TRANSFER OF THE REMAINDER OF THE DEVELOPMENT BUDGET OF 1982/1983
TO THE BUDGET YEAR 1983/1984

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh: a.   that in the implementation of the Budget Shopping Budget Year 1982/1983 at the end of March 1983 there were apparently projects that indicated the remaining budget credits that had been established under the Law No. 5 of the Year of 1982. State Budget and State Shopping Budget 1982/1983;
B.   that under the terms of the paragraph (1) Section 5 of the Law No. 5 of 1982 on the State Budget and Shopping Budget of the Year 1982/1983 as well as the provisions of paragraph (1) Section 3 of the Law Number 3 Year 1983 of Additional and Change of Budget and State Shopping Year 1982/1983 Budget, the rest of the budget credit may be transferred to the 1983/1984 Budget Year;

Remembering: 1.   Article 5 of the paragraph (2) of the Basic Law of 1945;
2. Indische Comptabiliteitswet (Staatsblad In 1925 Number 448) as has been several times modified and added, last with Law Number 9 of 1968 (State Sheet of 1968 Number 53, Extra State Sheet Number 2860);
3. Law No. 5 Year 1982 on Budget and State Shopping of the Year 1982/1983 Budget (State Sheet 1982 Number 13, Extra State Sheet Number 3216);
4. Act No. 3 of 1983 on Additional and Changes to the State Budget of Revenue and Shopping of the State of the Budget 1982/1983 (State Gazette 1983 Number 33, Additional Gazette Number 3255);
5. Government Regulation Number 20 of 1982 on the Beauty of the Rest of the Development Budget. Budget Year 1981/1982 to the Budget Year 1982/1983 (State Gazette 1982 Number 35, Additional State Sheet Number 3224);

DECIDED:

SET: GOVERNMENT REGULATION ON THE TRANSFER OF THE REMAINDER OF THE 1982/1983 BUDGET YEAR CONSTRUCTION BUDGET TO THE BUDGET YEAR 1983/1984.

Section 1
(1) The remainder of the project budget credits in the 1982/1983 Development Budget amounted to Rp 2,260.537.851.00 which existed at the end of the 1982/1983 Budget Year moved to the 1983/1984 Budget Year.
(2) The details of the remainder of the budget credit are contained in Appendix A (according to the Department/Institution), Appendix B (according to Sector/Sub Sector), and Appendix C (according to the Project) of this Government Regulation.
(3) The removal of the remainder of the budget credits as referred to in paragraph (1) of this section is in addition to the State Budget and Shopping Budget of the Budget Year 1983/1984.

Section 2
The remainder of the project's budget credits transferred to the Budget Year 1983/1984 as referred to in paragraph (1) of Article 1 of this Government Regulation, subtracted from the budget credits of each project as set forth in the Law No. 5 Year 1982.

Section 3
The rule of the Government came into effect on the promulcity of promulgations and had receded power from 1 April 1983 to the end of the year.

UMUM

The implementation of the fourth year of Pelita III, was the 1982/1983 Budget Year still as the previous years required adjustments due to the work plans that had been established in the DIP (Project Isian List) of each project not yet able to was completed entirely at the end of Budget Year 1982/1983.

In order to ensure continuity of development, in terms of paragraph (1) Article 4 of the Act of Number 5 of the Year 1982 is set, that the remaining budget credits of the projects in the 1982/1983 Budget Year Budget are at the end That budget year can be moved and added to the 1983/1984 Budget Year Development Budget or the fifth year of Pelita III, the arrangement is set with a Government Regulation.

In that case under the terms of the paragraph (3) of Article 4 of the Law No. 5 of the Year 1982 it is set also, that the remaining budget credits added to the Budget Year 1983/1984, must be deduted from the budget credit of each project In the 1981-1983 Budget Year Budget.


SECTION BY SECTION

Section 1
The funds provided in the DIP (the Project Isian List) are the maximum financing limit for the purpose of project financing. However, in its implementation, it is not forever that funds until the end of the year the budget is in use, and there are remaining funds that are still required for the completion of the project and the remainder of the funds that are not required anymore, due to the project objectives The remaining funds were not transferred to the 1983/1984 Budget Year.
