CHAPTER I GENERAL PROVISIONS article 1 In this law is the:.,, 1. Central Government, hereinafter referred to as the Government, is the President of the Republic of Indonesia that holds the powers of the Government of the Republic of Indonesia as stipulated in the Constitution of the Republic of Indonesia in 1945.
., ,2. The autonomous region, hereinafter referred to as the area, is the unity of Community law which has territorial boundaries which authorities manage and administer the Affairs of Government and the interests of the local community according to its own initiative on the basis of the aspirations of the community in the system of unitary State of the Republic of Indonesia.
., ,3. Papua Province was a province of West Irian as stipulated in Act No. 12 Year 1969 about the formation of the autonomous province of West Irian and the autonomous province of West Irian (State Gazette of the Republic of Indonesia Number 47 in 1969, an additional Sheet of the Republic of Indonesia Number 2907) jo. Act No. 21 of 2001 on special autonomy for Papua Province (State Gazette of the Republic of Indonesia Number 135 in 2001, an additional Sheet of the Republic of Indonesia Number 4151).
., ,4. Jayawijaya Regency is a Regency (kabupaten) as stipulated in Act No. 12 Year 1969 about the formation of the autonomous province of West Irian and the Autonomous Province of West Irian (State Gazette of the Republic of Indonesia Number 47 in 1969, an additional Sheet of the Republic of Indonesia Number 2401), which is the original Lanny Jaya Regency.
CHAPTER II establishment, COVERAGE AREA, BORDERS, and is considered part of CAPITAL Formation article 2 With this law formed in the Lanny Jaya region of Papua Province in a unitary State the Republic of Indonesia.

.,, (5) if within 1 (one) year as referred to in paragraph (2) has not been elected and not appointed Regent definitive, Minister of internal affairs can lift back the acting Regent for 1 (one) time the next longest term of 1 (one) year or replace it with another acting in accordance with the legislation.

.,, (9) the implementation of the transfer of personnel as well as the delivery of assets and the documents referred to in subsection (1) is reported by the Governor of Papua to the Minister of the Interior.
CHAPTER VI income, EQUALIZATION FUNDS ALLOCATION, grants, and ASSISTANCE FUNDS Article 15.,, (1) Lanny Jaya are entitled to Equalization Fund allocation in accordance with the legislation.
.,, (2) in fund balances referred to in paragraph (1), the Government allocates funds a special allocation of infrastructure in accordance with government regulations.
Article 16.,, (1) the Government of the Jayawijaya Regency in accordance with kesanggupannya gives grants in the form of money to support the activities of the Organization of the Government of Lanny Jaya at Rp RP 10.000.000.000 (ten billion rupiah) each year during the 2 (two) years in a row.
.,, (2) the Government of Papua Province to provide assistance fund to support the activities of the Organization of the Government of Lanny Jaya at Rp RP 5 billion (five billion dollars) every year for the past two years in a row.
.,, (3) the awarding of the grant referred to in subsection (1) and the grant of aid as referred to in paragraph (2) was started since the inauguration of the acting Regent Lanny Jaya.
.,, (4) In the Jayawijaya Regency does not meet kesanggupannya grant in accordance with the provisions referred to in subsection (1), the Government reduced the allocation of funds to public acceptance of the Jayawijaya Regency Government to give to Lanny Jaya.
.,, (5) when the Papua Province did not meet the kesanggupannya provide assistance funds in accordance with the provisions referred to in subsection (2), the Government reduced the allocation of funds to public acceptance of Papua Province to be given to the Government of Lanny Jaya.
.,, (6) the acting Regent Lanny Jaya delivered a realization grant referred to in subsection (1) to Jayawijaya Regent.
.,, (7) the acting Regent Lanny Jaya delivered a report of accountability for the realization of the use of the grant and the grant referred to in subsection (1) and paragraph (2) to the Governor of Papua.
Article 17 the acting Regent Lanny Jaya obligated the administering regional finance perform in accordance with the legislation.

CHAPTER VII CONSTRUCTION of Article 18.,, (1) To streamline the Organization of local governance, the Government and the Government of Papua Province doing coaching and facilitation in particular against Lanny Jaya within 3 (three) years since it was inaugurated.

Formation of Lanny Jaya which is an expansion of the Jayawijaya Regency consists of 10 (ten) of the district, namely the District of Tiom District, Pirime District, Makki, the district, the district Gamelia Dimba, Tiomneri District, Melagineri District, Balingga District, Kuyawage District and District Poga. Lanny Jaya Regency has an area of whole ± 2,248 km2 with a population of 89,332 inhabitants.
.,, With the formation of Lanny Jaya as autonomous region of Papua Province, the Government is obliged to assist and facilitate the establishment of institutional Representatives of the regional and other regions that efficiently and effectively in accordance with needs and capabilities, as well as assist and facilitate the transfer of personnel, transfer of assets and documents for the purpose of organizing local governance in order to improve public services and accelerate the attainment of community welfare in the Regency Lanny Jaya.
.,, In carrying out autonomous region, Lanny Jaya need to conduct various economic improvement efforts, preparation of infrastructure governance, empowerment, and the improvement of human resources, as well as the management of natural resources in accordance with the legislation.
