WITH THE GRACE OF THE ALMIGHTY GOD

PRESIDENT OF THE REPUBLIC OF INDONESIA,

.,, weighed: a. That under the Law No. 11 of 1998 on the Change of Law Number 25 of 1997 on Employment, it is necessary for changes and improvements to the Law No. 25 of 1997, in order to be appropriate. with the values and aspirations that thrive in society;

., b. that the change and refinement of Law Number 25 of 1997 in the letter of a took place so that the Law Number 25 of 1997 was amended to come into effect on 1 October 2000;

., c. that in order to fulfill the mandate of Law Number 11 of 1998 on the Change of its Act No. 25 Year 1997 on Employment, then the Government has drafted the Draft Law on Coaching and Protection Employment intended to replace the Law No. 25 of 1997, and the Act of the Act has been presented to the People's Representative Council of the Republic of Indonesia through the Letter of the President of the Republic of Indonesia Number R. 11/PU/V/2000 May 8, 2000;

., d. That because of the extent of the material covered under the bill, the discussion between the Government and the People's Representative Council of the Republic of Indonesia has not been able to finish as scheduled, so as to avoid void of law, the Government has set the Regulation of Government of Law Number 3 of the Year 2000 on the Changes to the Law Number 11 Year 1998 on the Change of its Act No. 25 Year 1997 on Employment;

., e. that Regulation Government Regulation Number 3 of the Year 2000 on the letter d specifies that the Law No. 25 Year 1997 of Employment will begin to apply on 1 October 2002;

., f. that based on consideration as in the letters a, b, c, d, and e, it is necessary to establish the Regulation of the Government of Law Number 3 of the Year 2000 on the Changes to the Law No. 11 of 1998 on Change The enactment of Law No. 25 of 1997 on Employment became an undrauted undrau;

.,, Act No. 11 of 1998 mandated change and refinement to Law Number 25 of 1997 on Employment in order to accommodate the political, economic, and social developments that have given birth to values and new aspirations in the community.

., given the change and refinement of a law takes time, then Law Number 25 of 1997 on Employment was amended when it began to expire on October 1, 1998 became effective on 1 October. 2000.

.,, in order for the change and refinement of Law Number 25 of 1997 as mandated by Law Number 11 of 1998, the Government has drafted a Bill of Coaching and Employment Protection that It was intended as a replacement for Law Number 25 of 1997 on Employment.

., through the letter of President of the Republic of Indonesia No. R. 11/PU/V/2000 dated May 8, 2000, the Draft Act has been submitted to the People's Representative Council of the Republic of Indonesia. Given the breadth of the scope of the material that must be discussed carefully, resulting in the discussion between the Government and the People's Representative Council of the Republic of Indonesia was not resolved before 1 October 2000. Therefore, in order for the absence of legal vacancies, the Government established the Government Regulation Act No. 3 of 2000 on the Changes to the Law No. 11 of 1998 on the Change of Governing Law Number 25 1997 on Employment. Under the Government's Law Substitutes Act, the Law No. 25 of 1997 on Employment will come into effect on 1 October 2002.

.,, pursuant to the provisions of Article 22 of the Basic Law of 1945, Government Regulation Regulation Number 3 of the Year 2000 on Changes to the Law Number 11 Year 1998 on the Change of Governing Law Number 25 of 1997 on Employment needs to be established into the Act.
