REGIONAL SUB-REGIONAL ECONOMIC COOPERATION COORDINATION TEAM

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh: a. that the Government has made changes to the arrangement of the Cabinet of National Unity as referred to in Presidential Decree No. 355 /M of 1999 and Presidential Decree Number 234 /M of 2000;
B. that by the establishment of regional autonomy as set in Law No. 22 of 1999 and Law No. 25 of 1999, the role of the area in the development effort will increase;
c. that Sub Regional Economic Cooperation between the regions of the neighboring countries both to be developed and that has been developed through the Indonesia-Singapore Tourism Cooperation, Triangle Growth Indonesia-Malaysia-Thailand, Brunei Growth Area Darussalam-Indonesia-Malaysia-Philipina, Indonesia-Malaysia-Singapore Growth Triangle, and Indonesia-Australia Development Area, need to continue to be encouraged to spur development. economy in those areas;
D. that in respect of such matters above, it is considered necessary to reorder the coordination of Sub-Regional Economic Cooperation in order to be more effective and efficient;

Given: Article 4 of the paragraph (1) of the Basic Law of 1945 as amended by the Second Amendment of the Basic Law of 1945;

DECIDED:

Establish: THE PRESIDENT ' S DECISION ON THE COORDINATION TEAM OF SUB REGIONAL ECONOMIC COOPERATION.

Section 1
In an effort to encourage regional Sub-Regional Economic Cooperation between the regions of the neighboring countries both to be developed and that has been developed through the Indonesia-Singapore Tourism Cooperation, the Growth Triangle Indonesia-Malaysia-Thailand, Brunei Growth Area Darussalam-Indonesia-Malaysia-Philipina, Indonesia-Malaysia-Singapore Growth Triangle, and Indonesia-Australia Development Area, need to be formed by the Coordination Team of Sub Regional Cooperation, which next in the Decision the President is called the Coordination Team.

Section 2
The membership arrangement of the Coordination Team is as follows:
a. Chairman: Minister of State Coordinating Minister of the Economy.
B. Member: 1. Foreign Minister;
2. Ministry of Industry and Trade;
3. Minister of Transportation and Telecommunications;
4. Finance Minister;
5. Minister of Culture and Tourism;
6. The Minister of Oceans and Fisheries;
7. The Minister of Settlement and Prasarana Region;
8. Forestry Minister;
9. The Minister of Energy and Mineral Resources;
10. National Education Minister;
11. Agriculture Minister;
12. The Minister of Labour and Transmigration;
13. The Minister of the Country of the Environment;
14. The Young Minister of Accelerating Affairs of the Development of the East Region of Indonesia;
15. Head of the National Planning and Development Agency;
16. Governor of Propinsi Aceh;
17. Governor Propinsi of North Sumatra;
18. Governor Propinsi of West Sumatra;
19. Governor of Propinsi Riau;
20. Governor Propinsi Jambi;
21. Governor Propinsi Bengkulu;
22. Governor Propinsi of South Sumatra;
23. Governor Propinsi Bangka-Belitung;
24. Governor of the Lampung Propinsi;
25. Governor of West Kalimantan Propinsi;
26. Governor Propinsi East Kalimantan;
27. Governor of Central Kalimantan Propinsi;
28. Governor Propinsi of South Kalimantan;

40. General Chairman of the Indonesian Chamber of Commerce and Industry.
C. Deputy Field Office of International Economic Cooperation, Office of the Coordinating Minister for Economic Affairs.

Section 3
The Coordination Team is in charge:
1. Compiling and formulating the appropriate policies, in order to drive economic growth in the framework of Sub Regional Economic Cooperation;
2. Conduct talks and negotiations both bilateral and multilateral with the state government involved in the Sub Regional Economic Cooperation scheme concerning matters relating to the development efforts and implementation of Sub-Regional Economic Cooperation Regional;
3. Assessing the possibility of creating a new Sub-Regional Economic Cooperation and or assessing the possibility to restructure the existing Sub Regional Economic Cooperation;
4. Report the development of Sub Regional Economic Cooperation to the President; and
5. Submit Suggestions and consideration to the President for the development of Sub Regional Economic Cooperation.

Section 4
In order to perform the tasks referred to in Section 3, the Coordination Team organizes the best coordination with the associated agencies, both at the center level and the area.

Section 5
(1) To support the execution of its duties, the Chairman of the Coordination Team forms the Managing Team Coordination of Economic Cooperation Sub Regional for each region of growth and development, with one of the Ministers Member of the Coordinating Team as referred to in Article 2 of being the Chairman of the Regional Sub-Regional Economic Cooperation Coordination Team in the area of growth and development specified.
(2) To improve the agility of duty in the field of administration, the Chairman of the Coordinating Team forms the National Secretariat of Economic Cooperation of the Sub Regional.
(3) In order to support the implementation of certain sectoral programs on the growth and development areas, the Chairman of the Coordinating Team also forms the Technical Support Development Team of the Sub Regional Economic Cooperation.

Section 6
Implementation of regional development within the Sub Regional Economic Cooperation framework becomes the responsibility of the Governor of the concerned province.

Section 7
(1) Governor on duty:
a. Provide ease and improve public services in its area;
B. Encourage business promotion activities;
C. Encourage the world of national endeavour to enhance cooperation with entrepreneurs from countries involved in Sub Regional Economic Cooperation and other foreign venture partners;
D. Encourage increased cooperation in the fields of investment, tourism, mining and energy, agriculture, forestry, industry and commerce, perties, infrastructure, human resources, services, and economic cooperation in sectors or other fields in the Sub-Regional Economic Cooperation (s); and
e. Report on the development of Sub Regional Economic Cooperation in the region to the Chairman of the Coordinating Team.
