Back of the INDONESIAN PRESIDENTIAL DECREE number 22 of 2006 ABOUT the TEAM COORDINATING the ACCELERATION of the CONSTRUCTION of the FLATS in the URBAN AREAS with the GRACE of GOD ALMIGHTY the PRESIDENT of the REPUBLIC of INDONESIA,.,, Considering: a. that to meet the needs of housing for the lower middle income community with emphasis on land use efficiency and structuring settlements in urban areas through the construction of flats, is seen already very urgent;
.,, b. that the construction of flats are decent, healthy and affordable, particularly for low-income communities in urban areas referred to, is still running slow so that the necessary steps for acceleration of development;
.,, c. that the acceleration of the construction of these flats need to be done in a purposeful and coordinated between government agencies, by involving the role and participation of business entities and the public;
., d., that with respect to the consideration referred to in letter a, letter b, letter c and seen the need to establish a coordinating Team Development acceleration of Flats in urban areas, by Presidential Decree;
.,, Considering: 1. Article 4 paragraph (1) of the Constitution of the Republic of Indonesia in 1945;

., ,3. Government Regulation No. 4 in 1988 About Flats (Gazette of the Republic of Indonesia number 7 in 1988, an additional Sheet of the Republic of Indonesia Number 3372);
DECIDED:.,, define: PRESIDENTIAL DECREE ABOUT the TEAM COORDINATING the ACCELERATION of the CONSTRUCTION of FLATS in URBAN AREAS.

First:.,, 1. Koodinasi formed a team of Acceleration development of Flats in urban areas, which is henceforth in this presidential decree called Team coordination, to speed up the construction of flats in urban areas in order to meet the need for housing for people on low incomes.
., ,2. Urban areas referred to in number 1 priority, include urban areas with a population of over 1.5 million.

Second: under the Coordination Team and is responsible to the President.

Third: Coordination Team on duty:.,, a. formulate policies, strategies and programs of acceleration development of flats in urban areas;
.,, b. set of strategic measures are needed in the framework of implementation of the acceleration of the construction of flats in urban areas;
.,, c. coordinate, monitor, and evaluate the implementation of the policy of accelerating the construction of flats in urban areas by related Ministers and local government;
.,, d. establish measures settling problems in the fields of licensing, taxation, financing and land, infrastructure associated with the acceleration of the construction of flats in urban areas;
.,, e. giving directives to the team of Regional Coordination in the framework of the acceleration of the construction of flats in urban areas.

Four: 1. Composition of the membership of the Coordination Team is as follows:.,, a. Chairman and interim Member: Coordinating Minister for the economy;

b. Chairman and interim members: State Minister of public housing;., Member, c.: 1. Minister of the Interior;

2. The Minister of finance;

3. the Minister of public works;

4. the Minister of Social Affairs;

5. the Minister of defence;

6. State Minister of national development planning/national development Planning Agency Head;

7. The head of the National Defense Agency;

8. the Director of the State Savings Bank; d. Secretary-i: Housing Minister of State Secretary;., Sekrtetaris e., II: Deputy Coordinating Minister for the economy and infrastructure of the Field development of the region;
., ,2. Venue Coordination Team tasks everyday, assisted by the implementing Team, chaired by the Chairman.
., ,3. The implementing Team membership as outlined in Figure 2, consist of elements of Echelon I, relevant agencies and other related parties, set forth by the Chairman of the Coordination Team.
., ,4. To support the implementation of its work, the secretariat assisted by the Coordination Team, which functionally is done by work unit at the Ministry of State Housing.

Fifth: in carrying out its work, the Coordination Team may:.,, 1. invite agencies, local governments or certain officials that the scope of the duties and responsibilities related to the acceleration of the development efforts of the flats in the urban areas;
., ,2. ask for input from the business entities associated with the construction of flats;
., ,3. held consultations with communities, community organizations, professional organizations, universities and other parties deemed necessary;

SIXTH:.,, 1. to help the smooth implementation of the Coordination Team, the Governor formed a team of Regional Coordination For the acceleration of the construction of Flats in urban areas, which is henceforth in this presidential decree called the Coordination team of the region;
., ,2. Regional Coordination team as outlined in Figure 1, is known by the Governor and composed of elements of the Government of the province, Kabupaten/Kota Governments and related government officials deemed necessary, as well as the business entity;
., ,3. Regional Coordination team to formulate the policies, strategies, and programs as well as a set of measures of the problem solving efforts are accelerating the construction of flats in urban areas on its territory in accordance policy, strategy and the guidelines and directives laid down by the Coordination Team.
., ,4. Regional Coordination team reports the implementation task periodically every 3 (three) months to the Coordination Team.

SEVEN: in terms of the local Government of certain Provinces will do the construction of flats outside the territory of the province, can be done through cooperation with the local governments of provinces in the region in question pursuant to applicable legislation.

EIGHTH: the mechanism and the team work coordination, Managing the team, the Secretariat and the Regional Coordination Team, organized by the Chair of the team further coordination.

NINTH: the team coordinating the work programmes as well as the development of reporting on the implementation of its work periodically every 3 (three) months or at any time to the President.

TENTH:.,, 1. All the costs necessary for the implementation of task Coordination Team charged to the State Budget at the Ministry of State Housing.
., ,2. Any costs which are necessary for the implementation of Regional Coordination team is charged to the income and Expenditure budget of the regions concerned.

ELEVENTH: further Provisions necessary for the implementation of this decision of the President, established by the Coordinating Minister for the economy as the Chair of the Coordination Team.

TWELFTH: this presidential decree took effect on the date set.
