CHAPTER I GENERAL PROVISIONS article 1 In this law is the:.,, 1. Central Government, hereinafter referred to as the Government, is the President of the Republic of Indonesia that holds the powers of the Government of the Republic of Indonesia as stipulated in the Constitution of the Republic of Indonesia in 1945.
., ,2. The autonomous region, hereinafter referred to as the area, is the unity of Community law which has territorial boundaries which authorities manage and administer the Affairs of Government and the interests of the local community according to its own initiative on the basis of the aspirations of the community in the system of unitary State of the Republic of Indonesia.

North Sumatra Province is a province referred to in Act No. 24 of 1956 on the establishment of the autonomous region Province of Aceh and the rule change the formation of the North Sumatra Province jo. Government Regulation Number 21 of 1950 on the establishment of the area of the province (State Gazette of the Republic of Indonesia Number 64 in 1956, an additional Sheet of the Republic of Indonesia Number 1103).

Nias Regency is a Regency (kabupaten) as stipulated in Act No. 7 of the formation of 1956 Drt Autonomous counties in the neighborhood area of North Sumatra Province (State Gazette of the Republic of Indonesia Number 58 in 1956 Year Lambaran Republic of Indonesia Number 1093), which was the original county town of Gunungsitoli.

.,, (6) salaries and fringe benefits of civil servants as referred to in paragraph (4) has not been established during the budget revenue and Shopping Area of the city of Gunungsitoli charged to income and expenditure budget of the origin of a work unit of the personnel concerned in accordance with the legislation. (7) the assets and documents referred to in subsection (1) and subsection (3) includes:.,,.,, a. owned and/or controlled goods moving or not moving and/or utilized by the Government of the city of Gunungsitoli in Gunungsitoli Town area;

CHAPTER VI income, EQUALIZATION FUNDS ALLOCATION, grants, and ASSISTANCE FUNDS Article 14.,, (1) the city of Gunungsitoli is entitled to Equalization Fund allocation in accordance with the legislation.

.,, (4) if the Government does not meet the Nias Regency kesanggupannya grant in accordance with the provisions referred to in subsection (1), the Government reduced the allocation of Funds to public acceptance of the Nias Regency to be given to the Government of the city of Gunungsitoli.
.,, (5) when the provincial Government of North Sumatra does not meet the kesanggupannya provide assistance funds in accordance with the provisions referred to in subsection (2), the Government reduced the General Allocation Fund reception in North Sumatra Province to be given to the Government of the city of Gunungsitoli.

.,, (7) the Acting Mayor of Gunungsitoli delivered a report on accountability for the realization of the use of the grant and the grant referred to in subsection (1) and paragraph (2) to the Governor of North Sumatra.
