GOVERNMENT REGULATION of the REPUBLIC of INDONESIA) NUMBER 64 of 1991 on the ESTABLISHMENT of the ADMINISTRATIVE TOWN of LANGSA, PRESIDENT of the REPUBLIC of INDONESIA,.,, Considering: a. that relates to the development and progress of Aceh province, the region in General and the District of East Aceh Regencies in the subdistrict of Langsa, viewed the need to regulate the conduct of the Government of the region in particular so as to ensure the correct fulfillment of the demands of development and advancement referred to in accordance with the aspirations of the community in the districts of Langsa;
.,, b. that Kecamatan development and advancement of Langsa has shown characteristics of urban life, so that the region needs to be upgraded to the administrative City;
.,, c. that based on the provisions referred to in Article 72 paragraph (4) and article 75 of the Act No. 5 of 1974 about the fine points of governance in the region, hence the creation of the administrative town of Langsa, needs to be established by regulation of the Government;
.,, Considering: 1. Article 5 paragraph (2) of the Constitution of 1945;
., ,2. Act No. 24 of 1956 on the establishment of Aceh Province;
., ,3. Act No. 7 of the formation of 1956 Drt Autonomous counties in the Province of Aceh Special Region (State Gazette number 30 of 1956);
., ,4. Act No. 5 of 1974 about the fine points of governance in the area of (State Gazette Number 38 in 1974, an additional State Gazette Number 3037);
DECIDED:.,, set: GOVERNMENT REGULATION of the REPUBLIC of INDONESIA CONCERNING the ESTABLISHMENT of the ADMINISTRATIVE TOWN of LANGSA.
CHAPTER I GENERAL PROVISIONS article 1 In this Government Regulation is:.,, 1. Area is the autonomous region as referred to in section I letter e Act No. 5 of 1974 about the fine points of governance in the region.
., ,2. The administrative area is the territory referred to in article 1 subparagraph g of Act No. 5 of 1974 about the fine points of governance in the region.
., ,3. Kecamatan Langsa is a region referred to in Act No. 7 Drt. 1956 jo. The decision of the Governor of North Sumatra Area number 5/650/OE/49 on January 27, 1949.
CHAPTER II ESTABLISHMENT of article 2 Establish administrative town of Langsa District in the Regencies of East Aceh, Aceh Province.

Article 3 the purpose of the establishment of the administrative town of Langsa is conducting activities to enhance governance in berhasilguna and berdayaguna as a means for the construction of the region, as well as a strong driving force for businesses increased the rate of development.

CHAPTER III the POSITION and the FUNCTION of Section 4.,, (1) the Government is the administrative town of Langsa located under and responsible to the Government District of East Aceh Regencies.
.,, (2) in order to accelerate the development of the region and the city of Langsa, Adininistratif if deemed necessary Governor of Aceh can organise coaching directly against the administrative town of Langsa.
Article 5 the Government administrative town of Langsa organizes functions as follows:.,, a. enhance and customize the Organization of the Government with the development of political life, economic, social and urban culture.
.,, b. foster and direct the construction in accordance with the development of social, economic and physical urban;
.,, c. supports and stimulates the development of reciprocity in the territory of the province of Aceh in General and the District of East Aceh Regencies in particular.
CHAPTER IV article 6 AREA SETUP.,, (1) the administrative area of the city of Langsa, derived from parts Sub-regency Langsa covering 51 (fifty-one) Wards/villages, namely:.,, 1. The village of Kemuning Cottage;

2. Village Seulalah;

3. Village Cottage Plant;

4. Village Sidodadi;

5. The village of Sidorejo;

6. New Village;

7. The village of Baroh;

8. Village Meurandeh;

9. Lueng Village;

10. The village of Long Grooves;

11. Village of Sukorejo;

12. Village of Love King;

13. Mature Cangai Village;

14. Desa Bukit Meutuah Phon;

15. The village of Merbau Groove;

16. Village Seunebuk Hutara;

17. The village of Bukit Rata;

18. Village Seutui Metang;

19. Mature Long Village;

.,, (3) the Central Government administrative town of Langsa as referred to in article 2 is located in the town of Langsa.
.,, (4) the Central Government Sub-district of Langsa, East mentioned in paragraph (2) letter a is based in the village of Seunebuk Hutara.
.,, (5) Central Government Sub-district of West Langsa as mentioned in paragraph (2) letter b is located in the village of Seurigit.
Chapter 7.,, (1) Districts of Langsa after reduced by Neighborhood/Village as referred to in article 6 paragraph (1) reconstituted into new districts by the name of Birem Bayeun Subdistrict.
.,, (2) Birem Bayeun Districts referred to in subsection (1) consists of:.,, 1. Rook Village;

2. Village Afdaling II Hill;

3. The village of Groove Duren;

4. The three Villages;

5. The village of Groove Reed;

6. Village of the Groove Cymbals;

7. The village of Jambur Pumpkin;

8. Village Peutow;

9. Village of upper Kamuning;

10. Village of the flow of tea;

11. Village of Keude Bayeuk;

12. Village of Birem Rayeuk;

13. The village of Plantation Plot;

14. The village of Paya Bili II;

15. The village of Paya Bili I;

16. Village Aramiah;

17. The village of Paya Peulawi;

18. The village of Paya Tampah;

19. The village of Paya Rambong;

.,, (3) administrative center of Birem Bayeun Subdistrict referred to in subsection (1) is based in the village of Peutow.
Chapter V article 8 ORGANIZATIONAL STRUCTURE organization of government administrative town of Langsa is determined more by the Minister of the Interior with attention to needs and conditions, and the situation of the city in question after the first get written approval from the Minister responsible in the field of utilization of State apparatus.

CHAPTER VI FINANCE article 9 Financing required in the framework of the establishment and construction of the administrative town of Langsa Birem Bayeun Subdistrict and as stipulated in government regulations is charged to the budget of income and Expenditure of the State Budget revenues and Spending, Aceh, and budget revenues and Shopping District of East Aceh Regencies, and its implementation was done gradually in accordance with the financial capabilities of the State.

CHAPTER VII TRANSITIONAL PROVISIONS article 10.,, (1) the order of organization of Government of Kecamatan Langsa that had existed at the time he set up a government regulation is stated remains valid until the promulgation of the decision of the Minister of the Interior who set the pattern of government organizations the administrative town of Langsa.
.,, (2) any local regulations and the decisions of Heads of regencies AcehTimur that apply to Government of Kecamatan Langsa before the establishment of this Government regulations continue to apply for government administrative town of Langsa.
.,, (3) the problems regarding the areas of staffing, financial, materiel and others arising as a result of the change of status and territorial boundaries as stipulated in government regulations was completed by Regent Chief of East Aceh Regencies on behalf of the Governor of Aceh.
CHAPTER VIII PROVISIONS COVER article 11

.,, (1) with the entry into force of this Regulation, district of Langsa as set forth in Act No. 7 Drt 1956jo Year. North Sumatra Governor's decision No. 5/650/OE/49 on 27 January 1949, scrapped.
.,, (2) the provisions of the implementation of this Regulation, the regulated further by the Minister of the Interior on the basis of the applicable legislation.
Article 12 this Regulation comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Regulation with its placement in the State Gazette of the Republic of Indonesia.
