.,, weighed: a. that to spur the progress of North Sumatra Province in general and Nias Regency in particular as well as the presence of aspiration in the community, there needs to be increased governance, implementation of development, and service. public to accelerate the well-being of society's welfare;

., c. that the establishment of the City of Gunungsitoli aims to improve services in the areas of governance, development, and society, and may provide capability in the utilization of potential areas;
., d. that under consideration as intended in the letter a, the letter b, and the letter c need to form an Act on the Establishment of Gunungsitoli City in North Sumatra Province;

BAB I
UMUM PROVISIONS
Section 1
In this Act referred to:
., 1. The central government, subsequently called the Government, is the President of the Republic of Indonesia which holds the power of government of the Republic of Indonesia as referred to in the Basic Law of the Republic of Indonesia in 1945.
., 2. An autonomous region, next called the area, is a unity of the legal society that has the boundaries of the region that authorities regulate and take care of the affairs of government and the interests of the local community according to its own initiative based on aspiration People in the State of the Republic of Indonesia system.

With the formation of the City of Gunungsitoli as referred to in Article 2, the region of Nias Regency is reduced by the territory of Gunungsitoli City as referred to in Article 3.

(1) The City of Gunungsitoli has the boundaries of the region:

The first financing of the election of the Mayor and Deputy Mayor Gunungsitoli as referred to in Article 9 of the paragraph (1) is charged on the Budget and Shopping Budget of the District of Nias Regency and the Provincial Regional Revenue and Shopping Budget North Sumatra.
Section 11

(7) Assets and documents as referred to in paragraph (1) and paragraph (3) include:

.,, (8) If the submission and transfer of assets and documents as referred to in paragraph (7) is not implemented by the Regent Nias, the Governor of North Sumatra as the vice-government is obliged to complete.
.,, (9) The implementation of the transfer of personnel as well as the submission of assets and documents as referred to in paragraph (1) is reported by the Governor of North Sumatra to the Minister of the Interior.
BAB VI
REVENUE, REBALANCING FUND ALLOCATION,
GRANT, AND THE HELP OF THE FUND
Section 14
.,, (1) The City of Gunungsitoli is entitled to obtain the allocation of balancing funds in accordance with the laws.
.,, (2) In the balance funds as referred to in paragraph (1), the Government allocates special allocation funds of the government infrastructure in accordance with the laws.
Section 15
.,, (1) The Government of Nias Regency in accordance with its nod provides monetary grant to support the activities of the government of North Nias Regency by Rp5,000.000.00 (five billion rupiah) as well as for the second year adjusted to Nias regency financial capability and for the implementation of the election of the Regent and the Vice Regent of the North Nias first amounted to Rp2,500,000.00 (two billion five hundred million rupiah).
.,, (2) The Government of North Sumatra Province provides funding assistance to support the activities of the governance of Gunungsitoli City and for the implementation of the election of the Mayor and Deputy Mayor Gunungsitoli was first adapted to the capability Province of North Sumatra Province.

.,, (7) Acting Mayor Gunungsitoli delivered a report of the responsibility of the realization of the use of grant funds and aid funds as referred to in paragraph (1) and verse (2) to the Governor of North Sumatra.
Section 16
Acting Mayor Gunungsitoli is obligated to do regional financial entrepreneurship in accordance with the laws.
BAB VII
COACHING
Section 17
., (1) To fectest the holding of local government, the Government and Government of the Province of North Sumatra conducted the coaching and facilitation specifically against Gunungsitoli City within 3 (three) years since its inauguration.
.,, (2) After 3 (three) years since its inauguration, the joint Government of the Governor of North Sumatra conducted an evaluation of the holding of the Gunungsitoli City Government.

BAB VIII
THE TRANSITION PROVISION

.,, (1) Before the creation of the Regional House of Representatives, the Acting Mayor Gunungsitoli compiled the Mayor ' s Regulation Design on Gunungsitoli Regional Revenue and Shopping Budget for the next budget year.
.,, (2) The draft Regulation of Mayor Gunungsitoli as referred to in paragraph (1) was exercised after it was passed by the Governor of North Sumatra.
.,, (3) The enactment and designation of the Mayor of Gunungsitoli Regulation as referred to in paragraph (2) is exercised in accordance with the laws.
Section 19
Before the Government of Gunungsitoli set the rules and regulations of the mayor as the implementation of this law, all regional regulations and the Rule of the Bupati of Nias as long as do not conflict with this law remain in force and effect. was implemented by the Gunungsitoli City Government.
BAB IX
CLOSING PROVISIONS
Section 20
At the time the Act goes into effect, all the provisions in the laws related to Gunungsitoli City must be adjusted to this Act.
Section 21
Further provisions as implementation of this Act are governed by the laws.
Section 22
This Act goes into effect on the promulgable date.

I. UMUM
.,, North Sumatra Province which has an area of ± 72,981.23 km² with residents in 2007 amounted to ± 13,319,525 inhabitants, consisting of 21 (twenty-one) counties and 7 (seven) cities, needing to spur an increase in governance The area in order to consolidate the State of the Republic of Indonesia.
