THE MANAGEMENT AND UTILIZATION OF CAPITATION FUNDS
NATIONAL HEALTH GUARANTEE ON HEALTH FACILITIES
THE FIRST LEVEL BELONGS TO THE LOCAL GOVERNMENT

WITH THE GRACE OF THE ALMIGHTY GOD

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that in order to improve the quality of health care in the holding of the National Health Guarantee appropriate the mandate of Law Number 40 of the Year 2004 on the National Social Security System and the Law Number 24 Year 2011 about the Agency The organizer of the Social Security, required support of funds for the operational health care operations conducted by the Health Facility;
B.   that in order to order the financial management of the area related to the payment of the Services, the Health Social Security Organizing Board to the State Government's First-Level Health Facility as set forth in the Article 39 paragraph (1) Presidential Regulation No. 12 Year 2013 on Health Guarantee as amended with Presidential Regulation No. 111 of 2013, needs to be regulated by management and utilization of capitation funds for the First-Level Health Facility owned by the Local Government;
c. that under consideration as intended in letter a and letter b, need to establish the President's Regulation on the Maintenance And Expediency Of The National Health Guarantee Management Funds At The Government's First-level Health Facility Locale;

DECIDED:
SET: THE PRESIDENT 'S REGULATION ON THE MANAGEMENT AND UTILIZATION OF THE NATIONAL HEALTH GUARANTEE OF CAPITATION FUNDS ON THE STATE GOVERNMENT' S FIRST-LEVEL HEALTH FACILITIES.

BAB I
UMUM CONDITIONS
Section 1
In this Presidential Regulation referred to:
1. The next National Health Guarantee (JKN) is a guarantee of health protection so that participants gain the benefits of health care and protection in meeting the basic health needs given to each The one who has paid the dues or the dues are paid by the government.
2. Health facilities are health care facilities used to host individual health care efforts, either the promotion, preventive, curative or rehabilitative performed by the Government, the Local Government, and/or Society.
3. The next Advanced Health Facility (FKTP) is a health facility that performs non-specialistic individual health services for the purposes of observation, diagnosis, treatment, treatment, and/or Another health service.
4. The subsequent Health Social Security Organizing Board (BPJS Health) is a legal entity that is set up to host the Health Guarantee program.
5. Capitation of Capitation Funds is the budgeting, staging, targeting, and capitation fund management received by the FKTP of BPJS Healthcare.
6. The Kapitation Fund is the quantity of payment per-month paid upfront to FKTP based on the number of participants registered without taking into account the type and number of health services provided.
7. The next operating unit is abbreviated as SKPD, which is an area device in the local government as a budget user/user of the goods.
8. Section 2
The President's regulations govern regarding the management and benefit of the JKN Kapitation Fund on the FKTP of the Local Government that has not implemented the BLUD Financial Management Pattern.

BAB II
JKN KAPITATION FUND MANAGEMENT
The Kesatu section
General
Section 3
(1) BPJS Health makes capitation fund payments to FKTP belonging to the Local Government.
(2) The Kapitation Fund payment as referred to in paragraph (1) is based on the number of participants registered in FKTP according to data from BPJS Health.
(3) The Kapitation Fund as referred to in paragraph (1) is paid directly by BPJS Health to the Treasurer of JKN Kapitation Fund on FKTP.

The Second Part
Budgeting
Section 4
(1) The Head of FKTP delivered the revenue plan and shopping of JKN capitation funds year running to the Head of SKPD of the Health Service.
(2) The JKN capitation fund and revenue plan as referred to in paragraph (1) refers to the number of participants registered in FKTP and the amount of JKN capitation, in accordance with applicable laws.
(3) JKN capitation funds and revenue plans as referred to in paragraph (1) are budgeted in the RKA-SKPD Healthcare Service.
(4) The order and format of RKA-SKPD composition as referred to in paragraph (3) is performed in accordance with the provisions of the laws in the area of the area's financial management.

The Third Part
Execution and Forwardship
Section 5
(1) Head of SKPD Health Service composed DPA-SKPD based on regional regulations on APBD year on budget and regional head regulations on the summation of the APBD budget year in respect of the APBD.
(2) The layout and format of DPA-SKPD composition as referred to in paragraph (1) are performed in accordance with the provisions of the laws in the area of the area's financial management.

Section 6
(1) The Regional Head establishes the Treasurer of JKN Kapitation Fund on FKTP on the proposal of SKPD Head of Health Service through PPKD.
(2) The Treasurer of JKN Kapitation Fund on FKTP as referred to in paragraph (1) opens the JKN Kapitation Fund Account.
(3) The JKN Kapitation Fund Account on each FKTP as referred to in paragraph (2) is set by the Chief of Regions.
(4) The JKN Kapitation Fund Account on FKTP as referred to in paragraph (2) is a part of the BUD Account.
(5) The JKN capitation fund account as referred to in paragraph (2) is delivered by FKTP Head to BPJS Health.

Section 7
(1) The payment of the capitation funds of BPJS Health was carried through the JKN Kapitation Fund Account on FKTP and recognized as revenue.
(2) Revenue as referred to in paragraph (1) is used directly for JKN participants ' health service on FKTP.
(3) In terms of capitation funds income is not used entirely in the corresponding budget year, such capitation funds are used for the next budget year.

Section 8
(1) Treasurer of the JKN Kapitation Fund on FKTP noted and conveyed the realization of income and shopping each month to the Head of FKTP.
(2) The FKTP chief delivers a report of revenue realization and shopping as referred to in paragraph (1) to the Head of the SKPD of the Health Service by attaching a responsibility statement letter.
(3) Based on the report of the realization of income and shopping as referred to in paragraph (2), the Head of the SKPD of the Health Service delivered the Letter of Revenue and Shopping Anxiety Requests (SP3B) FKTP to PPKD.
(4) The FKTP SP3B as referred to in paragraph (3) includes the remainder of the capitation funds that have not been used in the corresponding budget year.

Section 9
(1) Based on the SP3B FKTP as referred to in Article 8 paragraph (3), PPKD as BUD publishes Revenue and Shopping Anxiety Letters (SP2B) FKTP.
(2) PPK-SKPD and PPKD conduct bookkeeping of FKTP revenue and shopping based on SP2B.

The Fourth Part
Accountability
Section 10
(1) The FKTP chief is formally responsible and material for the income and shopping of JKN capitation funds.
(2) Revenue and shopping as referred to in paragraph (1) is presented in the SKPD Financial Report and the Regional Government Finance Report.
(3) The order and format of drafting the Financial Report as referred to in paragraph (2) is conducted in accordance with the provisions of the laws in the area of the region ' s financial management.

The Fifth Part
Supervision
Section 11
(1) The Head of the SKPD Health Service and Head of FKTP carried out surveillance of the receipt and utilization of capitation funds by the Treasurer of the JKN Kapitation Fund on FKTP.
(2) The County/City Internal Supervision Apparatus conducts functional oversight of the management and utilization of capitation funds as per applicable provisions.
(3) The supervision of a single paragraph (1) and a functional oversight by the Government of the Government of the Federal Government as defined in paragraph (2) are executed to ensure effectiveness, efficiency, and accountability. The management and utilization of capitation funds.

BAB III
FUND UTILIZATION
Section 12
(1) The JKN capitation fund in FKTP is utilized entirely for health care services and support of the operational cost of healthcare.
(2) The health care services as referred to in paragraph (1) include the individual health care services undertaken by the health and non-health power.
(3) Support of the operational cost of health care as referred to in paragraph (1) includes drug costs, health tools, consumable medical materials, and other operational cost support of healthcare.
(4) The health care services in FKTP as referred to in paragraph (1) are assigned at least 60% (sixty percent) of total JKN capitation funding, and the remainder is utilized for the support of the operational costs of healthcare.
(5) Further provisions on the use of health care services and support of the operational cost of health care are regulated by the Regulation of Ministers.


BAB IV
TRANSITION PROVISIONS
Section 13
(1) In terms of income and shopping of capitation funds have not been announced in regional regulations on APBD of Budget Year 2014, the Local Government is doing a change in regional head regulations on the summation of the 2014 Budget Year APBD and notified To the end of the month, a month after a change in the month after the change.
(2) The change of regional head regulations on the summation of the 2014 APBD of Budget as referred to in paragraph (1), is further accommodated in local regulations on the changes in the APBD of Budget Year 2014.
(3) In terms of local government not making changes to the regional regulations on the APBD of Budget Year 2014, the income and shopping of capitation funds as referred to in paragraph (1) were accommodated in a report of the 2014 Budget Year budget realization.

CLOSING PROVISIONS
Section 14
The rules of the President are in effect on the date of promulgations.
