MAYOR CIREBON,

Draws: a. that under the Regional Regulation No. 11 of 2004 on the Establishment of the Regional Secretariat and the Secretariat of the Regional People's Representative Council on the Government of Cirebon, as amended by the Regional Regulation No. 10 Year 2007 has been formed. Cirebon City Government Area Device;

b. that with the publication of Government Regulation No. 38 of 2007 on the Division of Government Affairs between the Government, Provincial Government and the District/City Local Government and

Government Regulation No. 41 of 2007 on The Regional Device Organization, then the need for a thorough realignment of the Regional Devices in the Government of Cirebon City;

c. that to facilitate the rule of settings is seen as necessary to reshape the device. Regional Secretariat and Secretariat of the Regional People's Representative Council on Government The city of Cirebon set out in the Regional Regulations;

SET: THE REGIONAL REGULATIONS ON THE REGIONAL SECRETARIAT AND THE COUNCIL SECRETARIAT OF THE LOCAL PEOPLE' S COUNCIL ON CIREBON CITY GOVERNMENT.

BAB I

provisions of UMUM

Article 1

In this Region Regulation referred to:

1. City is City of Cirebon. 2. The city government is the Government of Cirebon City.

3. The Regional People's Representative Council, which next can be abbreviated to the DPRD is the Regional People's Representative Council of the City of Cirebon.

4. The Mayor is Mayor of Cirebon. 5. The Deputy Mayor is Deputy Mayor of Cirebon. 6. Area Device or Regional Device Workspace is

organization/institution on the Local Government responsible to the Regional Head in order to organize a government consisting of the Regional Secretariat, Regional Service, The Regional Technical Institute, Pamong Praja Police Unit, Integrated Perijinan Service Office, Subdistrict and Kelurahan in accordance with the Regional needs.

7. The Regional Secretariat is the Regional Secretariat of the City of Cirebon as an auxiliary element of the City Government leadership, consisting of the Regional Secretary, Assistant, Section, Sub-Section and Functional Office Group.

8. The Regional Secretary is the Regional Secretary of the City of Cirebon. 9. The DPRD Secretariat is an element of the DPRD ministry, consisting of

The Secretary of the Council, Section, Sub Section and Functional Office Group.

10. The Secretary of the Council is the Secretary of the People's Representative Council of the City of Cirebon.

11. A facilitator is an attempt to empower regional devices, vertical agencies and or society in their field of duty through the granting of guidelines, guidance, training, direction and supervision.

12. A functional office group is a member of the Civil Servlet Group that is assigned the task, authority and rights in full by authorized officials to perform activities in accordance with the profession and its expertise in order to support the agility of the principal task. CHAPTER II OF THE FORMATION

Article 2

With the Regulation of this Region the Organization of the Regional Devices on the City Government, that is: 1. Area Secretariat; and 2. Secretariat of the Regional People's Representative Council.

Article 3

(1) Details of Organization, Occupation, Pokok Task, and the Functions of the Regional Secretariat and the Secretariat of the House of Representatives of the Regions formed on the Government The city, as referred to in Article 2 of the Regional Regulations, is: I. The Regional Secretariat, consisting of :

-The Regional Secretary, brings it: 1. Assistant Government and People's Welfare,

oversees: 1.1. General Government Administration section,

oversees: a. Sub-Section of Cooperation and Duty of the Host; b. Subsections of the Governance; and c. Sub Section of the Occupation and Agrarian.

1.2. The People's Welfare Administration, which is a part of it. Sub-Education and Health; b. Social Subsection, Workforce and

Transmigration; and c. Women's Empowerment Subsection,

Family Planning and Religion. 1.3. The Correctional Administration section,

carries it: a. United Nations and Political Corps; b. Sub-Part Youth and Sports; and c. Community Empowerment Sub.

2. Assistant to the Economy and Development, bringing it up: 2.1. Construction Administration section,

oversees: a. The Sub-Development and Statistics (b). Subsections of Perrelationships and Jobs

General; and c. " Cultural and Tourism Sub-Part.

2.2. Natural Resources Administration, brought in: a. Subportion of Agriculture, Fisheries and

Oceans; b. Sub Parts of Energy and Mineral Resources;

and c. The Environment Subpart.

2.3. Administration of the Economy, bringing it up: a. Cooperative Subsection and Small Mikro Effort

Medium; b. Subportion of Capital Cultivation and

Trade Industry; and c. Regional Entity Subsection.

3. Assistant General Administration, deployed: 3.1. The Legal Section, bringing it:

a. A Subsection Of The Rules Of The Negotiations; B. Subportion of Legal Assistance; and c. Subsections Documentation and Library.

3.2. Parts of Organization and Tata Laksana, carry it: a. Institutional Subsections; b. Sub-section analysis of office and staffing

Regional Secretariat; and c. Sub-part of the layout and the Resources

Aparatur.

3.3. General section, bring it up: a. Subportion of the Household; b. Sub-Part Password and Telecommunications Subsection; and c. Subsections of Community Relations and

Protocol. 3.4. Equipment and Financial Parts,

oversees: a. Sub Section Administrative Procurement; b. Subsections of Pendayagunaan and

Regional Asset Control; and c. Sub-Section Finance of the Regional Secretariat.

4. Functional Position Group

Position:

The Regional Secretariat is an element of staff to assist the Mayor, led by a Regional Secretary, to be under and accountable to the Mayor. Subject task:

The Regional Secretariat has the principal task and the obligation to assist the Mayor in compiling policy and coordinating regional and regional technical agencies.

Function:

a. Drafting of the city government policy; b. coordinate the execution of regional service tasks and

area technical agencies; c. monitoring and evaluation of policy implementation

city governance; d. Administration and Government Administration

cities; and e. the execution of another task given by the Mayor

in accordance with the task of its function.

II. The Regional Secretariat of the Regional People's Representative Council, consisting of: -Secretary of the Regional People's Representative Council,

oversees:

1. General section, bring it up: a. Subportion of the Cloud Service; and b. Home Subsection.

2. Section Negotiations, bring it: a. Subsections of the Legal Product Review; and b. Data Processing and Documentation Sub-section.

3. The trial part, bring it up: a. Sub-Part Meeting and Protocol (s); and b. Subsections Treatise and Public Relations.

4. Finance, take care of it: a. Budget Subsections, Programs and Reporting; and b. Subportion of the Treasury.

5. Functional Position Group. The position:

The Secretariat of the DPRD is an element of service against the DPRD, led by a Secretary, technically operational to be under and responsible to the Chairman of the DPRD and administratively responsible. to the Mayor through the Regional Secretary.

The Pokok Task:

The Secretariat of the DPRD has a principal task of organizing the administration of secretariacy, financial administration, supporting the implementation of the task and function of the DPRD and providing and coordinating the resources required by the DPRD in accordance with regional financial capabilities.

Function: a. the administration of the secretariate of the DPRD; b. Staging the financial administration of the DPRD; c. the event of the DPRD meetings; and d. the provision and ordination of the expert power that

is required by the DPRD.

(2) The Structure of the Regional Secretariat Organization and the Secretariat of the Regional People's Representative Council as listed in the Appendix I and II constitute an inseparable part of the Regulation of this Region.

Article 4

With The regional regulations are organized by the Regional Organization of the City Government, namely: 1. Government Field Expert Staff; and 2. Economic and Development Expert Staff.

Section 5

(1) Occupation, Pokok Task and Expert Staff Function formed

on the Municipal Government as referred to in Article 4 of the Regional Regulations Here, that is:

1. The staff of the government field. Position:

The Government Field Expert Staff is a staff element in giving the palm as the field of duty is administratively coordinated by the Regional Secretary.

Pokok Task: Staff of the Governing Field It has a duty to provide a hand with the problems of the local government in accordance with the field Function: a. carrying out the collection of materials and data

2. Expert staff of the Economy and Development

CHAPTER III OF THE ORGANIZATION AND THE WORKFORCE

The Organization and the Regional Device Work on the Government of the City as referred to in Article 2 of these Regional Regulations are each established with the Regulation of the Republic of the City. Mayor.

CHAPTER IV FINANCING

Organization Financing The Regional Device or Regional Device Management on the City Government is derived from the City Regional Revenue and Shopping Budget and other authorized and non-binding sources.

CHAPTER V OF THE OTHER PROVISIONS

Article 8

With The Regulation of this Section, the Regional Regulation No. 11 of 2004 on the Establishment of the Regional Secretariat and the Regional Secretariat of the Regional People's Representative Council of the City of Cirebon, as amended by the Regional Regulation Number 10. 2007 on Changes to Regional Regulation No. 11 of 2004 on Establishment The Regional Secretariat and the Secretariat of the Regional People's Representative Council of the City of Cirebon, revoked and declared not in effect.

Article 9

These Regional Regulations came into effect effective at least in January 2009.

Article 10

This Regional Regulation will be evaluated after 1 (one) year in effect.

I. U M U M

With the enactment of Government Regulation No. 41

Year 2007 on the Organization of the Regional Devices designated and promulred on 23 July 2007, as the implementation of the provisions of Article 128 paragraph (1) and paragraph (2) Act Number 32 of the Year 2004 on Local Government, which is intended to provide clear direction and guidelines to regions in setting efficient, effective, and rational organizations in accordance with the needs and capabilities of the region as well as the Coordination, integration, synchronization and simplification and institutional communication between center and area, thus expected to compose an area device organization by considering the factors:-finance;-area needs;-task coverage that includes task objectives that must

be realized;-type and abundance task;-area of work and geographic conditions;-population and density;-the potential for the population;-the potential for business with business to
