.,, b. that having regard to the foregoing matters and economic capabilities, potential development areas, socio cultural, social and political conditions, population, area, and other considerations, viewed the need to form the South Nias Regency, a Regency of Pakpak Bharat, Humbang Hasundutan Regency in North Sumatra Province;
.,, c. that with the formation of the County as the letter b, will be able to encourage the improvement of services in the areas of governance, development, and community, as well as provide capabilities in harnessing the potential of the region;
.,, d. that based on considerations as referred to in letter a, letter b, letter c, and the need to establish laws on the formation of the South Nias Regency, a Regency of Pakpak Bharat, Humbang Hasundutan Regency;

Together with the approval of the HOUSE of REPRESENTATIVES of the REPUBLIC of INDONESIA and the PRESIDENT of the REPUBLIC of INDONESIA DECIDES:.,, set: the law on the ESTABLISHMENT of the SOUTH NIAS DISTRICT, PAKPAK BHARAT HUMBANG HASUNDUTAN REGENCY, NORTH SUMATRA PROVINCE.
CHAPTER I GENERAL PROVISIONS article 1 In this law is the:.,, 1. Area is referred to in article 1 subparagraph i of Act No. 22 of 1999 on local governance.
., ,2. North Sumatra is referred to in Act No. 24 of 1956 on the establishment of the autonomous region province of Atjeh and the rule change the formation of North Sumatra Province.
., ,3. Nias Regency and North Tapanuli Regency is referred to in the Emergency Law number 7 of 1956 on the establishment of Autonomous counties in North Sumatra Province.
., ,4. Dairi Regency is referred to in Act No. 15 of 1964 on the establishment of District Regencies Dairi.
CHAPTER II establishment, TERRITORIAL BOUNDARIES, and the CAPITAL Chapter 2 With this Act established South Nias Regency, a Regency of Pakpak Bharat, Humbang Hasundutan Regency in North Sumatra Province in Indonesia Republic unitary State.

Article 3 South Nias Regency came from parts of Nias district, consisting of: a. the Lolomatua Subdistrict;

b. Sub Gomo;

c. Lahusa Subdistrict;

Hibala Subdistrict d.;

e. Stone Islands Subdistrict;

Teluk Dalam Subdistrict f.;

g. Amandraya Subdistrict; and h. subdistrict of Lolowa'u.

Article 4 Pakpak Bharat came from parts of the counties of the Dairi, comprising: a. Sitellu Urang Jehe Rope Subdistrict;

b. the Sub District of the Kingdom; and c. Subdistrict Salak.

Humbang Hasundutan Regency article 5 originates from parts of North Tapanuli Regency consists of: a. the Sub-District of Parlilitan;

b. Sub Pollung;

c. Sub Baktiraja;

Paranginan Subdistrict d.;

e. Subdistrict Bucky Nihuta;

f. Dolok Sub Bun;

g. Sijama Polang Subdistrict;

h. Sub Onan Ganjang;

i. Pakkat Subdistrict; and j. subdistrict of Tarabintang.

Section 6.,, (1) with the formation of the South Nias district as referred to in article 2, the region of Nias District reduced to the territory of the South Nias district as referred to in article 3.

Article 7 (1) South Nias Regency has territorial boundaries:.,,.,, a. South borders the Subdistricts Tarabintang Regency Humbang Hasundutan and Kecamatan Manduamas Central Tapanuli Regency; and, d.., West of Aceh Singkil Regency is bordered by the province of Nanggroe Aceh Darussalam. (3) County of Humbang Hasundutan has territorial boundaries:.,,.,, a. North borders the Subdistricts Sianjur Mula Mula and Sub, sub Daily Palipi Toba Samosir Regency;
.,, b. East bordered by the estuaries of the subdistrict, district Siborong-entire stock, and North Tapanuli Regency Pagaran Subdistrict;
.,, c. southern borders the North Tapanuli Regency Parmonangan Sub and Sub Sub, Sorkam and Barus, Tapanuli Tengah Regency Manduamas Subdistrict; and, d.., the West is bordered by the Manduamas Subdistrict of Central Tapanuli Regency and Pakpak Bharat Regency Salak Subdistrict.

.,, (5) the Minister of the Interior and the Governor of North Sumatra doing coaching, supervision, evaluation, facilitation and performance against the acting Regent in carrying out the duties of the Government, the process of charging a member of the House of representatives of the region, and the election of the Regent/Vice Regent.

.,, (2) implementation of the submission, as referred to in paragraph (1), must be completed at the latest within a period of 1 (one) years counted since the inauguration of the district and the appointment of the acting Regent South Nias, the acting Regent of Pakpak Bharat Humbang Hasundutan and Acting Regent.
.,, (3) in case of delivery of goods as referred to in paragraph (1) and paragraph (2) is not implemented, Pe-merintah South Nias district, Pakpak Bharat Humbang Hasundutan Regency, and can conduct legal efforts.
Article 16.,, (1) the funds necessary for the smooth conduct of the Government, the implementation of development, and service to the community charged to Nias Regency, Regency Dairi, and North Tapanuli Regency until the establishment of the budget of income and Expenditure Area South Nias Regency, a Regency of Pakpak Bharat, Humbang Hasundutan Regency.

.,, (4) North Sumatra provincial Government allocates budget costs through revenue and Budget Shopping Area in North Sumatra Province to support the activities of Government and development up to the establishment of the budget Revenue of regional Shopping Districts-the newly formed County.
Article 17.,, (1) before the South Nias Regency, set local regulations and decisions pelaksa-naan as Regent of this Act, all local regulations and decisions of the Nias Regent, remain in force and implemented by the Government of the South Nias Regency.
.,, (2) prior District, Pakpak Bharat set local regulations and the decision of the Regents as a pelak-sanaan of this Act, all local regulations and the decision of the Regents Dairi, remain in force and be implemented by the Government of Pakpak Bharat.
.,, (3) before the Regency of Humbang Hasundutan, setting local regulations and the decision of the Regents as the implementation of this Act, all local regulations and the decision of the Governors of North Tapanuli, remain in force and be implemented by the Government of the Regency of Humbang Hasundutan.
.,, (4) With the enactment of this Act, all local regulations and decisions of the Nias Regent, Regent Bupati Tapanuli Utara and Dairi should be adapted to this Act.
CHAPTER VI CLOSING PROVISIONS Article 18 at the time of the enactment of this Act, all laws and regulations that are not in accordance with this Act stated does not apply.
