PRESIDENT OF THE REPUBLIC OF INDONESIA,

.,, weighed: a. that under Article 39 of the Law No. 4 of 1999 on Susunan and the Occupation of MPR, the DPR, and the DPRD stated that the Financial Occupation of the Leadership and Member of the DPRD is governed by applicable laws;
., b. that under Article 78 of the Law No. 22 of 1999 on the Local Government, stating that the hosting of the DPRD duties is financed and on the load of APBD;
.,, c. that the financial capabilities of the regions and aspects of justice are associated with the task, authority and responsibility of carrying out legislation, oversight and budgeting, are elements considered in establishing the financial position of the DPRD;
., d. that in respect of the matters referred to in the letter a, b, and c, need to establish a DPRD occupation with government regulations;

.,, SET: A GOVERNMENT REGULATION ON THE FINANCIAL POSITION OF THE REGIONAL PEOPLE ' S REPRESENTATIVE COUNCIL.

BAB I
UMUM PROVISIONS

Section 1
In this Regulation, which is referred to:
., 1. The Regional People's Representative Council (DPRD) is the Legislative Council of the Province of Propinsi, County, and the City.
2. The leadership of the DPRD is the Chairman and Vice-Vice Chairman.
., 3. Members of the DPRD are those who are elected to membership as members of the City Council and have expressed their oath under the terms of the laws.
., 4. The Secretariat of the DPRD is a DPRD device that assists the DPRD in organizing its duties and its authority.
. .5. The Secretary of the Council is the Acting Officer of the Secretariat of the Council appointed by the Regional Chief of the Civil Service, which meets the requirements, for the approval of the Council of Representatives and in carrying out its duties to be under and responsible. To the Chairman of the Council
., 6. Representation money is the money given to the Chairman and member of the DPRD in connection with its position as the Chairman and member of the DPRD.
., 7. Package Money is the money given to the Chairman and members of the DPRD in attending and following the meetings consisting of local transport money and the meal money.
., 8. The allowance of the term is the money given to the Chairman of the DPRD due to its position as Chairman and Vice Chairman of the DPRD.
., 9. Commission allowances are allowances provided to members of the DPRD in connection with their position as Chairman, Vice Chairman, Secretary, and member of the Commission.
., 10. Committee Benefits are allowances provided to members of the DPRD in connection with their position as Chairman, Vice Chairman, Secretary, and member of the Committee.
., 11. Event support charges are the cost provided to support the duties and authority of the DPRD.
., 12. Special benefits are allowances provided to the Leadership and members for the payment of the Income Tax in accordance with applicable taxation provisions.
., 13. Income Improvement Allowance is the money given to the Chairman and members of the DPRD to increase income.

BAB II
LEADERSHIP FINANCE AND THE MEMBER

The First Part
Fixed Income

Section 2
The Permanent Income of the Chairman and member of the DPRD consists of:
a. Representation money;
B. Package money;
C. Jabtan allowance;
D. Commission allowance;
e. Special Allowance;
f. Income Improvement Allowance.

Section 3
(1) The leadership and members of the DPRD received the Representation Money.
.,, (2) The magnitude of the representation money for the Speaker of the DPRD Propinsi, at least 60% (sixty-fifths) of the governor's principal salary, and for the Chairman of the DPRD County/City is at least 60% (sixty-one hundred) of the principal salary of the Regent/Mayor.
., (3) The Magnitude Of The Representation Of Wako Chairman of DPRD Propinsi, County/City is at least 90% (ninety-one hundred) of the Money Representation of the Speaker of the DPRD.
.,, (4) The magnitude of the Representative Representative of the DPRD Propinsi member, the County/City is 80% higher (eighty-fifths) of the Money Representation of the Speaker of the DPRD.
.,, (5) In addition to the Money Representation, to the Leadership and members of the DPRD are given Family Benefits and Rice Allowances.
.,, (6) an improvement as referred to in paragraph (5), the magnitude is the same as the terms applicable to the Civil Servlet.

Section 4
(1) The leadership and member of the DPRD is given the Package Money.
., (2) The (2) Parcel Money as referred to in paragraph (1) the highest of 25% (twenty-five perhundred) of the Money Representation of the concerned.

Section 5
(1) The Head of the Board of Representatives is granted the Allowance Of Office.
.,, (2) the magnitude of the jabtan allowance as referred to in paragraph (1) at the highest 50% (fifty-perhundred) of the Money Representation is concerned.

Section 6
.,, (1) For members of the DPRD dalan 's position as Chairman, Vice Chairman, Secretary and member of the Commission are given the Commission' s Allowance.
.,, (2) the magnitude of the Commission allowance as referred to in paragraph (1) as follows:

., a., a. The highest chairman is 20% (twenty-one hundred) of the Council of Representatives ' Improvement;
., b. The Vice Chairman is at least 15% (fifteen perhundred) of the Council of Representatives's Improvement;
., c. The highest secretaries are 15% (fifteen perhundred) of the Council of Representatives's Improvement Office;
., d. The highest ranking member is 10% (ten perhundred) of the Council of Representatives ' Improvement.

Section 7
Leaders and members of the DPRD are given Special Improvements.

Section 8
The leaders and members of the DPRD are provided with large income remediation benefits equal to the provisions applicable to civil servants.

The Second Part
Committee Allowance

Section 9
.,, (1) Member of the DPRD in his position as Chairman, Vice Chairman, Secretary, and member of the Committee is given the Commission Allowance.
.,, (2) the magnitude of the Committee allowance as referred to in paragraph (1) as follows:

., a., a. The highest chairman is 15% (fifteen perhundred) of the Vice Chairman's Office improvement;
., b. The Vice Chairman is at least 10% (ten perhundred of the City Council Chairman's Allowance;
., c. The highest secretaries are 10% (ten per hundred of the Council of Representatives's Office);
., d. The highest ranking member of the 10% (ten per hundred of the Assembly's Office improvements;

The Third Part
Welfare benefits

Section 10
.,, (1) for the maintenance of health and treatment, to the Leadership and members of the DPRD are granted Health Allowance.
.,, (2) Health benefits as referred to in paragraph (1) are provided in the form of insurance guarantee.

Section 11
If the Chairman or member of the DPRD dies, the heir is given:

Section 12

DPRD Activities Cost

Section 14

., b. above Rp15 s/d Rp50 billion is the lowest Rp225 million and the highest at 1.25%;
.,, c. above Rp50 billion s/d Rp100 billion the lowest Rp625 million and at the highest of 1%;
., d. above Rp100 billion s/d Rp250 billion is the lowest Rp1 billion and the highest at 0.75%;
., e. above Rp250 billion s/d Rp500 billion is the lowest of Rp1,875 billion and the highest at 0.50%;
f. above Rp500.00 billion s/d Rp2.50 billion and the highest at 0.25%;
.,, (3) The charges for the City/City DPRD activities are defined under the Regional Original Revenue classification as follows:

., a., a. up to Rp2.00 billion at the lowest Rp75 million and at the highest of 5%;
., b. above Rp2.00 billion s/d Rp5.00 billion the lowest Rp100 million and the most high of 4%;
.,, c. above Rp5.00 billion s/d Rp10.00 billion the lowest Rp200 million and the highest at 3%;
., d. above Rp10.00 billion s/d Rp20.00 billion the lowest of Rp300 million and the most high of 2%;
., e. above Rp20.00 billion s/d Rp50.00 billion the lowest Rp400 million and the highest at 1%;
., f. above Rp50.00 billion s/d Rp150 billion is the lowest of Rp500 million and the highest at 0.75%;
., g. above Rp150 billion s/d Rp500 billion at the lowest of Rp1.125 billion and the highest 0.50%;
h. Above the Rp500 billion is the lowest of Rp2.5 billion and at the highest of 0.35%;

BAB III
FINANCIAL MANAGEMENT

Section 15
Based on the guidelines set out in this Government Regulation, the Speaker of the DPRD and the Secretary of the DPRD are compiling the DPRD Shopping Budget Plan.

Section 16
.,, (1) Spending arising as a result of this Government Regulation becomes the burden of the Regional Revenue and Shopping Budget.
.,, (2) The Regional Regulation governing the provision of the budget for the activities of the DPRD beyond which is specified in this Government Regulation may be cancelled.
.,, (3) The cancellation as referred to in paragraph (2), for the Propinsi Regional Regulation is carried out by the Minister of the Interior and Regional Autonomy on behalf of the President.
.,, (4) The cancellation as referred to in paragraph (2), for the County/City Regional Regulation is carried out by the Governor as a representative of the government.

Section 17
The DPRD Shopping Budget and the DPRD Secretariat are an inseparable part of the Regional Revenue and Shopping Budget.

Section 18
The financial management of the DPRD is exercised by the Secretary of the DPRD and the financial accountability of the DPRD guidelines on the provisions of the laws applicable.

BAB IV
CLOSING PROVISIONS

Section 19
Issues arising in the implementation of this Government Regulation, facilitated by the Minister of the Interior and Regional Autonomy for the Region of Propinsi and of the Governor as the Deputy Government for the District/City Region.

Section 20
The DPRD order rules governing the financial rights of the DPRD that have been created, adjusted to this Government Regulation.

Section 21
With the enactment of this Government Regulation any provision that is contrary to this Government Regulation, it is declared not valid.

Section 22
This Government Regulation shall come into effect on the date of the promulctest.

., as affirmed in Law Number 4 of the Year 1999 opposed Susunan and the Occupation of the People's Consultative Assembly, the House of Representatives and the Regional People's Representative Council, that as the representative institution of the people in the Regions, the DPRD exercised its full legislative function as the preeminate of the sovereignty of the people in the Regions, and is based in parallel as a Regional Government partner.
., therefore, in carrying out the duties and functions to the DPRD it needs to be granted financial and administrative rights that are regulated in the Financial Occupation of the Regional People's Representative Council.
.,, the designation of the Financial Position of the DPRD is required to consider the financial capabilities of the area and the aspect of justice is associated with the duties, authority and responsibility of carrying out legislation, oversight and budgeting.
.,, on the basis of that above, is seen as needing to be regulated by the financial position of the DPRD with Government Regulation.
