.,, weighed: that with the formation of the new cabinet from 1999-2004 as defined in Presidential Decree Number 234 /M of 2000, it is viewed as necessary to fine-tune the Presidential Decree No. 49 of 2000 on the Council of Perscales Regional autonomy as amended by Presidential Decree No. 84 of the Year 2000;

DECIDED:
.,, SET: THE PRESIDENT 'S DECISION ON THE CHANGE TO THE 2000 PRESIDENT' S 2000 PRESIDENTIAL DECISION ON THE COUNCIL OF REGIONAL AUTONOMY CONSIDERATION AS AMENDED BY THE PRESIDENT ' S 84 PRESIDENTIAL DECISION IN 2000.
Section 1
Some provisions in Presidential Decree No. 49 of 2000 on the Regional Autonomy Advisory Council as amended by Presidential Decree Number 84 of the Year 2000 are changed as follows:
1. The provisions of Article 5 of the paragraph (1) are changed, so it reads as follows:
" Section 5
(1) The DPOD membership level consists of:
., a., a. Minister of the Interior and Regional Autonomy as the Chair of the Members;
B. Minister of Finance as a Deputy Speaker of the Member;
C. Defense Minister as Member;
D. Minister of State of the State of Aparatur as Member;
e. Secretary of State as Member;
f. Head of the National Development Planning Agency as a Member;
G. Regional Government Association representative as Member:
., 1. Governor of West Java as Deputy Association of the Propinsi Government;
2. Bupati Kutai as Deputy County Government Associate;
3. The mayor of Surabaya as the Deputy Association of the City Government.
h. Representative of the Regions, as Members, consists of:
., 1. Prof. dr. COLLISION WITH RAB, from Propinsi Riau as Deputy Regional Propinsi;
., 2. Drs. H.M. PARAWANSI, from Propinsi South Sulawesi, as Deputy Regional Propinsi;
., 3. H. KARIMUDDIN HASYBULLAH, SE, of North Aceh Regency, as District Deputy District;
., 4. -ir. H.M. SAID, of the Upper South River Keder, as the District ' s Regional Representative;
5. Drs. ELIAZER MAJOR, of the City of Sorong, as the Regional Vice City;
6. H. BACHTIAR DJAFAR, from the City of Medan, as the Regional Representative of the City. "
., 2. The provisions of Article 9 of the paragraph (3) and paragraph (4) are changed and plus verses (6), so that Article 9 is entirely read as follows:
" Section 9
(1) The DPOD Secretariat is SUPERVISING:
., a., a. Regional Autonomy Field Secretariat;
B. Central and Regional Financial Balance Fields Secretariat.
.,, (2) the Secretariat of Regional Autonomy Fields and the Secretariat of the Financial Balance of the Centre and Regions are each led by a Chief Secretariat of the Field.
., (3) Member of the Secretariat of the Regional Autonomy Field comprises the elements of the Department of Interior and Regional Autonomy, the Treasury Department, the Office of the Minister of State of the State of Personnel, the National Monitoring Planning Board, and related agencies.
.,, (4) Members of the Central Financial Balance Field Secretariat and the t erdiri Region of the associated elements; as many as 3 (three) persons of the Treasury, 2 (two) people of the Department of the Interior and Regional Autonomy and 1 (one) persons of the Agency National Development Planning.
., (5) Members as referred to in paragraph (3) and paragraph (4), are appointed and dismissed by the Chairman of the DPOD at the suggestion of the Head of Secretariat respective fields.
.,, (6) the DPOD Secretariat is based in the Department of the Interior and Regional Autonomy. "
., 3. The provisions of Article 11 of the paragraph (2) and paragraph (3) are amended so that Article 11 is entirely read as follows:
" Article 11
.,, (1) The DPOD secretary is served by the Director General of the Local General Government on the Department of the Interior and Regional Autonomy.
.,, (2) The Deputy Secretary of DPOD is served by the Secretary General of the Department of Finance.
.,, (3) The Head of the Secretariat of Regional Autonomy Fields was held by the Acting Eselon I of the Department of the Interior and Regional Autonomy.
.,, (4) Head of the Secretariat of the Centre for Financial Balance of the Centre and Regions is held by the Chief Financial and Monetary Administration, the Treasury Department ".
4. The provisions of Article 12 are changed, so it reads as follows:
" Article 12
.,, (1) For the agility of the DPOD Secretary ' s duties set up Assistant Secretary of DPOD held by the Director of Regional Governance, Directorate General of Local Public Governance, Department of Internal Affairs and Regional Autonomy.
.,, (2) In the run of duties the Assistant Secretary of the DPOD is responsible to the DPOD Secretary.
.,, (3) The Assistant Secretary of DPOD is assisted by the full-time Assistant Assistant and Assistant Assistant, which is set by the DPOD Secretary. "
.,, (4) The provisions of Article 12 A paragraph (3) are amended, so that Article 12 A is entirely read as follows:
" Article 12 A
., (1) To assist the agility of the implementation of the duties of the Regional Autonomy Field Secretariat and the Central and Regional Financial Balance Fields Secretariat, formed the Technical Team;
., (2) The Technical Team has a duty to carry out the study and if necessary can conduct scientific research, in order to prepare the recommended materials in accordance with the field Secretariat of the Field.
.,, (3) In the conduct of its duties, the Technical Team may form a Working Group and team up with the College and/or the Expert as a source.
.,, (4) Susunan of the Technical Team ' s membership as referred to in paragraph (1) is set by the DPOD Secretary. "

The President ' s decision comes into effect on the promulgated date.
