PRESIDENT OF THE REPUBLIC OF INDONESIA,
.,, weighed: a. that Rutin Spending and Development Spending of the Year 2004 Budget as referred to in Law Number 28 of 2003 concerning the State Budget and State Shopping Budget 2004 need to be further detailed into sectors, subsectors, program, activities for routine spending and projects for the expenditure of the Department/Institution in question;
., b. that based on the consideration as referred to in the letter a, it needs to set the President 's Decision on the Details of the Rutin' s Spending and the Budget Year 2004
.,, Given: 1. Section 4 of the paragraph (1) and Article 23 of the Basic Law of 1945 as amended by the Fourth Amendment of the Basic Law of 1945;
., 2. Law Number 17 Year 2003 on State Finance (State Sheet Indonesia Year 2003 Number 47, Additional Gazette State Number 4286);
., 3. Law No. 28 of 2003 on Budget and State Shopping of the Budget Year 2004 (leaf of State of the Republic of Indonesia in 2003 Number 139, Additional Gazette number 4337);

. .5. President's decision No. 42 of 2002 on the Guidelines for the Implementation of the Budget and Shopping of the State (the State Sheet of the Republic of Indonesia in 2002 Number 73, Additional Gazette Number 4212);

.,, SET: THE PRESIDENT ' S DECISION ON THE DETAILS OF ROUTINE SPENDING AND DEVELOPMENT SPENDING YEARS OF THE 2004 BUDGET.
Section 1
., (1) Rutin Spend and Development Budget Year 2004 as referred to in Section 8 of the paragraph (2) and paragraph (3) Act No. 28 of 2003, detailed into sectors, subsectors and programs as specified in Annex I and Appendix II of this Presidential Decree.
.,, (2) The details as referred to in paragraph (1) are further up to the activities for routine spending and into the project for development expenditure according to each Department/Institution as specified in Annex III and Appendix IV of the Decree of this President.
Section 2
.,, (1) The shift in and or between activities as well as between programs is performed in accordance with the provisions referred to in Section 26 and Section 27 of the Presidential Decree No. 42 of 2002.
.,, (2) The shift in the amount of costs in one or between projects as well as between programs is performed in accordance with the provisions referred to in Article 43 of the Presidential Decree No. 42 of 2002.
Section 3
The provisions required in order for the implementation of this President ' s Decision, are set further by the Minister of Finance.
Section 4
This President's decision came into effect on the designated date and has receded power since 1 January 2004.
