REGULATION of the PRESIDENT of the REPUBLIC of INDONESIA NUMBER 79 by 2014 ABOUT REGULATIONS IMPLEMENTING Act No. 15 in 2012 ABOUT the INDONESIAN VETERAN with the GRACE of GOD ALMIGHTY the PRESIDENT of the Republic of INDONESIA, Considering: that in order to implement the provisions of article 7 paragraph (2) of article 12, paragraph (1) letter d, paragraph (2) letter b, subsection (6), and article 15 para (3) Act No. 15-year Veteran of the Republic Indonesia 2012 need to set the rules, the President of the Regulations Implementing Act No. 15-year Veteran of the Republic Indonesia 2012;

Decide: define: PRESIDENTIAL REGULATION on the REGULATIONS IMPLEMENTING Act No. 15 in 2012 ABOUT VETERAN Republic of INDONESIA.
CHAPTER I GENERAL PROVISIONS article 1 In this regulation of the President, is: 1. A Veteran of the Republic of Indonesia is a citizen of Indonesia joined in unity of armed official recognized by the Government be active in a war facing other countries and/or died in battle to defend and defend the sovereignty of the unitary State of the Republic of Indonesia, or a citizen of Indonesia, who participated actively in the international troops under the mandate of the United Nations to carry out its mission of world peace , which has been designated as the recipient of Honors Veterans of the Republic of Indonesia.
2. Veterans of the peace of the Republic of Indonesia is a citizen of Indonesia who served actively in the international troops under the mandate of the United Nations in order to carry out the Mission of world peace, which has been designated as the recipient of Honors Veterans of the Republic of Indonesia.
5. Republic of Indonesia Peace Posthumously Veterans is a citizen of Indonesia who died in international troops under a United Nations mandate that autumn in order to carry out the Mission of world peace, which has been designated as the recipient of Honors Veterans of the Republic of Indonesia.
6. The main national heroes Cemetery which further abbreviated as TMPNU is the main national Heroes Cemetery which is located in the nation's capital.
7. Garden Tomb of national hero who subsequently abbreviated TMPN is national heroes ' Cemetery which is located in the province and kabupaten/kota in the entire territory of the State Union of Republic of Indonesia.
8. perabuan is a Ceremonial funeral given in honor of deceased/his late, Hindu or Buddhist.
9. The sign of Honor Veterans of the Republic of Indonesia is the country awards and honours are awarded by the President of Indonesia to citizens who have been struggling, defending, and maintaining the sovereignty of the unitary State of the Republic of Indonesia and/or enforce world peace.

12. Republic of Indonesia veterans Legion hereinafter abbreviated LVRI is a container and means of struggle for the Veterans of the Republic of Indonesia.

14. Command of the cantonal Parliament of Indonesia national army is a unit of territorial command have responsibility to the funeral in military Veterans of the Republic of Indonesia.
15. Keveteranan Event is an event of the struggle undertaken by Indonesia citizens who join in unity of armed official recognized by the Government be active in a war facing other countries to defend and defend the sovereignty of the unitary State of the Republic of Indonesia or be active in international forces in the mandate of the United Nations to carry out its mission of world peace.
CHAPTER II article 2 KEVETERANAN EVENTS Keveteranan Events organised with the following conditions: a. the Keveteranan Event on the struggle between 17 August 1945 to December 27, 1949 which occurred in all regions of the State Union of Republic of Indonesia;
b. Events Trikora Keveteranan between 19 December 1961 until 1 May 1963 that occurs in the territory of West Irian;
c. revised Dwikora Keveteranan Events between 3 May 1964 until August 11, 1966 which occurred in all regions of Borneo and Sumatra;
d. Lotus Keveteranan Events between the date of 21 May 1975 until 17 July 1976 which occurs in the territory of East Timor;
e. Keveteranan Event implemented Peace Indonesia citizens who are members of the Garuda Contingent and be active in international troops under the mandate of the United Nations; and f.  Other Keveteranan events in the future in the entire/parts of the unitary State of the Republic of Indonesia.
Article 3 events of the Keveteranan referred to in article 2 letter e and f are defined by presidential decree.

CHAPTER III SPECIFIC rights for VETERANS of the REPUBLIC of INDONESIA is considered part of the range of Specific rights of article 4 (1) the range of specific rights consists of: a. a tax payment liability waivers Earth and buildings;
b. use of fee payment relief transport services passenger transport;
c. guarantee health maintenance;
d. waivers education costs;
e. guidance of small and medium enterprises; and f.  rights to obtain legal protection.
(2) certain rights as mentioned in subsection (1) is granted to: a. a Veteran freedom fighter of the Republic of Indonesia;
b. Veteran defender of the independence of the Republic of Indonesia; and c.  Veterans Of The Peace Of The Republic Of Indonesia.
The second part Concerns the payment of taxes of Earth and Building article 5 (1) Veterans of the Republic of Indonesia as referred to in article 4 paragraph (2) to obtain relief from the payment of taxes of Earth and building for home living.
(2) the provisions concerning Tax payment relief Earth and buildings as referred to in paragraph (1) was carried out in accordance with the policy areas set out in the regulatory area.
The third part Concerns the payment of the cost of Transport Services passenger transport article 6 (1) Veterans of the Republic of Indonesia as referred to in article 4 paragraph (2) to obtain relief from the payment of the cost of the use of transport services passenger transport belonging to the State.
(2) the provisions concerning the use of fee payment relief transport services passenger transport State as referred to in subsection (1) is subject to dalamperaturan Minister who organized a Government Affairs in the field of transportation.

Part four health maintenance Guarantee of article 7 (1) Veterans of the Republic of Indonesia as referred to in article 4 paragraph (2) to obtain a guarantee of health care.

Part five article 8 Education Fee Waivers (1) Veterans of the Republic of Indonesia as referred to in article 4 paragraph (2) to obtain relief from the costs of education.
(2) Waivers education costs as referred to in paragraph (1) may be given to the sons of Veterans of the Republic of Indonesia who are aged up to 25 (twenty five) years old and unmarried.
(3) Waivers education costs as referred to in paragraph (1) and paragraph (2) includes the following: a. tuition fees/donations to the construction and the costs of field work in schools/universities;
b. priority scholarships and education assistance at school/college.
(4) the provisions concerning waivers education costs referred to in subsection (1) is set by the Ministry of education which hosted/institutions in accordance with their respective authority.

The sixth section of the guidance of the small and medium enterprises article 9 (1) Veterans of the Republic of Indonesia as referred to in article 4 paragraph (2) get the guidance of small and medium enterprises to increase economic independence.
(2) the provisions regarding small and medium enterprises guidance referred to in paragraph (1) are governed by regulation of the Minister of the organizing Affairs of the Government in the field of small and medium enterprises.
The seventh part of the Rights Protection Law article 10 (1) Veterans of the Republic of Indonesia as referred to in article 4 paragraph (2) is entitled to the protection of the law in order to get justice.
(2) the provisions regarding the protection of the law referred to in subsection (1) is controlled by a regulation of the Minister.
CHAPTER IV CEMETERY in TAMAN MAKAM PAHLAWAN is considered part of the Burial Rights article 11 right of burial in the TMPNU given to Veteran freedom fighter of the Republic of Indonesia which has the star of Gerilya.

Article 12 right of burial in TMPN given to: a. a Veteran freedom fighter of the Republic of Indonesia;
b. Veteran defender of the independence of the Republic of Indonesia;
c. Peacekeeping Veteran Republic of Indonesia; and d.  Veteran Posthumously Republic Indonesia.
The second part of filing Chapter 13 Funeral (1) petition for burial the bodies of Veterans of the Republic of Indonesia presented by the leadership of the local LVRI and/or by the families of the deceased to his late Garnizun/local.
(2) in the case of the Republic of Indonesia Veterans died in the area that there is no Garnizunnya, the filing of a petition for a funeral conducted by the leadership of the local LVRI and/or by the families of the deceased to his late command of Territorial/national army local Indonesia.
(3) in the case of Veterans of the Republic of Indonesia has the right is buried in TMPNU and will be buried at TMPNU, the family of the late/soon to report to his late Garnizun I Fixed the cantonal Command Jakarta or Indonesia national army.
Article 14 (1) the filing of a petition for a funeral as referred to in article 13 required terms and completeness.
(2) Ketentuanmengenai kelengkapansebagaimana and requirements referred to in subsection (1) is set in a regulation of the Minister.
Article 15 (1) Funeral casket Veterans of the Republic of Indonesia was carried out with a military ceremony.
(2) the funeral with or without the military ceremony could be done outside the TMPNU or TMPN, solicitation of the family of the deceased to his late Garnizun/or Territorial command of Indonesia national army.
(3) in case of the perabuan ceremony, funeral militarily enforceable before the bodies put in place of burning corpses (crematorium).
(4) the provisions on the Organization of the funeral as referred to in paragraph (1), subsection (2), and subsection (3) is controlled by a regulation of the Minister.
The fourth part financing of article 16 (1) funeral expenses for funerals of Veterans of the Republic of Indonesia consists of: a. money grief; and b.  the cost of funerals.
(2) the funeral Money referred to in subsection (1) letter a, for Veterans of the Republic of Indonesia are CIVIL SERVANTS/TNI/Polri nor retired CIVIL SERVANTS/TNI/Polri granted in accordance with the provisions of the legislation.
(3) the money for the funeral as referred to in paragraph (1) letter a are reserved for Veterans of the Republic of Indonesia Indonesia Republic Veterans Allowance recipients or widow/widower Veteran Republic of Indonesia Veterans Allowance recipients of the Republic of Indonesia.
(4) the payment of money and grief as referred to in paragraph (3) was carried out in accordance with the provisions of the legislation.
(5) the cost of the funeral as referred to in paragraph (1) letter b was implemented by the Ministry of defence.
Article 17 Money grief as stipulated in article 16 paragraph (3) is set as follows: a. If the Veteran Republic of Indonesia Indonesia Republic Veterans Allowance recipients died, the wife/husband is given money and grief the death of 2 (two) times of the Republic of Indonesia Veterans Allowance quantities;
b. If the widow/widower Veteran Republic of Indonesia Indonesia Republic Veterans Allowance recipients died to orphans who are left behind are given money for the funeral of Veteran Benefits the Republic of Indonesia was last received by a widow/widower is concerned;
c. when Veterans of the Republic of Indonesia Indonesia Republic Veterans Allowance recipients who died: 1. do not leave the wife/husband, then money mourning his death as stated on the letter a was given to his son;
2. do not leave the wife/husband or children, then the money for the funeral died as stated on the letter a is given to parents; or 3.  don't leave your wife/husband, children, or parents, then money grief death as stated on the letter a is given to heirs.
d. If the recipient of the Allowance the Widow/Widower Veteran Republic of Indonesia who died: 1. do not leave the child, then the money for the funeral died as stated on the letter b is given to parents; or 2.  do not leave children or parents, the money for the funeral died as stated on the letter b is given to heirs.
Article 18 in the event of a posthumous Veteran Peace Indonesia Republic died abroad, the costs of the repatriation of the corpse to the place of burial incurred by the State in accordance with the legislation.

Chapter V CLOSING PROVISIONS article 19 at the time of this presidential Regulation entered into force, the regulation on the submission of certain rights and corpse burial for Veterans of the Republic of Indonesia who has been there remain in force, until the formation of the new regulations based on the regulation of the President.

Article 20 the cost of the ceremony pemakamanbagi the corpse of Veterans of the Republic of Indonesia as stipulated in article 16 paragraph (1) letter b and a quantity of money and grief as referred to in article 5 are granted in accordance with the provisions of the legislation.

Article 21 of the regulation this President comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of regulations this President with its placement in the State Gazette of the Republic of Indonesia.
