REGULATIONS OF THE PRESIDENT OF THE REPUBLIC OF INDONESIA NUMBER 185 IN 2014

ABOUT THE ACCELERATION OF THE PROVISION OF DRINKING WATER AND SANITATION

WITH THE GRACE OF GOD ALMIGHTY

THE PRESIDENT OF THE REPUBLIC OF INDONESIA,

DRAWS: A. that drinking water and sanitation are the basic needs of the society that must be met to improve the degree of community welfare;

b. that the provision of drinking water and sanitation are still undergoing various constraints so that acceleration is needed to reach universal access by the end of 2019;

c. that based on consideration as in the letter a and the letter b need to establish the President ' s Regulation on Accelerating The Provision Of Drinking Water and Sanitation;

DECIDED:

SET: THE PRESIDENT ' S REGULATION ON THE ACCELERATION OF THE PROVISION OF DRINKING WATER AND SANITATION.

CHAPTER I OF THE GENERAL PROVISIONS

Article 1

In this Presidential Regulation referred to:

1. Drinking water is a household drinking water that goes through a processing process or without a processing process that qualiates health and can be instantly drunk.

2. The subsequent Drinking Water System (SPAM) is a unit of physical (engineering) and non-physical system from the infrastructure and means of drinking water.

12. The Regional Revenue and Shopping Budget, later abbreviated as APBD is an annual financial plan of the local government which is organized and approved by the Regional People's Representative Council, and is set with the Regional Regulations.

13. The Minister is the related technical minister.

CHAPTER II OF THE PRINCIPLE OF PROVIDING DRINKING WATER AND SANITATION

Article 2

Drinking water and sanitation services are conducted with the principle:

a. non discriminatory;

b. affordable;

c. environmental protection;

d. continuous;

e. Community participation; and

f. Attachment.

CHAPTER III OF TECHNOLOGY DEVELOPMENT AND APPLICATION

PROVISION OF DRINKING WATER AND SANITATION

Article 3

(1) The government develops and applies technologies in the fields of drinking water and effective and efficient sanitation to accelerating the provision of drinking water and sanitation.

(2) The development and application of technology in the field of drinking water as referred to in paragraph (1) is intended to improve:

a. quantity;

b. quality;

c. continuity; and

d. range.

(3) The development and application of technology in the field of sanitation as referred to in paragraph (1) is intended to improve:

a. environment-friendly sanitation management;

b. more extensive access to the community;

c. continuity of services; and

d. protection and preservation of water resources.

CHAPTER IV APPLICATION OF WATER QUALITY STANDARDS DRINKING AND SANITATION

Section For Water Quality Standards Drinking

Article 4

Article 5

(3) External supervision as referred to in paragraph (2) is performed against drinking water providers that include:

a. water area company drinking;

b. water depot drinking;

c. community-based drinking water provider;

d. private business agency drinking water provider; and

e. SPAM is not a community-owned pipeline.

The Second Part of the Sanitation Quality Standards

Article 6

(1) The construction and provision of sanitation infrastructure must meet technical standards.

(2) Other than having to meet the standards Technical quality of the environment must meet the standard standard of environmental quality.

BAB V STRATEGY, POLICY, AND PLANNING

PROVISION OF DRINKING WATER AND SANITATION

Article 7

Article 8 (1) The provincial government composed the Road Map (Roadmap) Drinking Water

Article 9

(1) The county/city government is compiling:

a. "RISPAM DRINKING WATER SUPPLY SYSTEM".

b. The District Sanitation Strategy (SSK) was later shortened to SSK.

(2) RISPAM as referred to in paragraph (1) the letter a refers to the Road Map (Roadmap) The Provincial Drinking Water and SSK as referred to in paragraph (1) letter b refers to the "Roadmap" Sanitation of the Province which is the implementation of the term " adapted to related district/city conditions.

CHAPTER VI IMPLEMENTATION OF THE PROVISION OF DRINKING WATER AND SANITATION

Article 10

(1) Implementation of the provision of drinking water and sanitation is carried out according to the development plan referring to RISPAM and SSK.

(2) The implementation of the provision of drinking water and sanitation includes:

a. new infrastructure development; and/or

b. rehabilitation.

Article 11

(1) The implementation of the provision of drinking water and sanitation can be performed by:

a. every person or community group for the construction of individual and/or local processing units or communal scale;

b. government, provincial government, and county/city government through ministries or related non-ministry agencies, SKPD related provinces, and SKPD County/Cities related to the construction of drinking water infrastructure and sanitation in accordance with the authority under the rules of the invitation; and

c. The business entity for the construction of drinking water infrastructure and sanitation in accordance with licensing and the co-ordination of cooperation.

(2) Construction of drinking water infrastructure and sanitation carried out by community groups, government, provincial government, county/city government, and business entity as referred to in paragraph (1) must be followed with the establishment of a management unit to operate and maintain the infrastructure of drinking water and sanitation built.

(3) More provisions on the formation of water and sanitation infrastructure management units as intended on verse (2) is governed by the minister who is seeding the affairs of government in the area.

BAB VII COORDINATION ACCELERATION PROVISION OF DRINKING WATER AND SANITATION

Article 12

(1) In order for the implementation of the acceleration of the provision of drinking water and sanitation set up the Accelerated Supplying Drinking Water and Sanitation Task Force, the next one In this Presidential Regulation is abbreviated as Task Force.

Article 13

The Task Force has a task:

b. coordinate the drafting of priority programs in order for the implementation of the acceleration of drinking water and sanitation;

c. coordinate the mobilization of the source of funds, means and power in order to exercise the acceleration of drinking water and the supply of water. sanitation;

d. coordinate the implementation of advocacy in order for the acceleration of the provision of drinking water and sanitation; and

e. carrying out monitoring and evaluation of the implementation of the acceleration of drinking water and sanitation.

Section 14

(1) The membership of the Task Force consists of the Director and the Technical Team.

(2) The direction as referred to the paragraph (1) consists of:

(3) The Chair of the Direction as referred to in paragraph (2) of the letter a and serves as Chairman of the Task Force.

(4) Members of the Technical Team as referred to in the paragraph (1) are appointed and dismissed by the Director of the Direction.

(5) Further provisions regarding the organizational structure, membership, duties, and work of the Technical Team are governed by the Director.

Article 15

(1) provincial and municipal government/city government Form a Sanitation Water Working Group/another working group.

(2) Members of the Water Working Group and Sanitation/other working groups as referred to in paragraph (1) may consist of an element of government, college, organization of the profession, Community organization, religious organization, community self-service, mass media, business offender, and member of the public.

BAB VIII MONITORING, EVALUATION, AND REPORTING

Article 16

Monitoring and evaluation of the implementation of the acceleration of drinking water provision and sanitation as referred to in Article 13 of the letter e are performed periodically.

Article 17

Chairperson of the Task Force reports the execution of its duties to the President periodically at least 1 (one) times in a year or at any time if required.

Article 18

(1) The governor reports the results of an acceleration. the provision of drinking water and sanitation in the province region to the Chairman of the Task Force through The Home Minister is regularly at least 1 (one) times a year or at any time if required.

Article 19

CHAPTER IX COACHING WATER PROVISION DRINKING WATER AND SANITATION

Article 20

Section 23

The coaching planning provision of drinking water as referred to in Article 22 is done through:

a. The Roadmap (Roadmap) of Provincial Drinking Water, RISPAM, and technical planning of drinking water;

b. Distraction; and

c. education and training.

Section 24

(1) The guideline of the drafting of the Road Map (Roadmap) Water Drinking Province and RISPAM as referred to in Article 23 of the letter a, it contains the process guidelines The preparation, method and method of analysis, and the method of establishing the province's drinking water policy.

Section 25

Article 27

Coaching on sanitation planning as referred to in Section 22 is done through:

a. The Roadmap for the Sanitation of the Province, SSK, and the technical planning of sanitation;

b. Assistance; and

c. education and training.

Section 28

(1) The guideline of the drafting of the Road Map (Roadmap) Sanitation of the Province and SSK as referred to in Article 27 of the letter a, includes the program drafting guidelines and Handling activities, plan based on eligibility elements that meet technical, economic and environmental criteria, priority programs, staging stages, settings and institutional, financing and role as well as society.

Article 29

Article 34

b. Funding assistance.

(3) Technical assistance as referred to in paragraph (2) letter a, includes:

a. the development of science and technology in the fields of drinking water and sanitation; and

b. the development of water and drinking water supply management systems.

(4) The funding assistance as referred to in paragraph (2) letter b, includes loans or grants.

Article 35

(1) The local government can do cooperation with Other regional governments and business agencies in order to accelerate the provision of drinking water and sanitation.

(2) The cooperation as referred to in paragraph (1) is implemented in accordance with the laws.

Article 36

The government creates an investment climate that is conducive to support its creation accelerated the provision of drinking water and sanitation.

CHAPTER XI INCREASED ROLE AS WELL AS SOCIETY

Article 37

(1) Society may role as well as in the efforts of providing drinking water and sanitation.

b. advocacy;

c. Socialization;

d. promotion; and

e. campaign.

(5) Socialization as referred to in paragraph (2) letter c, performed to improve understanding of public services in the fields of drinking water and sanitation.

(6) Promotions as referred to in paragraph (2) letters d, performed with the effort to encourage participation as well as each individual in any process of improving the quality of drinking water and sanitation services.

(7) The campaign as referred to in paragraph (2) the letter e, is done to provide public engagement will understand the priority of the provision of drinking water and sanitation with efforts broadcasting through image-shaped or sound-shaped recording items or other forms.

BAB XII FINANCING

Article 38

(1) The government and local governments as per its authority provide an adequate budget for acceleration. provisioning of drinking water and sanitation.

(2) The budget adjustments as referred to paragraph (1) refer to the accelerated planning of the provision of drinking water and sanitation acceleration planning.

(3) The Budget as referred to in paragraph (1) sourced from APBN, APBD Provincial and APBD District/City.

(4) In addition to the budget as referred to in paragraph (3) the government and local governments may accept and exploit the financing of other authorized sources according to the invitational regulations.

Article 39

(1) Funding The acceleration of the provision of drinking water and sanitation by the Government is conducted through APBN

(2) The APBN funding for the acceleration of the provision of drinking water and sanitation as referred to in paragraph (1) is conducted based on:

a. direction and national targets of the provision of drinking water and sanitation;

b. regional financial capabilities and region characteristics;

c. the need for providing drinking water and sanitation in the area; and

d. area readiness.

(3) The APBN funding acceleration provision of drinking water and sanitation as referred to in paragraph (1) is done through shopping

non-ministerial or non-ministry ministries, rebalancing funds, loans, grants, or other APBN utilization in accordance with the laws.

(4) The APBN funding for the acceleration of drinking water provision as referred to in verse (3), is organized based on the program and the drinking water provision activities listed in the Government Work Plan referring to RISPAM.

(5) APBN funding for the acceleration of sanitation development as referred to in paragraph (3), organized based on the program and sanitation development activities listed in that refers to the SSK.

(6) The accelerated funding of the provision of drinking water and sanitation through the shopping of ministries and agencies as referred to in paragraph (3), aimed at funding programs and activities of providing drinking water and sanitation into government affairs in accordance with the rules of the invitation.

(7) The refinancing of the provision of drinking water and sanitation through balancing funds, loans, grants, or other APBN utilization as referred to in paragraph (3), is intended to fund the program and the activities of the provision of drinking water and sanitation needed in the area according to the policy of the provision of drinking water and national sanitation.

Article 40

Article 41

(2) Funding of the Provincial APBD for the acceleration of the provision of drinking water and sanitation conducted through SKPD shopping as referred to in paragraph (1), intended for the development of the acceleration of the provision of drinking water and The sanitation that is the authority of the province in accordance with the laws

(4) Funding of the Provincial APBD for the acceleration of the provision of drinking water and sanitation conducted through loans, grants, financial aid, or other provincial transfer forms as referred to in paragraph (1), aimed at funding the needs of the the acceleration of the provision of drinking water and sanitation which becomes the county/city authority that is not able to be funded with the District/City APBD.

(5) The Provincial APBD funding for the acceleration of drinking water as referred to in verse (1), is organized based on the programs and activities of the provision of drinking water listed in the RKPD Province which refers to RISPAM.

(6) The Provincial APBD funding for the acceleration of sanitation development as referred to in paragraph (1), is organized based on the program and sanitation development activities listed in the RKPD Province which refers to SSK.

Section 42

(1) Funding of the Municipal/City APBD for the acceleration of the provision of drinking water as referred to in Article 38 of the paragraph (3) is organized based on the program and the provision of drinking water listed in the RKPD District/City refers to RISPAM.

(2) The funding of APBD Regency/City for the acceleration of sanitation development as referred to in Article 38 paragraph (3) is organized based on the program and sanitation development activities listed in RKPD Regency/City refers to On the SSK.
