Back of the INDONESIAN PRESIDENTIAL DECREE NUMBER 24 in 1999 ABOUT the ENDORSEMENT CHANGES the ARTICLES of the COOPERATIVE COUNCIL of INDONESIA, PRESIDENT of the REPUBLIC of INDONESIA, Considering: a. that in order to increase the role of the Board of the cooperative the cooperative to develop Indonesia as soko guru national economy, required Statutes that reflect the aspirations, vision and mission of the entire cooperative movement, so that Indonesia can effectively serve as the cornerstone of the work of the Board of the cooperative Indonesia (DEKOPIN);

DECIDED:.,, define: PRESIDENTIAL DECREE ABOUT the ENDORSEMENT CHANGES the ARTICLES of the COOPERATIVE COUNCIL of INDONESIA.
Article 1 Confirms the change of the articles of the cooperative Council of Indonesia (DEKOPIN) as attached in a presidential decree, as the consummation against Statutes that had been enacted on the basis of Presidential Decree Number 21 in 1997 about the passage of the articles of the cooperative Council of Indonesia.

Article 2 With the establishment of the Council's endorsement of the budget change Basic Cooperative Indonesia (DEKOPIN), the Presidential Decree Number 21 in 1997 about the passage of the articles of the cooperative Council of Indonesia, was not applicable.

Article 3 this presidential decree took effect on the date set.

., Based on the mandate of Article 33 of the Constitution of 1945, then the cooperative movement in Indonesia that began began since the beginning of the 20th century has gained a strong legal basis to develop themselves as well as the impetus for the spirit of the cooperative movement to unite to form the organization name of the Central Cooperative Organization with the people of Indonesia (SOKRI) through Congress I cooperatives in Tasikmalaya on 12 July 1947 is now becoming Cooperative Council of Indonesia (DEKOPIN).
.,, The struggle for nearly a century with face many temptations in the form of barriers, the demands and challenges from within and from outside has put fighting spirit cooperative movement and strengthen the awareness of the need to stick together that allows cooperative movement can still survive and thrive to this day without losing his true identity.
.,, Cooperative movement realizes that the demands and the challenges faced will be greater and intricate hand with change of times which can only be addressed when the cooperative movement stick together and make himself into a powerful, efficient, and productive as well as really rooted in the community. Only that way the cooperative movement in the container will achieve his goal of DEKOPIN developed the ability of cooperatives to national economy as strong and independent as well as being the main Sustainer of the people's economy in order to realize the national economic governance based on Article 33 of the Constitution of 1945.
.,, To carry out the task needs to be arranged a cooperative Council Budget Indonesia as follows: chapter I name, PLACE of WORK and the article 1.,, (1) the institution of cooperative movement was called the cooperative Council of Indonesia which is abbreviated DEKOPIN. (2) the DEKOPIN housed and based in the capital of the Republic of Indonesia.

(3) the Working Area covers the entire area of the country DEKOPIN Republic of Indonesia.

CHAPTER II BASIC and OBJECTIVE article 2, (1) DEKOPIN uphold Pancasila as the ground state as well as cultural values, awareness berpribadi, solidarity, family, and kegotongroyongan.
.,, (2) DEKOPIN basing its function on article 33 of the Constitution of 1945, and based on the co-operative identity as embraced by cooperatives around the world and the law on Perkoperasian.
.,, (3) aim at fostering and developing DEKOPIN ability cooperative in his position as the national economy in order to realize the national economic governance based on Article 33 of the Constitution of 1945 still uphold the cooperative identity.
CHAPTER III the POSITION, function and ACTIVITIES Chapter 3.,, (1) is the sole organization DEKOPIN cooperative movement Indonesia, which are autonomous and idiil. (2) serve as DEKOPIN:.,, a. container struggle the ideals, values and principles of cooperatives;

b. representatives of the cooperative movement both inside and outside the country;

c. the Government's partners in order to realize the development of cooperatives in Indonesia.
Article 4 (1) undertake activities: DEKOPIN,, a. improving the quality of human resources of cooperatives;.,, b. increase cooperation between cooperatives and cooperative with business entity among others, both national and international levels;
.,, c. improve advocacy to Governments, agencies of the State and society to high allows the cooperative to gain access and greater opportunities in the national economy; d. enhancing the role of women and youth in perkoperasian.
.,, (2) the elaboration of the activities in paragraph (1) are governed further in the Bylaws.
.,, (3) in order to organise such activities, members gather together DEKOPIN cooperative funds.
CHAPTER IV MEMBERSHIP article 5 (1) consists of: DEKOPIN Members, regular members, a.;

b. extraordinary members.
.,, (2) regular member DEKOPIN is all over Indonesia incorporated Cooperative law.
.,, (3) a member of the incredible bodies and institutions is DEKOPIN not doing cooperative activities related to the development of perkoperasian and submit a request to become a member of DEKOPIN.

Article 6 (1) every regular member DEKOPIN has an obligation:.,,.,, a. participate actively realize the mandate of the Constitution 1945 specially Section 33 and its explanation; b. participate actively in pursuit of the achievement of business objectives;., DEKOPIN, c. absorb, understand and transmit the aspirations of cooperation in a way that fits with the soul, the spirit and purpose of the cooperative movement of Indonesia;
.,, d. obey the provisions of the articles of Association, Bylaws, the decisions of the meeting of members and the rules that apply in the DEKOPIN environment; e. pay dues. (2) each Member of the wonderful DEKOPIN has an obligation:.,, a. participate actively in pursuit of the achievement of business objectives;., DEKOPIN, b. obey the provisions of the articles of Association, Bylaws, the decisions of the meeting of members and the rules that apply in the DEKOPIN environment; c. pay dues.
Article 7 (1) Each ordinary member has the right: DEKOPIN,, a. to choose and be chosen;

b. ask prospective members and Trustees DEKOPIN;., c. hold accountable the leadership and Supervisory duties over pelaksaan DEKOPIN liability and tanggjawabnya; d. speaking in meetings held DEKOPIN;., e., proposal and convey the opinions and suggestions to the Chairman DEKOPIN, both inside and outside the meeting;

Chapter V ORGANIZATIONAL DEVICE and ARRANGEMENT of article 8 (1) DEKOPIN has Organization as follows:.,,.,, a. at the national level called DEKOPIN domiciled in the Capital of the Republic of Indonesia;
.,, b. provincially/special region called DEKOPIN region (DEKOPINWIL), based in the provincial capital/special region;
.,, c. at the level of District/Municipality called DEKOPIN area (DEKOPINDA), based in the capital district/municipality.
.,, (2) the matters relating to the Organization of the regional Territory and DEKOPIN DEKOPIN regulated further in the Household Budget, with attention to the development of the autonomous region.
Article 9 (1) the organization consists of: DEKOPIN,, a. DEKOPIN member meeting;

b. Leadership DEKOPIN;

c. DEKOPIN Supervisor.
.,, (2) the Advisory and Tribunal possess DEKOPIN experts who position and function is regulated further in the Bylaws.
.,, (3) DEKOPIN can form specialized agencies/institutions in accordance with the needs of the development activities of the DEKOPIN, regulated further in the Bylaws.
CHAPTER VI MEMBER MEETING


Article 10 (1) Member meeting DEKOPIN is the holder of the supreme power of the DKEOPIN.
.,, (2) the Member meeting held at least 5 (five) years or at any time if required on the proposal of at least 1/5 (one-fifth) of the number of DEKOPINWIL and 1/5 (one-fifth) of the number of Parent Cooperatives/Cooperative Secondary Levels nationwide. (3) the meeting participants Members consisting of:.,, a. Caretaker Parent Cooperatives/Cooperative Secondary national level;

b. Executive Board DEKOPINWIL;

c. DEKOPIN Sysop;

d. DEKOPIN Sysop;

e. special body/Institution other DEKOPIN.
.,, (4) the provisions on the Organization of the meeting of Members set forth in the Bylaws.
Article 11 meeting of Members has the authority:.,, a. ratified the Statutes and bylaws DEKOPIN and changes were; b. set the General wisdom development perkoperasian;

c. Select and dismiss the Chairman and Trustees DEKOPIN;

d. establish work plan 5 (five) years DEKOPIN;

e. Endorses the report and pertanggungjawab Leader and supervisor DEKOPIN;., f., drafting opinions, considerations and suggestions in order to the development of cooperatives in Indonesia to be submitted to the related agencies; g. proposed dissolution DEKOPIN to the Government.

Article 12.,, (1) Member meeting legitimate DEKOPIN if attended by more than 1/2 (half) of the total number of members.
.,, (2) If a quorum is not reached, then the meeting is postponed for a period of not longer than 24 (twenty-four) hours and upon the consent of all members are present, may be extended once for the same time period.
.,, (3) If a quorum is still not well achieved, then the meeting is valid and binding for all members of its decision.
Article 13 (1) each Member has voting rights DEKOPIN.
.,, (2) the voting rights of a member who is not a Parent Cooperative DEKOPIN/Secondary Cooperative national level transmitted through DEKOPINWIL proportionally, while Parent Cooperatives/Cooperative Secondary national level each have one vote.

Article 14 (1) meeting of Member binds all members.

CHAPTER VII NATIONAL CONGRESS COOPERATIVE Article 15.,, (1) a Cooperative National Congress inside the articles of this abbreviated with MUNASKOP is a forum to discuss national issues in mind and things related to the development of perkoperasian in Indonesia.
., MUNASKOP, (2) organized by the leadership of the time and its commissioning DEKOPIN regulated further in the Bylaws.
., MUNASKOP, (3) aims to obtain feedback in order to problem solving-a major problem faced in development of perkoperasian nationally.
.,, (4) Participants are members of the MUNASKOP DEKOPIN and other participants invited the leadership of DEKOPIN, comprised, among others, a government official who was responsible for the development of cooperatives, experts perkoperasian, College, community leaders and other elements.
.,, (5) the results of the MUNASKOP presented to the leadership of DEKOPIN for use as inputs in determining DEKOPIN wisdom and program.
CHAPTER VIII, article 16 CHAIRMAN, (1) Director DEKOPIN elected from and by the members in the meeting of the Members for a period of 5 (five) years. (2) Leadership DEKOPIN done collectively comprising:.,,.,, a. Leadership Plenary, totalling as many 33 (thirty-three) people;
., the daily Leader, b., as many 11 (eleven) persons, who came from the leadership of the Plenary. (3) Chairman DEKOPIN directly elected.
.,, (4) Daily Leader and Chairman of the Plenary DEKOPIN elected indirectly, in which the Chairman elected at once became Chairman of Formatur.
.,, (5) the composition and election of the Chairman of the House Ordinance DEKOPIN regulated further in the Bylaws.
Article 17 before doing the duties and obligations, the entire leadership of the DEKOPIN oath or promise according to their respective religion before the meeting of the members.

Article 18 (1) the direction of Daily maximum DEKOPIN served two (2) times.
.,, (2) If a member of the leadership of Daily stop before the end of his term, the leadership meeting of Plenary DEKOPIN amka can replace it with the other members of the leadership of the Plenary and subsequently accounted for on the next member meeting.

CHAPTER IX, article 20 TRUSTEES, (1) Trustees DEKOPIN elected from and by the members in the meeting of the members, for a term of 5 (five) years.
.,, (2) Trustees DEKOPIN totaled sebanyak-banyak five people led by a Chairperson. (3) Trustees DEKOPIN responsible to Member meeting.
.,, (4) before doing the duties and obligations, all of the Supervisors DEKOPIN oath or promise according to the religion of each dihapan member meeting.
.,, (5) the supervisor in charge of conducting surveillance against DEKOPIN exercise of discretion and the management as well as delivering the results pengawasannya DEKOPIN periodically to the leadership of the DEKOPINWIL, and the parent DEKOPIN Cooperatives/Cooperative Secondary Levels nationwide.

Article 25.,, (1) Daily Leader Meetings held at least DEKOPIN 1 (one) month. CHAPTER XII FINANCIAL and FISCAL YEAR Article 26 (1) Finance DEKOPIN retrieved from:.,, a. dues fixed members;

b. Education Fund from members;

c. assistance to the Central Government and regions;

d. acceptance of other legitimate and not binding.
