CHAPTER I GENERAL PROVISIONS article 1 In this law is the:.,, 1. Central Government, hereinafter referred to as the Government, is the President of the Republic of Indonesia that holds the powers of the Government of the Republic of Indonesia as stipulated in the Constitution of the Republic of Indonesia in 1945.
., ,2. The autonomous region, hereinafter referred to as the area, is the unity of Community law which has territorial boundaries which authorities manage and administer the Affairs of Government and the interests of the local community according to its own initiative on the basis of the aspirations of the community in the system of unitary State of the Republic of Indonesia.
., ,3. Papua Province is a province referred to in Act No. 12 Year 1969 about the formation of the Autonomous Province of West Irian and Autonomous counties in West Irian Province (State Gazette of the Republic of Indonesia Number 47 in 1969, an additional Sheet of the Republic of Indonesia Number 2907) jo. Act No. 21 of 2001 on special autonomy for Papua Province (State Gazette of the Republic of Indonesia Number 135 in 2001, an additional Sheet of the Republic of Indonesia Number 4151).

Paniai Regency is a Regency (kabupaten) as stipulated in Act No. 45 of 1999 regarding the establishment of Central Irian Jaya Province, West Irian Jaya Province, Regency of Paniai, Mimika regency, a Regency of Puncak Jaya town of Sorong and (State Gazette of the Republic of Indonesia year 1999 Number 173, additional sheets of the Republic of Indonesia Number 3894), which is the origin of the Regency Intan Jaya Regency.
CHAPTER II establishment, COVERAGE AREA, BORDERS, and is considered part of CAPITAL Formation article 2 With this legislation formed the Regency Intan Jaya Regency in the province of Papua in a unitary State the Republic of Indonesia.

o. Organization of other basic services; and p. other mandatory Affairs mandated by legislation.

(7) the assets and documents referred to in subsection (1) and subsection (3) includes:.,,.,, a. owned and/or controlled goods moving or not moving and/or utilized by the Government of the Regency Intan Jaya Regency in Intan Jaya;
.,, b. Area owned enterprises (BUMD) Paniai Regency that position, activities, and its location in the Regency Intan Jaya;
.,, c. Paniai Regency, the debts of its usefulness to the Regency Intan Jaya; and, d.., documents and archives which because of its nature required by the diamond District.
.,, (8) if the surrender and transfer of assets as well as the documents referred to in subsection (7) is not implemented by the Regent of Paniai, Papua Governor as the representative of the Government must solve them.
.,, (9) the implementation of the transfer of personnel as well as the delivery of assets and the documents referred to in subsection (1) is reported by the Governor of Papua to the Minister of the Interior.
CHAPTER VI income, EQUALIZATION FUNDS ALLOCATION, grants, and ASSISTANCE FUNDS Article 15.,, (1) Regency Intan Jaya are entitled to Equalization Fund allocation in accordance with the legislation.
.,, (2) in fund balances referred to in paragraph (1), the Government allocates funds a special allocation of infrastructure in accordance with government regulations.
Article 16.,, (1) Paniai Regency Government in accordance with kesanggupannya gives grants in the form of money to support the activities of the Organization of the Government of the Regency Intan Jaya at Rp RP 30.000.000.000 (thirty billion dollars) every year for the last three (3) consecutive years as well as for the implementation of the election of the Regent and Vice Regent of Deiyai was first adapted to the financial ability of Paniai Regency area.

.,, (4) In Paniai Regency Government did not meet the kesanggupannya grant in accordance with the provisions referred to in subsection (1), the Government reduced the general allocation Districts receiving funds to give to the Paniai Regency Intan Jaya Government.
.,, (5) when the provincial Government of Papua did not meet the kesanggupannya provide assistance funds in accordance with the provisions referred to in subsection (2), the Government reduced the allocation of funds to public acceptance of Papua Province to be given to Intan Jaya Regency Government.

.,, (7) the acting Regent Intan Jaya delivered a report of accountability for the realization of the use of the grant and the grant referred to in subsection (1) and paragraph (2) to the Governor of Papua.

.,, With the formation of the Regency Intan Jaya as autonomous region of Papua Province, the Government is obliged to assist and facilitate the establishment of institutional Representatives of the regional and other regions that efficiently and effectively in accordance with needs and capabilities, as well as assist and facilitate the transfer of personnel, transfer of assets and documents for the purpose of organizing local governance in order to improve public services and accelerate the attainment of community welfare in the Regency Intan Jaya.

II.
