NATIONAL RESEARCH COUNCIL

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh: a.   That in order to exercise a growing national development, the efforts of coaching and the development of science and technology are more directionally and integrated, so that the results can be used as big as possible. the importance of such national development;
B.   that in relation to it is necessary to form a Council tasked with formulating a national primary program in the field of research and technology.

Remembering: 1. Section 4 of the paragraph (1) of the Basic Law of 1945;
2. Presidential Decree Number 45 /M of 1983 on the Establishment of the IV Development Cabinet;

DECIDED:

Establish: THE DECISION OF THE PRESIDENT OF THE REPUBLIC OF INDONESIA ON THE NATIONAL RESEARCH COUNCIL.

BAB I
POSITION, PRINCIPAL TASK, AND FUNCTION
Section 1
The National Research Council (DRN) is a non-structural coordination container that prepares the formulation of the national primary program in the field of research and technology, which is below and is responsible for the work. directly to the Minister of State Research and Technology.

Section 2
DRN has a principal task of assisting the Minister of State for Research and Technology in:
a.   preparing for the formulation of the national primary program in the field of research and technology;
B.   conducting observations and conducting continuous evaluation of the planning and execution of such programs;
c. provide guidance and control of research and technology activities;

Section 3
In carrying out the task as referred to in Article 2 DRN organizes the function:
a.   prepare a concept concerning the problems of execution of the development strategy of science and theconology;
B.   preparing the concept and relopation of research and study programs in the fields of research and technology and science;
c. provide materials on the various issues concerned with development strategies in the fields of science, research and technology provided by the Minister of State Research and technology for decision making/policy;
D.   assess and conduct observations on the implementation of national primary programs in the field of research and technology;
e.   fostering working relationships with the Department, the Non-Department Government and other Organizations both within and outside the country.

BAB II
ORGANIZATION
The First Part
Organizational Structure
Section 4
(1) The DRN Organization Act consists of:
a.   Speaker: Minister of State Research and Technology;
B.   Deputy Speaker: Dihandshake among the Chairman/Head of the Non-Department Government Institution who is in the coordination of the Minister of State Research and technology or Head of the Department of Research and the Department of the Department, whose implementation is set to be more further by the Minister of State Research and Technology as the Chairman of the DRN;
C.   Secretary: Assistant Minister of State Research and Technology Coordination of Perumus Coordination and Evaluation of the Wisdom and National Principal Program of Research and Technology;
D.   Members: Vice Vice-Department, Non-Department Government, College, and other Scientists who are viewed as necessary and in accordance with the need;
(2) The DRN members are divided in the Working Groups.

The Second Part
Chairman
Section 5
The chairman has a DRN lead task in accordance with the principal task as which is referred to in Section 1 of the very purpose and purpose of success.

Section 6
To carry out the task as referred to in Section 5, the Chair has a function:
a.   set the DRN work plan in order to assemble the national primary program in the field of research and technology;
B.   establish the formulation of the formulation of the national primary program formulation in the field of research and technology;
c. Host and build cooperation with Government agencies and other organizations within and abroad in order to perform the DRN staple duties in accordance with the discretion of the Government and applicable laws.

The Third Part
Vice Chairman
Section 7
The Vice Chairman has the task of assisting the Chairman in coordinating the activities of the DRN Working Groups.

Section 8
To carry out the task as referred to in Article 7 The Vice Chairman has a function:
a.   host a coordination meeting with or between the DRN Working Groups in order to perform their tasks each;
B.   host and foster cooperation with the Staff of the Minister of State Research and Technology and the Agency/Institution in the field of research, science and technology both within the Department environment, the Institute of Government Non-Department and the Private and Private Community
c. perform other activities on the Chairman's instructions.

The Fourth Part
Secretary
Section 9
The secretariat leads the Secretariat and is tasked with providing administrative services for the execution of the implementation of the principal tasks and DRN functions.

Section 10
To perform the task as referred to in Article 9 the Secretary has a function:
a.   coordinate the preparation of the DRN plan and work programs, as well as the preparation of periodic reports;
B.   Conduct an administrative service to support the performance of the Chairman's duties, the Vice Chairman and the working groups;
c. carry out other activities on the lead of the DRN Chairman.

Section 11
In carrying out the duties of the Secretary using the staff and the work of the Assistant Secretary of State Research and Technology Coordination of Perumus Coordination and Evaluation of Wisdom and National Main Program of Research and Technology.

The Fifth Part
Working Group
Section 12
The Working Group has a task:
a.   collecting materials, processing and preparing the formulation of the National Main Program for Research and Technology in the scope of the issues that have been assigned to each group;
B.   Conducting continuous observations and studies against the execution of such programs.
