Provincial and District General Allocations/City of Budget Year 2004;

.,, SET: THE PRESIDENT ' S DECISION ON THE PROVINCIAL GENERAL ALLOCATION FUND AND THE KABUPATEN/CITY OF THE BUDGET YEAR 2004.

BAB I
THE ESTABLISHMENT OF THE GENERAL ALLOCATION FUND

Section 1
(1) The General Alocation Fund is made up of:
., a., a. The General Allocation Fund for the Province;
B. The General Alallocation Fund for the District/City.
.,, (2) The magnitude of the General Alallocation Fund for the 2004 Budget Year was set 25.5% (twenty-five percent five percent) of the State Budget Revenue and Shopping Year 2004 Budget Year after it was reduced by the acceptance of the State of the State Generate funds for the results and the Special Alocation Fund sourced from the Rebozation Fund.
.,, (3) The quantity of General allocation funds for the Province and County/City is set as follows:

., b. For County/City by 90% (ninety percent) of the General Alocation Fund as set forth in paragraph (2).

BAB II
CALCULATION OF THE GENERAL ALLOCATION FUND

Section 2
.,, (1) The calculation of the General Alocation Fund for each of the Province and County/City is conducted using the formula as specified in Government Regulation Number 104 of the Year 2000 on the Balance Fund as amended by Government Regulation Number 84, 2001.
.,, (2) The calculation of a Regional General Allocation Fund is also considering a Weighted Factor with the aim of avoiding the possibility of a decrease in Regional ability in the financing of the expenditure burden of being the responsibility of the Regions.
., (3) The Balancing Factor as referred to in paragraph (2) is based on the Minimum Alocation to the Regions which are taken into account in the form of lumpsum and based on the proportion of the shopping of civil servants being the burden of the Regions.
.,, (4) Special to the new Regency/City area the new exchange results first received the General Alocation Fund, the calculation of the General Alocation Fund calculated proportionally based on area area, population, and shopping of employees from the Regions Mother.

Section 3

BAB III
OTHER LAIN-CONDITIONS

Section 4
The implementation of the presentation of the General Alocation Fund as referred to in Article 3 of the paragraph (2) to each Province and District/City is further governed by the Decree of the Minister of Finance.

Section 5
Use of the General Alallocation Fund is set by the Regions according to the priority of the Regional needs in order to increase the service and welfare of the community in accordance with the purpose of granting autonomy to the Regions.

Section 6
.,, (1) The governor delivers a report on the use of the General Alocation Fund every quarter to the Minister of Finance and the Minister of the Interior, the slowest one month after the end of the corresponding quarterly.
.,, (2) The Regent/Mayor addresses the use of the General Alocation Fund every quarter to the Minister of Finance and the Minister of the Interior as well as being exhaled to the Governor as the representative of the Government in the Regions, the slowest one month after the end The quarter is concerned.

The President ' s decision came into force on 1 January 2004.
