Back COUNTRY SHEET Republic of INDONESIA No. 160, 2003 DECISION of the PRESIDENT of the REPUBLIC of INDONESIA NUMBER 109 in 2003 ABOUT the ALLOCATION OF PUBLIC FUNDS of the PROVINCE and KABUPATEN/KOTA FISCAL YEAR 2004 the PRESIDENT of the Republic of INDONESIA, Considering: a. that in accordance with the provisions of article 17 paragraph (7) the Government Regulation Number 104 in 2000 about the Equalization Fund as amended by government regulation Number 84 in 2001, autonomous region Advisory Council has done a tally of Funds allocation of General provincial and Regency/city fiscal year 2004;

DECIDED:.,, define: PRESIDENTIAL DECREE ABOUT the ALLOCATION OF PUBLIC FUNDS of the PROVINCE and KABUPATEN/KOTA FISCAL YEAR 2004.
CHAPTER I the DETERMINATION of the ALLOCATION OF PUBLIC FUNDS by article 1 (1) the General Allocation Fund consists of:.,, a. General Allocation Funds to the province;

b. the General Allocation of funds for district/city.

.,, (2) the magnitude of the Public Allocation of funds for the financial year 2004 established 25.5% (twenty-five comma five percent) of the receipt of the domestic Budget revenues and Expenditures of the State fiscal year 2004 after reduced by receipt of the dibagihasilkan State to the region in the form of funds for the special allocation of Funds and Results sourced from Reforestation Funds.

CHAPTER II GENERAL ALLOCATION FUNDS CALCULATION of article 2, (1) the calculation of the allocation of Public Funds for each province and Kabupaten/Kota is done using the formula as set out in government regulation Number 104 in 2000 about the Equalization Fund as amended by government regulation Number 84 in 2001.
.,, (2) the calculation of the General Allocation Fund an area also consider Offsetting Factors in order to avoid the possibility of a decrease in the ability of the area in the financing burden of expenses that are the responsibility of the regions.

Article 5 use of the General Allocation Fund established by the region in accordance with the priority needs of the region in order to increase service and the well-being of the community in accordance with the purpose of granting autonomy to the region.

Section 6.,, (1) the Governor delivered a report on the use of Funds Allocated to the Public quarterly Finance Minister and Interior Minister, one month after the end of the quarter concerned.
.,, (2) the Bupati/Walikota conveys the General Allocation Fund usage reports quarterly to the Minister of finance and Minister of the Interior as well as the ditembuskan to the Governor as the representative of the Government in the area, one month after the end of the quarter concerned CHAPTER IV CLOSING PROVISIONS article 7 this presidential decree took effect on January 1, 2004.
