Back of the INDONESIAN PRESIDENTIAL DECREE NUMBER 46 in 1983 ABOUT the trees and the ARRANGEMENT of the SECURITY DEPARTMENT of DEFENSE ORGANIZATION PRESIDENT Republic of INDONESIA, Considering: that in order to implement the provisions of the Act No. 20 in 1982 about the staple provisions of Defense of the Republic of Indonesia and the Country's security so that the Department of Defense task order that Security be held in Sepik and succeeded to, viewed the need to set trees and Security Department of Defense Organization;
Remember: 1. Article 4 paragraph (1), article 10, and article 17 of the Constitution of 1945;

3. Presidential Decree Number 45/M in 1983 about the formation of the fourth development Cabinet;
DECIDED: by REVOKING the PRESIDENTIAL DECREE number 7 in 1974 ABOUT the fine points of the ORGANIZATION and PROCEDURES of the DEPARTMENT of DEFENSE security (ENHANCED).

Setting: the DECISION of the PRESIDENT of the REPUBLIC of INDONESIA on issues and ORGANIZATION DEPARTMENT of DEFENSE security..
CHAPTER I SUBJECT MATTER, assignments, POSITION and FUNCTION of article 1 Department of Defense Security later in this presidential decree called Department, serves as a part of the governance of the country led by a Minister with direct responsibility to the President.

Article 2 of the basic tasks of the Department is organizing some of the common tasks of development of governance and management of the defence of State security.

Article 3 in performing basic tasks sebagaimanadimaksud in article 2. The Department organises the following functions: a. formulate Government discretion concerning any one is concerned with the management of the defence of State security;
b. plan everything regularly and thoroughly in the framework of the formulation of the wisdom-wisdom in letter a above;
c. organizing the construction of the ability of the State security and defense efforts utilizing national resources that are available, for the benefit of the defence of State security;
d. coordinate the activities of the preparation and implementation of the strategic plan within the framework of the management of the defence of State security;
e. conducts oversight of the management of national resources for the benefit of the defence of State security;
f. deliver to the President the report and description as well as suggestions and considerations in the field of responsibility.
CHAPTER II ORGANIZATION article 4 the Department consists of: 1. The Minister;

2. The Secretariat-General;

3. the Inspectorate-General;

4. General Directorate of Planning and budgeting;

5. The Directorate-General of personnel, Manpower, and Veterans;

6. the Directorate of Materiel, facilities, and services;

7. The Agency;

8. The Centre.

CHAPTER III the POSITION and DUTIES OF MINISTERS article 5 (1) the Minister is the President's aides in the areas that the task of the obligations in addition to his position as Chairman of the Department.
(2) the Minister has a duty: a. the Department in accordance with the duty that has been outlined by the Government and his Department in order to foster the establishment of Sepik and managed to;
b. determine the wisdom of implementing governance that functionally be responsible in accordance with the common wisdom that is assigned by the President;
c. foster and carry out cooperation with departments, agencies, other organizations to solve the problems that arise, especially pertaining to the field of responsibilities;
d. convey consideration and advice to the President in the political sphere and the defense strategy of State security;
e. convey consideration and suggestion to the President against the utilization of national resources for the benefit of the defence of State security.
CHAPTER IV of the SECRETARIAT GENERAL of article 6 (1) the Secretariat-General of the Department is the element of the Department's lead in Helpers who are directly under the Minister. (2) the Secretariat-General of the dipimpinan by the Secretary-General.
(3) the basic tasks of the Secretariat-General is organizing the construction of the Administration, organization, and ketatalaksanaan in the Department of the environment, providing technical and administrative services to the Minister, as well as carry out coordination and supervision of the staff to the Inspectorate-General, Directorate-General, and other organizational units in the Department of environment in the framework of the implementation of the basic tasks of the Department.
Article 7 General Secretariat organises functions: a. coordination in terms of regulating and fostering cooperation to integrate, and synchronize the entire administration of the Department, including technical services and administrative activities for the entire organizational units within the Department;
b. the construction of administration in terms of fostering administrative affairs, manage and build staffing, managing finances, and equipment/supplies throughout the Department;
c. the construction organization and governance in the sense of build, maintain, and develop the entire institutional and ketatalaksanaan Department;
d. construction law in the sense of coordinating the formulation of legislation and legal assistance to the implementation of the basic tasks of the Department; e. public relations in the sense of fostering relations with the institution and the community;

f. collection and processing of data in the framework of the construction of the State security and defense capability of the computer-assisted;

g. Security and order in the sense of fostering and maintaining security and order in the Environment Department;
h. construction of international relations involving assistance expenditures as well as acceptance/international cooperation within the framework of the implementation of the basic tasks of the Department;
i. convene working relationships with departments, Agencies and other organizations in the framework of the implementation of the basic tasks of the Department; j. others over the instructions of the Minister.

Article 8 General Secretariat consists of: a. a common Bureau;

b. Bureau of the Safeguards;

c. Bureau of the Organization;

d. the law firm;

e. Bureau of public relations;

f. Bureau of collection and processing of Data;

g. the Foreign Relations Bureau.

CHAPTER V of the INSPECTORATE GENERAL of article 9 (1) the Inspectorate-General of the Department is the element of supervision in the Department who are directly under the Minister, who is in charge of conducting surveillance in the Environment Department towards implementation of all elements of the Department, so that so that it can run according to plan and the regulations, both tasks that are routine or task development.
(2) the General Inspectorate is headed by the Inspector General, who in the exercise of its duties to the responsible Minister.
(3) the Inspectorate General of the organizing function of: a. the examination of every element in the Department's environmental agencies/perceived need to covering the areas of General Administration, financial administration, physical results from the implementation of development projects and laing;
b. testing and assessing the results of periodic reports or at any time of any item/Environment Agency in the Department over the instructions of the Minister;
c. an investigation regarding the truth of the report or the procurement of obstacles, irregularities or abuses in the field of administration or finance, conducted by elements of the Department of environment agencies/. (4) the Inspectorate General in performing the duties of his obligations is assisted by: a. the Inspectorate General Secretariat;

b. Inspector Program implementation;

c. Inspector Staffing;

d. Financial Inspectors and equipment;

e. Special Affairs Inspector.
CHAPTER VI the DIRECTORATE-GENERAL of PUBLIC LIGHTING and BUDGETING of article 10 (1) of the Directorate General of General Planning and budgeting is implementing elements of the most basic tasks and functions of the departments that address the issue of assessment and the formulation of political and State security and defense strategy is the preparation of a plan of defence State security and deal with the formulation and implementation of budget management discretion and cost as well as the financial administration to plan the construction of the facilities and the location of the resource within the framework of the construction of the ability of the defence of State security.
(2) the General Directorate of Planning and budgeting dipimpinan by a Director General who in carrying out the duties and obligations of responsible to the Minister.
(3) the Directorate General of General Planning and budgeting organizes functions: a. formulate politics and strategies in the management of the defence of State security as well as the preparation of a plan of defence State security;
b. prepare a plan and program, processing, reviewing, and coordinating the formulation of discretion in accordance with the basic tasks of the Department;
c. formulating technical wisdom and planning in the construction budget and finance defence State security;
d. hold an estimate and analysis of the budget in order to support the efforts of the defence of State security;
e. organizing financial administration which include bookkeeping, calculation, liability and financial statements;
f. controlling and supervising the implementation of State security defense budgeting.
(4) the Directorate-General of planning and budgeting in the discharge of Public duty obligations, assisted by: a. Secretariat Directorate-General;

b. the planning Directorate General;

c. the Directorate of budget and Financing;

d. Control Directorate;

e. Financial Administration Directorate.
CHAPTER VII-GENERAL DIRECTORATE of personnel, MANPOWER and VETERAN article 11

(1) the Directorate-General of personnel, Manpower and Veteran is implementing elements of the most basic tasks and functions of the Department which handles the efficient use of resources in the field of personnel and manpower discretion determined by the Minister.
(2) the Directorate-General of personnel, Manpower and Veterans led by a Director General who in the exercise of its duties to the responsible Minister.
(3) the Directorate-General of personnel, Manpower, and Veteran hosts: a. formulate technical wisdom, providing guidance and setting up a mentoring programme in the field of utilization of personnel resources and manpower in order to the construction of the ability of the defence of State security;
b. formulate and prepare the formation and implementation of the coaching wisdom of the components of the defence of State security and the control of their implementation;
c. formulating and preparing the mobilization and demobilization exercise of the discretion of personnel and Manpower as well as the establishment and construction of the people trained;
d. formulate and prepare the wisdom of implementing administrative personnel and Manpower as well as the Veterans Administration;
e. provide guidance and licensing in the field of personnel and manpower in order to the construction of the ability of the defence of State security.
(4) the Directorate of Manpower, personnel, and Veterans in the exercise of its duties on AIDS by: a. Secretariat Directorate-General;

b. Directorate of mobilization, Demobilization and the people Trained;

c. the Directorate of Construction and administration of personnel;

d. the Directorate of Construction and administration of veterans.
CHAPTER VIII GENERAL DIRECTORATE of MATERIEL, facilities, and SERVICES article 12 (1) Directorate of Materiel, Facilities and services is implementing elements of the most basic tasks and functions of the Department which handles the efficient use of resources in the field of materiel, facilities and services on the basis of discretion set by the Minister.
(2) the Directorate of Materiel, facilities, and services is headed by a Director General who in carrying out the duties and obligations of responsible to the Minister.
(3) the Directorate of Materiel, facilities, and services hosted a function: a. formulate technical discretion, prepare programs and hosts the coordination and supervision of the implementation of the construction material, facilities and services within the framework of the construction of the ability of the defence of State security;
b. conducts coaching and organizing public and material supply equipment of the armed forces of the Republic of Indonesia's primary in order the construction of the ability of the defence of State security;
c. formulating technical wisdom in the areas of coaching and organizing the activities of the public works and construction, maintenance of buildings, land and services procurement in order to support the construction of the ability of the defence of State security;
d. formulate technical wisdom and organized in the field of health services of the armed forces of the Republic of Indonesia, the armed forces of the Republic of Indonesia, health expertise education, administration and the construction of rehabilisasi defects of the armed forces of the Republic of Indonesia as well as practice skills;
e. formulating and preparing the mobilization and demobilization exercise of discretion in the area of materiel, facilities and services available;
f. coordinate the formulation of national logistics utilization of wisdom in supporting the efforts of the Organization of the defence of State security;
g. provide guidance and permitting in the problems related to the construction of the materiel, facilities and services within the framework of the construction of the ability of the defence of State security.
(4) the Directorate of Materiel, facilities, and services in the discharge of duty obligations, assisted by: a. Secretariat Directorate-General;

b. Directorate of Materiel;

c. the Directorate of Facilities and services;

d. Directorate Rehabilisasi health and Disability;

e. Procurement Directorate.
CHAPTER IX of the AGENCY'S ASSESSMENT and the DEVELOPMENT of INDUSTRY and TECHNOLOGY Article 13 (1) the Agency for the assessment and development of Industry and technology is implementing elements of the most basic tasks and functions of the Department dealing with the study and development of technology, industry, and natural resources in order to support the conduct of the management of the defence of State security.
(2) the Agency for the assessment and development of Industry and technology led by the head of the Agency in carrying out its tasks to the responsible Minister.
(3) the Agency for the assessment and development of Industry and technology hosted a function: a. formulate the wisdom and organises coordination and supervision of the implementation of the construction development of the technology, the defense industry security and utilization of national resources and infrastructure in order to the construction of the ability of the defence of State security;
b. formulate technical wisdom in the field of technology development and conducts research and development of the Republic of Indonesia's armed forces materiel, as well as participate in the development of national industry in order to support the efforts of the defence of State security;
c. organizing the Administration and inventory of natural resources and the resources of the national infrastructure as well as artificial in the interest of the defence of State security;
d. formulating and preparing the mobilization and demobilization of the kebijasanaan implementation in the areas of technology and industry capabilities defense construction in order to State security.
(4) the Agency for the assessment and development of Industry and technology in carrying out its duties, assisted by: a. the Secretariat of the Agency;

b. Center for study and development of Science Technology;

c. Center for study and development of Resources and infrastructure;

d. Center for study and development of the industry.
CHAPTER X CENTRAL SURVEYS and MAPPING of article 14 (1) Center for Survey and mapping are implementing elements of the most basic tasks and functions of the Department in the field of administration and construction survey and mapping national territory for the purposes of the defence of State security.
(2) the Centre of the Survey and mapping are led by the head of the Center, which in the exercise of its duties to the responsible Minister. (3) Survey and mapping Center organizes functions: a. formulate the wisdom and organizes surveys and mapping to the defense of the interests of State security.
b. cooperation with departments, agencies, and other organizations to carry out surveys and mapping for the benefit of development outside the interests of the defence of State security.
CHAPTER XI CENTRAL EDUCATION and EXERCISE of article 15 (1) Center for education and training is implementing elements of the most basic tasks and functions of the Department which organizes the Administration and construction of education and training for the benefit of the defence of State security.
(2) Education and Training Centre is headed by a Head in the exercise of its duties to the responsible Minister.
(3) Educational and Training Centre organized a function prepares the formulation of wisdom in the field of education and training, both at domestic and abroad.
CHAPTER XII the EXPERT STAFF of article 16 (1) When deemed necessary, the Minister may be assisted by expert staff that consists of 6 (six) as many people.
(2) the expert staff are civil servants in charge of processing and reviewing problems in the expertise of top Ministerial instructions. (3) the expert staff are appointed and dismissed by the Minister.

(4) the expert staff are administratively within the Secretariat-General.

CHAPTER XIII PROCEDURES WORK DEPARTMENT article 17 all the elements of the Department in carrying out its task of each mandatory to apply the principle of coordination, integration, and singkronisasi, both within the Department itself, as well as in the relationships between Departments/Agencies for unity motion matching according to the task anyway.
