Back of the INDONESIAN PRESIDENTIAL DECREE No. 1 of 1984 ABOUT NATIONAL RESEARCH COUNCIL the PRESIDENT of the Republic of INDONESIA, Considering: a. that national execution of development within the framework of an increasing effort required for the construction and development of science and techno logy in a more focused and integrated, so that the result can be used sebesarbesarnya for the sake of national development;
b. that are viewed with respect to the need to establish a Council which is in charge of formulating major national program in the field of research and technology.

Decide: define: the DECISION of the PRESIDENT of the REPUBLIC of INDONESIA on the NATIONAL RESEARCH COUNCIL.
CHAPTER I the POSITION, duties, and FUNCTIONS of the National Research Council article 1, hereinafter in this DRN abbreviated presidential decree, is an container for non structural coordination prepare the formulation of a national programme of major in the field of research and technology, which is at the bottom and is responsible directly to the Minister of research and technology.

Article 2 DRN has basic tasks helping the State Minister of research and technology in: a. preparing the main national programme formulation in the field of research and technology;
b. perform observations and held continuous evaluation towards the planning and implementation of such programmes;
c. providing direction and control of the activities of the research and technology;
Article 3 in carrying out the tasks referred to in article 2 of the DRN organizes functions: a. preparing the concept of the establishment of the problems of implementation of the development strategy of science and technology;
b. preparing concepts and study programs of research and study in the field of research and technology and science;
c. provide material about various issues concerned with the development strategy in the field of science, research and technology of the diperlu's State Minister of research and technology to decision-making/kebijakasanaan;
d. assess and conduct observations on the implementation of major national program in the field of research and technology;
e. fostering working relationships with departments, Department of Non Government agencies and other organizations both within and outside the country.

c. organizing and fostering cooperation with government agencies and other organizations within and outside the country in the framework of implementation of the basic tasks of Government discretion in accordance with the DRN and laws and regulations in force.

b. organizes and fostering cooperation with the staff of the State Minister of research and technology and agency/Institution which is engaged in the field of research, science and technology in both the Department of environment, Department of Non Government agencies as well as in the College environment and the private sector;
c. other activities upon instructions of Chairman.
The fourth part of article 9 Secretary Secretary lead the Secretariat and administrative services for staff to give you a smooth implementation of the basic tasks and functions of the DRN.

Article 10 to carry out tasks referred to in article 9 the Secretary functions: a. coordinate the preparation of the plan and work programme, as well as the preparation of DRN periodic reports;
b. organizing administrative service to support the smooth execution of the duties of Chairman, Vice Chairman and working groups;
c. other activities upon instructions of Chairman of DRN.
Article 11 in carrying out its duties the Secretary using the staff and completeness work Assistant Secretary of research and technology Field Coordination and evaluation of the wisdom of the Framers and the main Program of the national research and technology.

Part five article 12 working groups working group has the task of: a. collect, process and prepare for the formulation of a national programme of Major fields of research and technology within the scope of the problems that have been defined for each group;

Article 13 the working group consists of: a. the Framers working group and the evaluation of the main Program of the national research and technology areas of basic human needs (Group I);
b. Working Group of Framers and evaluation Program of the national research and technology the main fields of natural resources and energy (Group II);
c. Working Group of Framers and evaluation of the main Program of the national research and technology field of Industrialization (Group III);
d. Working Group of Framers and evaluation Program of the national research and technology Main areas of Defence Security (Group IV);
e. Working Group of Framers and evaluation Program of the national research and technology the main fields of social, cultural, economic, cultural and Philosophical (Group V).
Article 14 each working group is headed by a Chairman of the group that is under and is responsible to the Chairman through Vice Chairman as the Coordinator of the working group activities everyday.

Article 15 (1) in carrying out its work, the Chairman of the Group assisted by the Vice Chairman of the Group, Secretary of the group, and members of the group.

(2) If deemed necessary, in the workgroup can be formed Sub sub working group formation is regulated more by State Minister of research and technology speaker DRN.

CHAPTER III GOVERNANCE WORK article 16 (1) DRN hold periodic coordination meetings or at any time according to your needs, at least 4 (four) times in 1 (one) year to: a. discuss the preparation of the main national programme formulation of field research and technology;
b. discuss the evaluation results and observations of the main national program implementation in the field of research and technology;

d. drafting suggestions and considerations concerning the aforementioned as well as other matters related to smooth their implementation;
e. discuss the annual work programme of each of the Chairman of the working group that drafted the instructions and referring an Chairman to put forward to the Minister of research and Techno logy to revoke.
(2) the Chairman and members of the DRN in the coordination meeting can convey materials, advice, and the proposal concerning the preparation of the main national programme formulation in the field of research and technology;
(3) the work of the Council and the Tata code of conduct working group meetings organised by the Minister for further research and technology speaker DRN.
