REGULATION of the MINISTER of MARINE and FISHERIES of the REPUBLIC of INDONESIA number 8/candy-KP/2014 REGARDING the HOLDING of a SPECIAL LIBRARY GUIDELINES in the ENVIRONMENT of the MINISTRY of MARINE and FISHERIES by the GRACE of GOD ALMIGHTY the MINISTER of MARINE and FISHERIES of the REPUBLIC of INDONESIA, Considering: a. that in order to improve the smooth and coordination organization of special library in the environment of the Ministry of marine and fisheries, as well as the service of information to the public, the need to set guidelines for the Organization of special library in the environment of the Ministry of marine and Fisheries; b. that based on considerations as referred to in letter a, the need to set a regulation of the Minister of marine and fisheries on the Organization of special Library Guidelines in the environment of the Ministry of marine and Fisheries; Remember: 1. Article 5 based on the services provided, special library as referred to in article 4 consists of: a. a special Library field marine and fisheries; b. the special library of the school of fisheries; c. Special library College of marine and fisheries areas; and d. a special library of research and development of marine and fisheries. The second part of the duties and functions of the special library of article 6 (1) of the library of the Ministry referred to in article 4 letter a has the task to: a. provide policy direction and the construction of special library on Library work Unit Echelons I and UPT Library standard library; b. carry out synchronization, integration, coordination, monitoring and evaluation of the management of Special Libraries in the Environment Ministry; c. cooperation between the Ministry of environment in the special library or Libraries outside the ministries; 2014 www.djpp.kemenkumham.go.id, no. 221 6 d. compiling and organizing the activities of the orientation or increased the capacity of Librarian and Special Library Manager; e. Documentation Center thesis, thesis, and dissertation, done by employees of the Ministry who has completed the task of learning and a learning permit, either printed or electronic; d. documentation center working paper/paper the results of education and training undertaken by employees of the Ministry, both in the form of printed and electronic materials; e. documentation center the results of his scientific papers such as journal, proceedings, bulletin scientific, popular scientific paper, or the paper's popular publications of the Ministry, both in the form of printed and electronic materials. Article 7 (1) of the library work Unit Echelons I referred to in article 4 of the letter b has the task of: a. carry out the activities of the library, b. do the coordination with the Library of the Ministry; c. do the construction and evaluation of UPT Library underneath it; and d. do an inventory issue paper results against the Ministry, both in the form of printed and electronic materials that are under work unit echelons I respectively. Article 8 (1) Library UPT as referred to in article 4 of the letter c has the task of: a. carry out the activities of the special library, b. do the coordination with the Ministry's library and library work Unit Echelons I; c. doing an inventory issue paper results against the Ministry, both in the form of printed and electronic materials in the UPT respectively. Article 9 tasks and Special library functions as referred to in article 6 to article 8 is performed according to the type of special library based on the services provided as stipulated in article 5. Article 13 (1) Special Library material Procurement as stipulated in article 12 letter a is done to gather and provide special library that will be used as a special library collection to fit the needs of users in order to improve the utilization of Special library collection. (2) the procurement of Special Library material referred to in subsection (1) is done among others through purchase, Exchange, grants, and Special Library material gifts be it in the form of books, magazines, journals, newspapers, and other Library materials. Article 14 (1) the processing of Special Library material as stipulated in article 12 letter b is done so that all Special library collections can be well-organized, and can be grouped by characteristics as well as the content contained in the book making it easier for storage and retrieval of information returned by either Librarians or Pemustaka. (2) the processing of Special Library material referred to in subsection (1) include the following: a. an inventory; b. cataloging; c. classification; d. input database; and e. shelving. (3) the Inventory referred to in paragraph (2) letter a, done so that managers know the number of special library collection, track record of the procurement of the collection, and that the orderly administration. 2014 www.djpp.kemenkumham.go.id, no. 221 10 (4) Cataloging as referred to in paragraph (2) letter b, is the process of making the catalogue to compile 8 (eight) bibliographic descriptions of the area so that a collection has a clear identity, in accordance with international bibliographic standards. Article 15 (1) Special Library Services as stipulated in article 12 letter c consists of: a. the service reading room; b. service circulation; c. referral service; and d. education service Pemustaka. (2) education services Pemustaka is intended to help the Pemustaka starting from the stage of the search information to the borrowing and repayment of a collection or Special Library material by Pemustaka. Article 16 Special Library Development as stipulated in article 12 letter d, done to improve the performance of special library, consisting of: a. the development of human resources; b. Article 17 the library material Treatment as referred to in article 11 of the letter e is planning systematically the programme could be developed to handle the library collections in order to remain in good condition and ready to use. Article 18 (1) Special Library technical guidance as mentioned in article 12 letter f is done in order to improve the skills of the Manager of the special Library, improve the service of Pemustaka, and help improve the functional post of librarian. (2) technical guidance special library is done at least once a year. Article 19 (1) cooperation among Library as stipulated in article 12 of the letter g is done between the special library with the libraries of the institutions/other institutions, both governmental and private, that may be contributing to the realization of the vision and mission of the Ministry. (2) cooperation between Library can be performed among others in the form of cross-layan library, the network library. Article 20 of the promotion of the library as mentioned in article 11 letter h is an attempt to inform or offer products or services of the library with the goal of attracting prospective pemustaka to come to the library or use the services of the library Article 21 devotion, pencerdasan, and community empowerment as stipulated in article 12 of the letter i is any form of information services activities concerning the field of marine and fisheries that are in special library to the local community. Special library service; b. cooperation; c. collection; d. (2) the results of the evaluation as referred to in subsection (1) is used as material for construction, monitoring, and evaluation of the entire special library and consideration towards the implementation of the activities of the special library next to the development and progress of special library. (3) the Monitoring and evaluation referred to in subsection (1) include the following: a. the planning and implementation of Activities; and b. the achievement of results. (4) the component and key indicators of special Library sebagaimanana accreditation referred to in subsection (1) as listed in the annex which is an integral part of part of the regulation of the Minister. CHAPTER VI CLOSING PROVISIONS Article 25 this Ministerial Regulation comes into force on the date of promulgation. In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
