PRESIDENT OF THE REPUBLIC OF INDONESIA,

.,, weighed: a. that in order to improve the role of the Indonesian Council of operations to develop the Koperative as a national economy teacher, the Basic Budget is required reflecting the aspirations, visions and missions of the entire Indonesian cooperative movement, so that it is effective can be made as the working cornerstone of the Indonesian Koperative Council (DEKOPIN);

., c. that in accordance with the provisions of Article 59 of the Law Number 25 of 1992 on Percofeelings, is seen needing to pass the DEKOPIN Basic Budget Changes with the Presidential Decree;

DECIDED:

.,, Setting: PRESIDENT ' S DECISION ON THE ENACTMENT OF THE BASIC BUDGET CHANGES OF THE INDONESIAN COOPERATIVE COUNCIL.

Section 1
Certify the Basic Budget of the Indonesian Cooperative Council (DEKOPIN) as attached to this Presidential Decree, as a refinement to the Basic Budget passed under Presidential Decree No. 21 of 1997 concerning the President's decision to be used in the United States. The Indonesian Cooperative Council Basic Budget passage.

Section 2
With the enactment of the Indonesian Cooperative Council (DEKOPIN), the Presidential Decree No. 21 of 1997 on Ratification Of The Indonesian Cooperative Council's Basic Budget, stated that it does not apply.

Section 3
This President ' s decision comes into effect at the set date.

.,, by the grace of Almighty God and over the struggle of the entire Indonesian people, the Indonesian nation has had an independent State of the Republic of Indonesia based on Pancasila and the Basic Law of 1945 aimed at it. Achieving a fair and equitable life of life is equal and equal.
.,, the Basic Law of 1945 Article 33 verse (1) mentions that the economy is structured as a joint effort based on family asas. In Article 33, it is asserted that the economy is based on economic democracy and the building of the company that is compatible with it is Koperative.
., based on the mandate of Article 33 of the Basic Law of 1945, then the cooperative movement in Indonesia which began to be established since the beginning of the 20th century has gained a strong legal foundation for self-developing and the impetus for the spirit of the cooperative movement. to unite by forming an organization with the Central name of the Indonesian People's Cooperative Organization (SOKRI) through Congress I Koperative in Tasikmalaya on 12 July 1947, it is currently the Council of Indonesian Koperations (DEKOPIN).
.,, for almost a century of struggle with obstacles in the way of obstacles, demands and challenges from within and outside have put the fighting spirit of the cooperative movement and to strengthen awareness of the need. To remain united, which allowed the cooperative movement to remain defendable and flourish until now, without losing the identity of its own.

Only in that way the cooperative movement in the DEKOPIN platform will achieve its goal of developing cooperative capabilities as a strong and independent national economic offender and become a major economic officer in order to realize the order. BAB I
NAME, PLACE AND WORK AREA

Section 1
.,, (1) The Koperative Movement Institute is named the Indonesian Koperative Council which is abbreviated DEKOPIN.
(2) DEKOPIN takes place and is based in the State Capital of the Republic of Indonesia.
(3) The DEKOPIN work area includes the entire State of the Republic of Indonesia.

BAB II
BASE AND PURPOSE

Section 2
.,, (1) DEKOPIN upholds the Pancasila as the foundation of the state as well as cultural values, personal awareness, loyalty, family, and mutual miscefulness.
., (2) DEKOPIN bases its function on Article 33 of the Basic Law of 1945, as well as a guideline on the identity of cooperatives as embraced by cooperatives worldwide and the Act on Percofeelings applicable.
.,, (3) DEKOPIN aims to foster and develop cooperative capabilities in its position as national economic abusers in order to realize national economic governance under Article 33 of the Basic Law of 1945 by remaining self-enforcing Cooperative.

BAB III
THE POSITION, FUNCTION AND ACTIVITIES

Section 3
.,, (1) DEKOPIN is the single organization of Indonesia ' s cooperative movement, which is idiile and autonomous.
(2) DEKOPIN serves as:
., a., a. the path of struggle of ideals, cooperative values and principles;
B. deputy movement of the cooperative both at home and abroad;
c. government partners in order to realize the development of cooperatives in Indonesia.

Section 4
(1) DEKOPIN performs activities:
., a., a. improving the quality of the cooperative human resources;
., b. enhance cooperation between cooperatives and between cooperatives with other enterprise entities, both national and international level;
.,, c. increased advocacy to the government, high institutions of state and society to allow cooperatives gain greater access and opportunities in the national economy;
D. enhance the role of women and youth in percofeelings.
.,, (2) The posting of such activities on paragraph (1) is set further in the Household Budget.
.,, (3) In order to organize such activities, DEKOPIN members jointly set up cooperative funds.

BAB IV
Membership

Section 5
(1) The DEKOPIN Member consists of:
., a., a. regular members;
B. An extraordinary member.
.,, (2) The usual members of DEKOPIN are all Indonesian Koperations of the law.
.,, (3) The exceptional member of DEKOPIN is the body and institution not a cooperative that performs activities related to the development of percofeelings and is submitting a request to be a member of DEKOPIN.
.,, (4) Further arrangements on the terms and requirements of DEKOPIN membership are set out in the Household Budget.

Section 6
(1) Any ordinary member of the DEKOPIN has an obligation:

., a., a. Act and actively embody the Constitution of the Basic Law of 1945 in particular Article 33 and its explanation;
B. role as well as actively fighting for the DEKOPIN goal;
., c. absorb, understand and channel cooperative aspirations in a manner that corresponds to the soul, spirit and purpose of the Indonesian cooperative movement;
., d. Comply with the terms of the Basic Budget, the Household Budget, the decision of the Member Meeting and the applicable regulations in the DEKOPIN environment;
e. Pay the dues.
(2) Any outstanding member of the DEKOPIN has an obligation:
., a., a. role as well as actively fighting for the DEKOPIN goal;
., b. Comply with the terms of the Basic Budget, the Household Budget, the decision of the Member Meeting and the applicable regulations in the DEKOPIN environment;
c. pay dues.

Section 7
(1) Any ordinary member of the DEKOPIN has the right:
., a., a. to select and be selected;
B. Submit candidates for Leadership and DEKOPIN SUPERVISING MEMBERS;
., c. requesting the Chairman and DEKOPIN ' s supervisor accountability for the implementation of its liability duties and its responsibilities;
D. speaking in DEKOPIN hosted meetings;
., e. Address and opinions to the DEKOPIN leadership, both inside and outside of the meeting;
., f. Assess the performance of the Members Meeting executed by the DEKOPIN LEADERSHIP.
(2) Any outstanding member of the DEKOPIN has the right:
., a., a. speaking in DEKOPIN hosted meetings;
., b. Address and opinions to the DEKOPIN leadership, both inside and outside of the meeting;
., c. assessing the implementation of the Members Meeting decision executed by the DEKOPIN leadership.

BAB V
THE ORGANIZATION ' S ARRAY AND DEVICE

Section 8
(1) DEKOPIN has the following organizational framework as follows:

., a., a. at the National level called DEKOPIN is based in the State Capital of the Republic of Indonesia;
., b. at the level of the Propinsi/Special Region called DEKOPIN Region (DEKOPINWIL) located in the Capital of Propinsi/Special Region;
., c. at the Regency/Municipal level is called the DEKOPIN Area (DEKOPINDA) which is based in the Provincial Capital/Municipality.
.,, (2) Things related to the DEKOPIN Region and DEKOPIN Area organizations are set further in the Household Budget, with regard to the development of regional autonomy.

Section 9
(1) The DEKOPIN organization ' s organization consists of:
., a., a. DEKOPIN Member Meeting;
B. DEKOPIN leadership;
C. Superintendent of the DEKOPIN.
.,, (2) DEKOPIN memliki Advisory and the Pakar Assembly whose position and function is set further in the Household Budget.
.,, (3) DEKOPIN may form a special body/institution in accordance with the development needs of DEKOPIN activities, which are set further in the Household Budget.

BAB VI
MEMBER MEETING

Section 10
(1) The DEKOPIN Member Meeting is the top power holder of the DKEOPIN.
., (2) Member meetings are held at least 5 (five) years at any time or at any time if required for the proposal of at least 1/5 (fifth) the number of DEOPINCONL and 1/5 (fifth) the number of Cooperative National/Cooperative National Cooperatives In (5) The Number Of Members Of The Secondary Cooperative.
(3) The Member Meeting participant consists of:

Section 11
Member meeting has the authority:
., a., a. pass the DEKOPIN Basic Budget and Budget as well as its changes;
B. establish the general wisdom of percofeeling development;
c. select and dismiss the Leadership and DEKOPIN supervisor;
D. establish DEKOPIN ' s 5 (five) year work plan;
e. Validate the report and responsibilities of the DEKOPIN leadership and supervisor;
., f. the drafting of opinions, considerations and suggestions in the framework of the development of cooperatives in Indonesia to be delivered to related agencies;
G. proposed the dissolution of DEKOPIN to the Government.

Section 12
.,, (1) The DEKOPIN Member Meeting is valid if it is attended by more than 1/2 (half) of the number of members.
.,, (2) If the quorum is not reached, then the meeting is delayed for the longest term of 24 (twenty-four) hours and at the approval of the entire present member, it can be extended once for the same time frame.
.,, (3) If the quorum is still not also achieved, then the meeting is valid and its decision is binding for all members.

Section 13
(1) Each DEKOPIN member has a voting right.
.,, (2) The voting rights of a DEKOPIN member who are not a National Cooperative Cooperative Secondary/Cooperative are channeled through a proportionate DEKOPINWIL, whereas the National Cooperative/Cooperative National Cooperative each has one vote.
.,, (3) The posting of the suffrage of voting rights is further set in the Household Budget.

Section 14
(1) The decision of the Member Meeting binds the entire member.
(2) The order of decision making is set in the Household Budget.

BAB VII
NATIONAL COOPERATIVE DELIBERATION

Section 15
., (1) The next National yawn of operations in the Basic Budget is abbreviated to MUNASKOP is a forum to nationally discuss the concerns and matters related to the development of percofeelings in Indonesia.
.,, (2) MUNASKOP is organized by the DEKOPIN leadership whose time and organizers are set further in the Household Budget.
.,, (3) MUNASKOP is aiming to acquire input in order to solve the underlying problems encountered in the nationwide development of percoterminism.
.,, (4) MUNASKOP participants are members of DEKOPIN and other invited participants of the DEKOPIN leadership, consisting of other government officials responsible for the development of cooperatives, coworkers, colleges, public figures. and the other elements that are viewed as necessary.
.,, (5) MUNASKOP results are delivered to DEKOPIN LEADERSHIP FOR USE AS AN INPUT MATERIAL IN DETERMINING THE WISDOM AND THE DEKOPIN PROGRAM.

BAB VIII
THE LEADERSHIP

Section 16
.,, (1) the DEKOPIN leadership is selected from and by members in the Members Meeting for a term of 5 (five) years.
(2) The DEKOPIN leadership is done collectively consisting of:

., a., a. Full leadership, numbering 33 (thirty-three) people;
., b. The Daily Master, as many as 11 (eleven) people, are from the High Command.
(3) The DEKOPIN General Chairman is selected directly.
.,, (4) The Daily Chairman and the DEKOPIN PLENARY LEADERSHIP ARE ELECTED INDIRECTLY, where the General Chairman is elected as the Chairman of the Formatur.
.,, (5) The Composition and governance of the DEKOPIN leadership election are further set up in the Household Budget.

Section 17
Before performing their duties and obligations, the entire DEKOPIN leadership utts their religious vows or promises each in the presence of the Members Meeting.

Section 18
(1) The maximum DEKOPIN DAILY LEADER TAKES OFFICE 2 (TWO) TIMES THE TERM.
.,, (2) If the members of the Daily Leadership stop before the end of their term, the DEKOPIN LEADERSHIP MEETING MAY REPLACE HIM WITH ANOTHER MEMBER OF THE FULL PARTY AND TO FURTHER BE ACCOUNTED FOR AT THE MEETING. Next.

Section 19
(1) The DEKOPIN leadership is in charge of carrying out the Members Meeting decision.
(2) The DEKOPIN leadership is obligated:

., a., a. prepare, invite, organize, and describe in the Members ' Meeting on the request of the members in accordance with the provisions of Article 10 of the paragraph (2) of this Basic Budget;
B. preparing job plan 5 (five) years;
.,, c. preparing the annual work program as well as the annual DEKOPIN revenue and spending budget;
., d. delivered an annual report on the construction of the cooperative to be presented on MUNASKOP.
(3) DEKOPIN LEADERSHIP AUTHORITY:
., a., a. representing the interests of the DEKOPIN both inside and outside the court;
., b. provide power to other people/bodies for and on behalf of the legal action;
., c. set the rules and operational discretion in order to exercise the existing provisions.
.,, (4) The DEKOPIN leadership is entitled to obtain rewards, fees and facilities in order to perform its duties.
.,, (5) Further arrangements regarding DEKOPIN leadership are set out in the Household Budget.

BAB IX
WARNING

Section 20
.,, (1) the DEKOPIN supervisor is selected from and by the members in the Members Meeting, for a term of 5 (five) years.
.,, (2) The DEKOPIN supervisor counts as many as 5 (five) people led by a Chairman.
(3) The DEKOPIN supervisor is responsible for the Members Meeting.
.,, (4) Before performing the duties and obligations, the entire DEKOPIN Regents recite the oath or promise according to his religion each of the Members Meeting.
., (5) the DEKOPIN supervisor is in charge of supervising the conduct of the discretion and management of DEKOPIN as well as delivering periodic results to the Dekopin Leadership, Deopinwil and Cooperative Parent/Secondary Cooperative National.
.,, (6) the range of Supervising tasks of DEKOPIN includes DEKOPINWIL and DEKOPINDA whose implementation is set further in the Household Budget.
.,, (7) the DEKOPIN supervisor is entitled to obtain rewards, fees and facilities in order to perform its duties.

Section 21
(1) The maximum DEKOPIN supervisor takes office 2 (two) times the term.
.,, (2) An empty Supervising Chair of the Supervising position is promulred between the Supervising and Supervising Meeting and is responsible for the next Member's Meeting.
.,, (3) More settings on the Supervising are set in the Household Budget.

BAB X
GENERAL SECRETARIAT

Section 22
.,, (1) To assist in the execution of the duties of the work of the day-to-day Leadership of the DEKOPIN daily Leadership of the DEKOPIN form the General Secretariat.
.,, (2) The General Secretariat is led by a Secretary General and the Deputy Secretary General when necessary.
.,, (3) The Secretary General and the Deputy Secretary General are appointed and dismissed by the DEKOPIN PLENARY LEADERSHIP.
.,, (4) The Secretary General coordinates the directors appointed and dismissed by the DEKOPIN ' s Daily Leadership.
.,, (5) The details of the duties and responsibilities of the Secretary General, the Deputy Secretary General and the Director are set up in the Household Budget.

Section 23
The rights and earnings of the Secretary General, the Deputy Secretary General and the Director are governed by its own regulations by the Plenary Leadership.

BAB XI
LEADERSHIP MEETING

Section 24
.,, (1) The DEKOPIN PLENARY LEADERSHIP MEETING IS HELD AT LEAST ONE (ONE) YEAR ONCE.
(2) The DEKOPIN LEADERSHIP MEETING has the authority;
., a., a. conducted an evaluation of the implementation of the DEKOPIN annual work program;
B. establish an annual work program based on work plan 5 (five) years.
(3) The DEKOPIN PLENARY LEADERSHIP MEETING CAN BE ATTENDED BY:
., a., a. DEKOPIN supervisor;
B. Administrator DEKOPINWIL;
C. National Level Cooperative Parent/Cooperative National Cooperative;
D. General Secretary;
e. Other Special Bodies/DEKOPIN agencies.
.,, (4) Further arrangements regarding the implementation of the Leadership Meeting are set out in the Household Budget.

Section 25
.,, (1) The DEKOPIN Leadership Meeting is held at least 1 (one) month.
(2) The DEKOPIN Daily Leadership Meeting has the authority:
., a., a. conduct an evaluation of the implementation of the DEKOPIN monthly work program;
., b. set the work program next month based on the annual work program;
.,, c. addresses the problems and developments of percolation that occurred the previous month.
(3) The DEKOPIN Daily Leadership Meeting is attended by:
., a., a. Daily Leadership;
B. General Secretary;
C. Chairman of the Special Board/DEKOPIN Institute if required.

BAB XII
FINANCE AND THE YEAR OF THE BOOK

Section 26
(1) The DEKOPIN Finance is obtained from:
., a., a. iuran stays a member;
B. education funds from members;
c. the help of the central and regional governments;
D. Other legitimate and non-binding admissions.
.,, (2) The education fund of the members is fully used for DEKOPIN education activities.
.,, (3) Any receipt and use of DEKOPIN funds and assets in its entirety both at the center and in the area are reported and accounted for to the Members Meeting.
.,, (4) Further provisions on DEKOPIN finance are set up in the Household Budget.

Section 27
The DEKOPIN book year runs from 1 January to 31 December.

BAB XIII
BASIC BUDGET CHANGE

Section 28
.,, (1) The Basic Budget Changes are set by a Special Members Meeting of the Basic Budget changes.
.,, (2) Special Members Meeting as referred to in paragraph (1) of the Basic Budget change must be attended by at least 2/3 (two-thirds) of the number of members.
., (3) The decision of a Special Member Meeting on the changes in the Basic Budget is valid if approved by the most votes of the members present.
.,, (4) The changes in the Basic Budget that have been established by the Special Members Meeting, are delivered to the government to be passed.

BAB XIV
Dissolution

Section 29
.,, (1) To propose the dissolution of the DEKOPIN must be held Meeting Special Members of the Dissolution held at the request of 3/4 (three quarters) of the number of DEKOPIN members.
.,, (2) The proposal of the dissolution is lawful, if approved by at least 3/4 (three quarters) of the number of votes of the members present.
.,, (3) Special Members Meeting proposed establishment of a Completed Panitia comprising elements of the DEKOPIN leadership, DEKOPIN members and other parties deemed necessary.
(4) The Completion Panel has the right, authority and obligation:
., a., a. perform all legal and settlement deeds;
B. Collect all necessary information;
C. obtain, check and use of the DEKOPIN records and archives;
., d. establish and execute any payment obligations that are needed from other debt payments;
., e. using the rest of the DEKOPIN wealth to complete the rest of DEKOPIN ' s obligations;
f. make the News Event Settlement and report it to the government.
.,, (3) In terms of the remaining DEKOPIN wealth that has been dissolved then the Completion Committee is handing out the rest of the wealth to the body which replaces the function and task of DEKOPIN or the body that has the same purpose as the DEKOPIN.

BAB XV
HOUSEHOLD BUDGETS AND
THE RULES OF IMPLEMENTATION

Section 30
(1) The Household Budget is passed by the Members Meeting.
.,, (2) Items that have not been set up in the Basic Budget and the Household Budget are defined by its own regulations by the DEKOPIN PLENARY LEADERSHIP THAT CONTAINS NO CONFLICT WITH THE BASIC BUDGET AND THE HOUSEHOLD BUDGET AND REPORTED To the Members Meeting to obtain an authorization.

BAB XVI
CLOSING

Section 31
This base budget is in effect after receiving the approval of the Government.
