BECOMING A CIVIL SERVANT
TO OCCUPY THE STRUCTURAL OFFICE

PRESIDENT OF THE REPUBLIC OF INDONESIA,

.,, weighed: a. that structural offices in the civil agency environment are career positions that can only be filled and occupied by civil servants and/or civil servants who have switched to the status of civil servants;
., b. that if needed and in accordance with established competences, structural positions in the civil agency environment may be filled by Members of the Indonesian National Army and Member of the Indonesian National Police after being transferred to the status of the Indonesian National Police. To be an employee of the civil servant;
., c. that for the purpose of the letter b, it is necessary to arrange the diversion of the status of the Indonesian National Armed Forces Member and Member of the State Police of Indonesia to become a civil servant to then be appointed in office. structurally in the environment of civil instances with Government Regulation;

DECIDED:

., ESTABLISHING: THE GOVERNMENT REGULATION OF THE DIVERSION OF THE STATUS OF THE INDONESIAN NATIONAL ARMY MEMBER AND A MEMBER OF THE INDONESIAN STATE POLICE TO BE A CIVIL SERVANT TO OCCUPY THE STRUCTURAL OFFICE.

BAB I
UMUM PROVISIONS

Section 1
In this Government Regulation referred to by:
., 1. Civil agencies are government organizations outside of the Indonesian National Army and the Indonesian National Police.
., 2. Officials of the Public Service are officials who are authorized to raise, move, and lay off civil servants in their environment in accordance with applicable laws.
., 3. Members of the Indonesian National Army and Member of the Indonesian National Police are Members of the Indonesian National Army and Member of the Indonesian National Police who will occupy the structural office in the civil instance environment.
., 4. The structural office is the structural office of Eselon I and Eselon II as referred to in Government Regulation Number 100 of the Year 2000 on the Rapture of Civil Servance in Structural Office.
. .5. Competence is the characteristic ability of a civil servant in the form of knowledge, skills, and behaviour that is necessary in the exercise of the duties of the office.
., 6. The terms of office are requirements that must be met by civil servants to be able to be appointed in a structural position in accordance with applicable laws.

BAB II
STATUS DIVERSION

Section 2
.,, (1) Members of the Indonesian National Army and Member of the State Police of Indonesia who will occupy the structural office are rerouted to their status as a civil servant.
.,, (2) Members of the Indonesian National Army and Member of the State Police of Indonesia who have been redirected to the status of becoming a Civil Service officer are dismissed with respect as a Member of the Indonesian National Army or Member of the State Police Republic of Indonesia.
.,, (3) The Pit Stop as referred to in verse (2) is carried out as the date of the question is appointed as the Civil Servlet.

BAB III
THE REQUIREMENTS AND TERMS

Section 3
Members of the Indonesian National Army and Member of the Indonesian National Police as referred to in Article 2 must meet the requirements as follows:
., a., a. Have knowledge and expertise in relation to the substance of the office of office that will be occupied;

Section 4
.,, (1) Officer Pembina Keemployees delivering a request to the Commander of the Indonesian National Armed Forces for the Indonesian National Armed Forces Member or the Chief of the Indonesian National Police for the Indonesian National Police Members of Indonesia Meet the required power qualifications.
.,, (2) The request as referred to in paragraph (1) of its release is delivered to the Head of the State Board of the State.

Section 5
.,, (1) If the request of the Personnel Officer Buyer as referred to in Article 4 is fulfilled, the Commander of the Indonesian National Armed Forces or the Chief of the Indonesian National Police submits a candidate accompanied by:
., a., a. life history list;
B. a copy/copy of the last-rank decision letter which has been legalized;
., c. copy/copy copy of the appointment decree in the last post which has been legalized;
D. A medical certificate from a government doctor.
.,, (2) The Agreement of the Commander of the Indonesian National Armed Forces or the Chief of the Indonesian National Police as referred to in verse (1) of its envoy is delivered to the Head of the State Board of the State.

Section 6
The head of the State Board of State gives technical considerations to the President or Officer Pembina Keemployees regarding the diversion of the employment of the Indonesian National Armed Forces or Members of the Indonesian National Police. Civilian Civil Servants after first got the approval of the Indonesian National Armed Forces Commander or Chief of the Republic of Indonesia.

Section 7
.,, (1) To Members of the Indonesian National Army and Member of the State Police of Indonesia who have been transferred to the status of becoming a Civil Service Officer appointed in a structural position, given the rank that corresponds to the post and It's given the identity number of a civil servant.
.,, (2) The adjustments as referred to in paragraph (1) are as set forth in this Government Regulation Attachment.

Section 8
The diversion of the status as referred to in Article 7 of the paragraph (1) is set by:
., a., a. President for those appointed in the structural office of Eselon I to become the Central Civil Service Officer in the rank of Young Principal Pembina of the IV/c space group up to the Main Pembina of the IV/e space group based on the proposal of the Acting Officer Buyer. Central after receiving technical considerations of the Head of the State Board of Personnel;
., b. Officials of the Central Board of Staff for those appointed in the structural office of Eselon II to become the Central Civil Service employees in the rank of class I class IV/b to the class of the Young Master of the IV/c space group after they have been awarded the same name. ., c. Officials of the Regional Workforce For Those Appointed In The Structural Offices Of Eselon II and Eselon I to become Civil Servants of the Region in the rank of Class I class IV/b to the degree of the First Class IV/e space Pembina. Got the head of the State Board of Staff.

Section 9
In addition to the civil servants, certain structural posts on civilian agencies:
a. Department of Defense;
B. Military Secretariat of the President;
C. State Intelligence Agency;
D. State Password Agency;
e. National Endurance Institutions;
f. National Endurance Council;
., g. National S.A.R. Agency, can be occupied by Members of the Indonesian National Armed Forces and Member of the State Police of Indonesia without being transferred to a civil servant under this Government Regulation.

BAB IV
THE TRANSITION PROVISION

Section 10
.,, (1) Members of the Indonesian National Army and Member of the State Police of Indonesia who have occupied the Structural Office of Eselon I or Eselon II at the time of this Government Regulation in effect should determine the choice regarding its status.
.,, (2) The determination of choice as referred to in paragraph (1) is submitted no later than 6 (six) months after the Regulation of this Government is specified.

BAB V
CLOSING PROVISIONS

Section 11
The provisions of the implementation of this Government Regulation are further regulated by the Commander of the Indonesian National Armed Forces, the Chief of the State Police of Indonesia and the Head of the State Personnel Agency.

Section 12
This Government Regulation shall come into effect on the date of the promulctest.

I. UMUM

.,, in order to achieve the necessary power and results to the extent of governance as long as necessary, the structural office in the civil agency environment can be filled by Members of the Indonesian National Army and Member of the State Police of Indonesia, after being transferred his status to a civil servant. For that it needs to be arranged for the status of a diversion of the status of the Indonesian National Armed Forces and the State Police Member of the Republic of Indonesia into the civil servants. Status as intended is done if in a civil instance environment meets the required competencies. Therefore, the charge of structural positions in the environment of civil agencies by the Indonesian National Armed Forces Member or Member of the Indonesian National Police must conform to the required office competencies.
