22. A Verification Team is a team that is authorized to perform verification activities consisting of representatives from the Ministry of State of the People's Housing and Finance Ministry based on the Decree of the Minister of State of the People's Housing.

23. Verification is an administrative activity that includes the completeness and correctness and the suitability of the recipient of a subsidy recipient.

24. THE INSTITUTION AND ROLE DIVISION

B. The role of the Institution involved

1. DBP, DBPF, PPP, DJA, and DJP are responsible for the creation of programs, provisioning, verification, thawing, and control (monitoring, evaluation, and hand-down) implementation of housing subsidies.

2. The LPK is responsible for the issuer of subsidised KPR, the provision of credits/loans and the housing of housing subsidy funds.

BAB III

STAGES OF EXECUTION

A. Stage Preparation

The preparation phase begins with notice to the LPK about the Housing and Settlement Programs with the Support of the Subsidy Facility

Housing through KPRSH, awarding the opportunity to the LPK to propose a willingness and willingness to publish KPRSH, as well as the signing of a Memorandum of Understanding/Joint Agreement (MoU) and the Agreement Operational Cooperation (PKO). People ' s Housing with Lead Director/Board Director/Chairman of the LPK Managing Director of Housing Financing Program and Settlement with Support of Housing Subsidizal Facilities via the Healthy Simple House Ownership Credit (KPRSH), and/or;

b. PKO signing between the Acting Eselon I Ministry of State Housing People with the Principal Director/Board Director/Chairman of the LPK Managing as a follow-up to the signing of the MoU as referred to in the letter a.

B. The implementation phase of the implementation phase is the start of the issuer of the KPR Subsidiuation by the Managing LPK until the thawing of the subsidy. Details of the implementation phase as follows: 1. The Subsidised KPR Software and Verification Request.

a. LPK Executor publishes subsidised KPR to the debtors that meet the provisions;

b. LPK Executors calculate the housing subsidy that is the right of the debtor according to the selected skim;

c. The Acting LPK submitted a verification request as the process of the thawing of the housing susbidi funds to the State Ministry of Public Housing for the Subsidised KPR, which was published;

d. Verify that the Cloud Service can be used as part of the Cloud Service for the Cloud Service, including the following: field checking;

e. The Verification team conducts a number of subsidised amounts of subsidies that are entitled to the debtor and is poured in the Show News (BA) Verify, with regard to: 1). Advance subsidy payments were conducted at once in the first year

The KPR subsidied; 2). Subsidised payments with IO-BP subsidy combined with

Interest margin or Interest Margin Subsidy without the IO-BP combination paid annually during the subsidy period; a). The nominal value of the first-year housing subsidy value

was done using the subsidied interest rate set by the State Minister of the People's Housing;

b). The nominal value of the second year housing subsidy value and so on is also carried out using the subsidiated interest rate set by the Minister of State of the People's Housing and the payment of the housing subsidy of the second year and subsequent to the time The subsidy was done after reconciliation.

2. Housing Subsidy Payment Requests

a. LPK Executing a housing subsidy payment request based on BA Verification to the People ' s Housing Ministry by attaching the Payment Bill Documents, namely Kuitansi and BA Verify.

15. SBI Rate is a valuable letter interest rate issued by the Bank of Indonesia in recognition of a one-month short term debt issued on the first week of each month.

16. Market Interest margin is a number of components consisting of overhead cost, risk premium and profit margin used to determine the quantity of market interest rates during the subsidy period consisProcurement of Housing and Settlements with the Support of Housing Subsidised Facilities Through Subsidised KPR.

D. Subsidised

Debitur receives housing subsidies in form:

1. Interest margin subsidy is given to debtors each year of the subsidy period through the LPK. The subsidy is taken into account as part of the installment of the instalment paid debtors to the Managing LPK.

2. The Advance subsidy was given to debtors at once in the first year of the subsidy period through the LPK. The subsidy was taken into account as part of the advance that became a debtor's liability to the developer in obtaining the Subsidised KPR

E. The KPR Submissions Subsidised The Target Group

1. The Target group directly or collectively submitted the KPR subsidy to the Managing LPK, by equipping the requirements document as follows:

a. Earnings call for job or work agency;

b. a statement letter has not yet owned a house signed on the stamp of a sufficient amount and is authorized by the Kelurahan or the agency where it works using the Format A1;

c. The statement letter has never received any housing subsidies that signed on top of the meterai and passed by Kelurahan or the instance of work by using the Format A1;

d. a statement letter will not transfer the RSH before 5 (five) years signed on top of the meterai by using the A2 Format;

2. Subsidised KPR is provided to the target group that meets the RSH price limit and meets the requirements applied to: (i) Great Money Muka; (ii) Large KPR; and (iii) Subsidised, as set in Section 6 of the Minister of State Regulation (b). Public Housing Number 07 /PERMEN/M/2008 on Changes to the Regulation of the Minister of State of People's Housing Number 03 /PERMEN/M/2007 on the Absence Of Housing And Settlements With The Support Of Housing Subsidised Facilities Through Subsidised KPR.

F. The terms of the quantity of the advance and the KPR magnate are subsidised.

G. Description Of Skim Subsidy

1. The requirements for the suspension of interest rate subsidies and advance subsidies as set out in Article 6 of the Regulation of the Minister of State Housing Number 07 /PERMEN/M/2008 on the Change of the Regulation of the Minister of State Housing Number 03 /PERMEN/M/2007 about the Procurement Housing and Settlement with the Support of Housing Subsidy Facilities Through Subsidiuous KPR.

2. Skim IO-BP combined with the Interest Margin Subsidy or Interest Margin Subsidy without a IO-BP combination.

a. Amount of interest subsidy received by 1) Target Group; 2) RSH Price; 3) Skim Subsidy 4) Advance; 5) KPR; 6) Market Interest); 7) Subsidised Flower Tribes; and 8) Tenor.

b. The realization of subsidised payments to debtors will be paid annually calculated based on the difference in market interest rates with the subsidy interest rates by using: 1). A type of RSH that can be purchased by each target group includes the entire RSH type option, and corresponds to the most common RSH price limit allowed to be purchased through the Subsidised KPR as set in Article 5 of the Regulation of the Minister of State Housing No. 07 /PERMEN/M/2008 on the Change of the Regulation of the Minister of State of the People's Housing Number 03 /PERMEN/M/2007 on the subsidious installment value per month) x 12. a). with IO-BP combination

I. Target Group Transfer

1. Interest margin subsidy is combined with IO-BP or without a combination with IO-BP.

a. The target group with more revenue is allowed to buy/have a RSH with less price limits, as long as it continues to use the skim and the value of the subsidy that is reserved for each target group of origin, for example:

1) Target group I purchased RSH with the most RSH price limit Rp.41,500.000.00 (forty-one million five hundred thousand rupiah) then the skim and its subsides/value use the skim and the subsidy value for the target group I.

2) the group target II buys RSH with the RSH price limit at most Rp. 28,000.000.00 (twenty eight million rupiah) then the skim and its subject value use the skim and the subsidy value for the target group II.

b. The target group with less income is allowed to buy/have a RSH with a greater price limit with the value provisions and the subsidy skim that is accepted following the value of the target group's subsidies on top of which it is selected. for example:

6. The Chairman submitted a proposed housing subsidy payment to the Head of the Housing Financing Centre with busan to the Deputy Minister of State of the People's Housing Field of Financing, Secretary of State for the State

People ' s Housing, Director General of the Budget and Director General of the Treasury by complemented the documents as follows: a. payment request letter (Format C). B. format D (which was already corrected and parenled by Team Verification). c. verification of verification events (E Format, E Format Attachment, and Format F)

7. An officer who is authorized to perform actions that result in the expenditure of the activities/holders of the activities/holders of the commitment to publish the Payment Order Letter (SPP) and the examiner's office has issued a Paying Order (SPM), Next the SPM is submitted to the Directorate General of the treasury c.q. Directorate of State Cash Management with completeness as at the number 6

9. LPK Executor reports the position of the Neraca Credit every debitur of the KPR subsidises to the Minister of State Housing People cq the Head of Housing Financing at any end of the year during the subsidy as evidence of receiving subsidies.

B. Implementation of Verification

1. administration edits that include completeness and truth as well as the suitability of the debtor's deducency qualification data submitted by the Managing LPK.

2. verification is done by Team Verification.

3. the number of verified documents in accordance with the number of debtors filing the subsidised KPR, if the number of debtors exceeds 300 debitur, will be conducted sampling data prepared by the Verification Secretariat.

4. The sampling of sampling data is done in the following way:

a. The secretariat of the verification team does an initial check of the filing of the Subsidised Debtor's debtors to know if it has been appropriate to the terms applicable. The deviation that occurs will be recorded and in addition to sampling materials.

b. The secretariat of the verification team prepares sampling data as much as 10% or 100 debtors (whichever is larger) from the application at the time and that has escaped the initial check, as it is in the letter a above.

c. sample number The debitur to be verified is set as large as the amount of debitur taken at random like the one in the letter b plus the debtor from the beginning has been identified as problematic as in the letter a.

5. The Verification team performs such data checks in the 4-letter c above, for completeness and correctness and the suitability of the recipient's debitur qualifications.

6. in the case of verification of the debtor samples there are more than 10 (ten)% of the debtor samples that do not meet the applicable provisions, hence the verification is returned with a new sample. The new sample was taken at random from the sampling of the new frame, which is a list of subsidised KPR debiturs at the earlier sampling frame minus the number of verified samples of the debtor, by following the sampling procedure according to the 4 letter b above.

7. The verification activities for each subsidy for subsidised funds are limited to two (two) times, before finally the News Event Verification is made based on verification of the entire debtor (sampling 100%).

8. If the verification of the debtor's sample found that no more or only a number of 10 (ten)% of the verified debtor sample did not meet the applicable provisions, then the results of the check/check Team Verify are poured in. News Show Verification.

9. Task Force Verification Task:

a. examine the validity of the documents as follows:

1). a copy of the credit agreement document between debtors with the Executor LPK;

2). a statement letter has yet to have a dwelling house of the debtor signed on top of the meterai and passed by Kelurahan or the agency of the working place;

3). a statement letter has never received a housing subsidy from the debtors signed on top of the meterai and passed by Kelurahan or the place agency;

4). A letter from the institution of the working place/Kelurahan about the earnings of the debtor;

5). The letter of the statement will not transfer the RSH before the 5-year-old signed above the meterai of enough;
