provide periodic reports to the respective supervisor.

Article 39 Director is obligated to report periodically to the Minister of cooperatives and small and medium enterprises and the Minister of finance.

Article 40 the principal Director of the work unit can develop under the divisions/SPI to support the performance of the divisions/SPI that has been established, in accordance with the needs and workload LPDB-KUMKM with the approval of the Minister of cooperatives and small and medium enterprises.

Chapter 41 changes to the Organization and work according to the KUMKM-LPDB this, established by the Minister of cooperatives and small and medium enterprises having obtained written consent from the responsible ministers in the field of utilization of State apparatus and reform the bureaucracy.

CHAPTER X PROVISIONS COVER Article 42 With the establishment of Regulations the Minister of cooperatives and small and medium business, the regulation of the Minister of cooperatives and small and medium enterprises number 05/Per/m. KUKM/VI/2011 about the Organization and governance of the Fund Manager of the revolving Work cooperatives and micro, small and medium businesses, revoked and declared inapplicable.

Article 43 this Ministerial Regulation comes into force on the date specified.
