The national level that is the definition and implementation plan of the National Energy Policy which is cross-sector to achieve the National Energy Policy objective.

2. The Provincial Energy General Plan, which is further abbreviated as RUED-P, is the provincial government's policy on the Provincial Energy management plan which is the definition and plan for the implementation of the RUEN that is cross-sector for Reaching target RUEN.

3. The District/City Regional Energy General Plan (RUED-Kab/Town) is a municipal/city government policy concerning the district/city level energy management plan which is the definition and plan for the implementation of RUED-P which is the city/city of the city. cross-sector to reach the target of RUED-P.

4. National Energy Policy (KEN) is a policy of energy management based on the principle of justice, sustainable, and environmental insight into the creation of independence and energy security.

5. The Minister is the minister who organizes government affairs in the field of energy.

6. The Ministry is the ministry that organizes government affairs in the field of energy.

Article 2 of the scope of the Presidential Regulation arrangements includes: a. RUEN drafting; b. the drafting of RUED-P and RUED-Kab/Kota; and c. the role of society.

Article 3 This Presidential Regulation is aiming for: a. provide guidelines in the drafting of the RUEN for the Government,

RUED-P for the provincial government, and RUED-Kab/City for the county/township government; and

b. embody the consistency of matter and the uniformity of systematics in the drafting of the RUEN for the Government, the RUED-P for the provincial government, and RUED-Kab/City for the county/city government.

Article 4 RUEN, RUED-P, and RUED-Kab/City are compiled with regard to principles of efficiency, transparency, and participation.

Article 5

RUEN, RUED-P, and RUED-Kab/City are compiled based on the base year data and target KEN.

CHAPTER II DRAFTING

NATIONAL ENERGY GENERAL PLAN

Part General Parts

Article 6

(1) The government is drafting the RUEN design based on KEN. (2) The design of the RUEN as referred to in paragraph (1) is composed by

the Minister by incorporating the local government, as well as paying attention to the opinions and input of the community.

Article 7

The RUEN Design as referred to in Section 6, at least contains:

a. the current national energy conditions and the future national energy conditions;

b. National vision, mission, destination, and energy objectives are the specified targets and targets to be achieved; and

c. The national energy management policies and strategies that outline policies, strategies, institutions, instruments, and objectives. policy, and energy development programs.

Section 8

Drafting of the RUEN design as referred to in Section 7 is implemented in accordance with systematics as set forth in the Attachment that is an inseparable part of This President's Rule.

The Second Part of the Implementation Mechanism

Drafting National Energy General Plan

Article 9

(1) In compiling the draft of the RUEN, the Minister formed the RUEN Design Team.

(2) The layout of the RUEN Design Team as referred to in paragraph (1) consists of:

a. Chairman; b. Secretary; and

c. Member.

(3) The Chairman of the RUEN Design Team as referred to in paragraph (2) the letter a was held by the Eselon Officer I in the Ministry.

(4) The secretary of the RUEN Design Team as referred to in verse (2) the letter b b is in a handshake by Eselon II officials who host functions in the drafting field of RUEN on the Ministry.

(5) Members of the RUEN Design Team as referred to in paragraph (2) the letter c consists of the deputy ministry and/or government agency related.

(6) The RUEN Design Drafting Team is in charge of the discussion of the RUEN draft which have been compiled by the work unit that organizes functions in the areas of the drafting of the RUEN in the Ministry for comprehensive and sectoral traffic.

Article 10

(1) The work unit as referred to in Article 9 of the paragraph (6) is in charge of preparing, Processing, and formulating the design of RUEN.

(2) The working unit referred to in paragraph (1) in compiling the design of RUEN includes the local government.

Article 11

(1) The RUEN Design Team in discussing the design of RUEN paying attention to opinions and input from the community.

(2) The society as referred to in paragraph (1) includes: a. associated association in the field of energy;

b. college; and

c. Other members of the public who have competence in the field of energy.

Article 12

(1) The RUEN Design Drafting Team delivered the draft RUEN to the Minister.

(2) The Minister delivered the draft RUEN as referred to in paragraph (1) to the National Energy Council.

(3) The draft RUEN as referred to in paragraph (2) is designated as RUEN by the Chairman of the National Energy Council.

Article 13

(1) In terms of the National Energy Council there is a difference of opinion and/or there is input on the design of the RUEN as referred to in Article 12 of the paragraph (2) then the National Energy Council conducted a joint discussion with the Ministry.

(2) The draft of RUEN the results of the discussion as referred to in paragraph (1) are set as RUEN by the Chairman of the National Energy Council.

Article 14

The RUEN Redemption is exercised accordingly with the National Energy Council trial layout.

Article 15

(1) RUEN is set to be the slowest 1 (one) year after KEN is set.

(2) RUEN may be revisited and updated periodically 5 (five) years once or any time in accordance with the changes in the strategic environment and/or changes to KEN.

CHAPTER III DRAFTING

Article 16

(1) Provincial Government The design of the RUED-P with reference to RUEN.

(2) The drafting of the RUED-P design as referred to in paragraph (1) is implemented by the Provincial Regional Device Workforce which organizes government affairs in the field of energy by including:

a. Government;

b. District/kota; and c. stakeholders.

(3) RUED-P Design as referred to in paragraph (1) at least contains the following:

Article 17

(1) RUED-P is set to be the slowest 1 (one) year after RUEN is set.

(2) RUED-P can be revisited and updated periodically 5 (five) years at any time or at any time in accordance with the changes in the strategic environment and/or changes in RUEN.

Second Part Drafting

District Area Energy General Plan/City

Article 18

(1) The county/city government is drawing up the draft RUED-Kab/City by referring to RUEN and RUED-P.

(2) The drafting of RUED-Kab/City as referred to in paragraph (1) is exercised by the District/City Regional Device Workforce which organizes government affairs in the field of energy by involving it: a. provincial government; and

b. Stakeholder. (3) The design of RUED-Kab/City as referred to in paragraph (1)

b. vision, mission, purpose, and energy objectives of the region are the specified targets and targets to be achieved; and

(4) The drafting of the RUED-Kab/City design is implemented in accordance with systematics as set forth in the Annex that is an inseparable part of this Presidential Regulation.

(5) RUED-Kab/City established with the District/City Regional Rules.

Article 19

(1) RUED-Kab/City is set to be the slowest 1 (one) year after RUED-P is set.

(2) RUED-Kab/City can be revisited and updated periodically 5 (five) years or at any time according to strategic environment changes and/or RUED-P. changes

CHAPTER IV THE ROLE OF SOCIETY

Article 20

(1) The public is both individually and the group can play a role in the drafting of RUEN, RUED-P and RUED-Kab/City.

(2) The role of the society as referred to in paragraph (1) may be performed in the form of writing, data, and/or information in writing.

(3) The role of the society as referred to in paragraph (2) is performed within the term of 30 (thirty) days of work, since: a. head of the work unit that organizes functions in the field

RUEN drafting in the Ministry announces the plan of drafting the RUEN through the web page (website) Ministry;

b. The head of the Provincial Regional Device Workforce that organizes government affairs in the field of energy announces plans to assemble RUED-P via thewebsite of the provincial government or other media;

c. Head of the Working Unit The District/City Area's device that organizes government affairs in the field of energy announces the plan of drafting RUED-Kab/City by page (website) the county/city government or any other media.

CHAPTER V PROVISIONS

Article 21

(1) The working unit that organizes functions in the field of drafting RUEN in the Ministry is synchronized and the integration of the design of the RUEN design and design RUED-P.

(2) The Provincial Regional Device Working Unit which organizes government affairs in the field of energy conducts synchronization and the integration of the design of the RUED-P and RUED-Kab/Cities.

Article 22

The provincial government in compiling the draft RUED-P and the county/city government in compiling the draft RUED-Kab/City can conduct consultations with the Ministry.

CHAPTER VI PROVISIONS CLOSING

Article 23

The rules of the President are in effect on the date of the promulcity.
