ABOUT
BORDER MANAGEMENT ACTION PLANNING GUIDELINES
THE COUNTRY REGION AND THE BORDER REGION

WITH THE GRACE OF THE ALMIGHTY GOD

NATIONAL HEAD OF THE BORDER MANAGER,

Weigh: a.  that Article 5 of the Presidential Regulation No. 12 of 2010 on the National Agency of the Border Management is mandated to the National Agency of the Border Management to establish a plan for the state border management action and the border region;
B.   that in order to establish and establish a state border management action plan and border region based on the principles of coordination, integration, synchronization, and synergities, need to be compiled in the Action Plan Drafting Guidelines. Border Border and Border Areas
c. that under consideration as referred to in letter a and letter b, need to establish the Rule of the National Body of the Border Manager on the Governing Guidelines of the State and Border Region Border Management Plan;

DECIDED:
SET: THE RULES OF THE HEAD OF THE NATIONAL GOVERNING BODY OF THE BORDER ON THE GUIDELINES OF THE DRAFTING OF THE STATE BOUNDARY MANAGEMENT ACTION PLAN AND THE BORDER AREA.

BAB I
UMUM CONDITIONS
Section 1
In the Rule of the Chief of this Agency referred to:
1. The next National Long Term Development Plan abbreviated RPJPN is a national development planning document for a period of 20 (twenty) years.
2. The next National Long-term Development Plan (RPJMN) is a national development planning document for a period of 5 (5) years.
3. Government Work Plan, which further abbreviated RKP is a national development planning document for a period of 1 (one) year.
4. The Strategic Plan of the Ministry/Institute of Non-Ministry later called Renstra K/L is a ministerial planning document/Institute of Non-Ministry Government for a period of 5 (five) years.
5. Large design management of the State and Border Regions which are subsequently called the Great Design is a document planning document boundary management of the country and the border region for a period of 20 (twenty) years by following the RPJPN.
6. The country border management master plan and the next border area called the Parent Plan is a state border management planning document and a border area for a period of 5 (five) years by following RPJMN.
7. The state boundary management action plan and the next border area called Action Plan is a document planning document boundary management of the country and the border region for a period of 1 (one) year by following the RKP.
8. State territory is one of the country 's elements which is one of the country' s regions of the mainland, inland waters, the territorial waters and the territorial waters and the seabed and the ground beneath it, as well as the air space above, including the entire source The wealth contained in it.
9. The boundary of the State Territory is the boundary line which is the sovereign separator of a country that is based on international law.
10. The border region is part of the territory of the country located on the inner side of Indonesia's borders with other countries, in terms of the boundaries of the country on land, the border region is in the district.
11. The national governing body of the Frontier Authority (BNPP) is the Board of Boundary Control of the State and Border Area as Act No. 43 of 2008 on the State Territory.

BAB II
INTENT AND PURPOSE OF ACTION PLAN DRAFTING
Section 2
Action plan drafting is intended to generate a country region boundary management action plan and a unified and unified border region.

Section 3
The purpose of the action plan is:
a.   the construction of a work plan and the budget management budget of the state and the border area to be implemented by non-ministerial government ministries and institutions;
B.   The end of the work plan and the budget management budget of the state and the border area to be implemented by the provincial government and the municipal/city government; and
c. The ongoing work and budget plan as a coordination of execution and evaluation and oversight of the border management of states and border areas.

BAB III
BASE OF ACTION PLAN
Section 4
(1) The action plan is compiled based on:
a.   RPJPN;
B.   RPJMN;
C.   RKP;
D.   Large Design;
e.   Master Plan; and
f.   Plan of Tata Space in the border area.
(2) The action plan as referred to in paragraph (1) consider:
a.   the dynamics of the situation and the state border conditions; and
B.   a growing strategic issue in the management of the country ' s borders.

BAB IV
ACTION PLAN MATERIAL
Section 5
The least action plan material includes:
a.   program and activities;
B.   volume of activities;
C.   financing;
D.   location of activities; and
e.   Related agencies.

BAB V
ACTION PLAN DRAFTING STAGE
The Kesatu section
Preparation of Drafting Materials and the Perumusan Action Plan
Section 6
(1) Assistant Deputy in the BNPP environment prepares the drafting materials and formulation of the action plan each year based on the master plan of the state border management and border area.
(2) The composition and formulation of the action plan as referred to in paragraph (1) are arranged according to the task and function of each Assistant Deputy.
(3) The preparation of the drafting materials and the formulation of the action plan as referred to in paragraph (3) is performed in the Coordinating Meeting of Assistant Deputies or other forums alongside non-ministry ministry officials/institutions associated with the Assistant Deputy Assistant.

Section 7
(1) The Assistant Deputy reports to the Deputy with a gust to the Secretary of the BNPP drafting materials and the formulation of the action plan as referred to in Article 6.
(2) The delivery of the report of the drafting materials and the formulation of the action plan as referred to in paragraph (1) at the slowest of the second week of September the year runs for action plans 2 (two) the following year.

The Second Part
Drafting and Perumusan Action Plan
Section 8
(1) The deputy performs the drafting and formulation of the action plan in accordance with the scope of the task and functions of the Deputy based on the composition of the drafting materials and the formulation of the action plan of the Assistant Deputy.
(2) The drafting and formulation of the action plan as referred to in paragraph (1) is performed in a meeting of the Coordinating Deputy or other forum with non-ministerial government officials/agencies associated with the scope of the Deputy's duties.
(3) Drafting and formulation of the action plan as referred to in paragraph (2) may also be carried out by engaging other non-ministerial government ministries, local governments, the business world, and the public.

Section 9
(1) The Deputy reports the results of the drafting and formulation of the action plan as referred to in Article 8 to the Head of the BNPP through the Secretary of the BNPP.
(2) The delivery of the report results and the formulation of the action plan as referred to in paragraph (1) the slowest second week of November of the year running for action plans 2 (two) the following year.

The Third Part
Drafting and Perumusan Final Plan Action
Section 10
(1) The BNPP secretary facilitates the drafting and formulation of the cross-Deputy action plan in the BNPP environment.
(2) The formulation and formulation of the action plan as referred to in paragraph (1) are executed within the framework of synchronization and harmonization to produce the initial design of an action plan that is thorough and integrated.
(3) The initial draft action plan as referred to in verse (2) is further discussed in a meeting of the country's regional boundary management coordination forum and the construction of the border area (Rakorbangtas) to produce a final design of the action plan.
(4) The final draft of the action plan as referred to in verse (3) results the slowest of the first week of December running for action plans 2 (two) the following year.
(5) The Rakorbangtas as referred to in verse (3) are executed by involving non-ministry ministries/government agencies, local governments, the business world, and the public.

Section 11
Assistant Deputy, Deputy, and the Secretary of the BNPP in the drafting and formulation of the action plan as referred to in Article 6, Section 8 and Section 10 use the format as set forth in the Annex of the Chief Rule.

The Fourth Part
Follow-up To The Final Design Of The Action Plan
Section 12
(1) The Head of the BNPP delivers the final draft of the action plan as referred to in Article 10 of the paragraph (4) to the minister/leader of the non-ministry government and the slowest governor of the second week of December the year running for action plan 2 (two) the following year.
(2) The Governor delivers the final draft of the action plan as referred to in verse (1) to the slowest of the fourth week of the fourth week of December running for action plans 2 (two) the following year.

Section 13
(1) The final draft of the action plan as referred to in Article 12 of the paragraph (1) becomes the subject matter in a pre-meeting technical meeting/technical meeting of the non-ministerial government agencies.
(2) The final draft of the action plan as referred to in Article 12 of the paragraph (1) becomes the subject matter in the forum of preliminary drafting of the area of provincial development (UPPD) provincial level and the deliberation of the provincial-level development planning.
(3) The final draft of the action plan as referred to in Article 12 of the paragraph (2) becomes the subject matter in the initial drafting forum for the development of regional development (UPPD) district/city level and the deliberation of the level of development planning District/city, subdistrict, and village.

Section 14
(1) The deputies in the BNPP environment are actively involved in a pre-ministerial meeting of technical/technical meetings of the non-ministerial government as referred to in Article 13 of the paragraph (1) and subsequent forums until it has been amended. a work plan and the ministry ' s non-ministerial government budget (RKA-K/L).
(2) The deputies in the BNPP environment and the border manager or regional device working unit that handles the state border management business in the province is actively involved in the initial drafting forum for the financing of regional development. (UPPD) provincial level and deliberation planning of provincial-level development as referred to in Article 13 of the paragraph (2) and subsequent forums until the establishment of the provincial DPA-SKPD.
(3) The deputies in the BNPP environment and the border manager or regional device working unit that handles the state border management business in the district/city are actively involved in the initial drafting forum for development financing area (UPPD) county/city level and deliberation planning the development of district/city, subdistrict, and village as referred to in Article 13 of the paragraph (3) and subsequent forums until the establishment of DPA-SKPD district/city.

The Fifth Part
The assignment of Action Plan
Section 15
(1) The final draft of the action plan which has been discussed in the forums as referred to in Article 14 of the paragraph (1) is set to be the second week action plan of the January year running.
(2) The action plan as referred to in paragraph (1) is specified in the Regulation of the BNPP Head.

BAB VII
CLOSING PROVISIONS
Section 16
The Rule of the Head of the Agency begins to apply to the date of the invitation.
