STIPULATING: THE RULES OF THE MINISTER OF STATE WOMEN ' S EMPOWERMENT OF THE REPUBLIC OF INDONESIA ON THE STANDARD OF SERVICE OF MINIMUM SERVICE INTEGRATED SERVICES FOR WITNESSES AND/OR VICTIMS OF CRIMINAL TRAFFICKING IN -KABUPATEN/ CITY.

BAB I provisions of UMUM

Article 1 In this regulation intended with: 1. The next Minimal Service Standard called SPM is the benchmark

the performance of the Integrated Service Centre service in the District/City in providing protection and rehabilitation services and social reintegration to witnesses and/or victims of the trafficking of people.

2. District/Town is the division of the administrative region in Indonesia after the Province headed by a Regent/Mayor, and in the context of this Regulation the district/city is the division of administrative and geographical areas including subdistricts, The village, the particular area, the household and the family.

3. The local government is the Regent/Mayor and the regional device as an element of the local government's organizer.

4. The PPT is a functional work unit that organizes integrated services for witnesses and/or victims of trafficking people and can also serve victims of violence against women and children.

5. Rehabilitation is the restoration of witnesses and/or victims of trafficking in persons of physical, psychological, and social conditions so that they may perform their role again reasonably well within the family and in society.

6. Social reintegration is the attempt to reuniting the witness and/or victim with a family, a surrogate family, or a society that may provide protection and fulfillment of the need for witnesses and/or victims of the TPPO.

Article 2 of the SPM for witnesses and/or victims of a trade criminal is intended to be a guideline for the area in carrying out execution, control and supervision planning and accountability Hosting a unified service for witnesses and/or a victim of a trade criminal.

Article 3 of the minimum service for witnesses and/or victims of trafficking offences people aim to provide services to witnesses and/or A victim of a trade criminal in accordance with the basic needs of the witness and/or the victim of a person's trafficking criminal.

Article 4 SPM Services are Integrated for witnesses and/or victims of trafficking offences based on the principles: a. the respect of the witness rights and/or the victim, meaning the ministry granted

against the witness and/or the victim reflects the protection and respect of the rights, harkat and the dignity of the witness and/or victims of the trafficking of persons;

b. non discrimination, meaning that the service applies to all witnesses and/or victims of the criminal trafficking of persons without distinguking the status, religion, tribe, race of the group and gender; and

c. accountability, meaning the service of the witness and/or victims of the criminal trafficking of persons may be accounted for to the public in accordance with the provisions of the laws.

Article 5 of the tehnis Directive implementation of SPM integrated services for witnesses and/or victims of trading criminal acts as set forth in this Regulation Attachment.

CHAPTER II OF THE MINIMUM SERVICE STANDARD

INTEGRATED SERVICES FOR WITNESS AND/OR VICTIMS OF INSIDER TRADING IN

KABUPATEN/CITY Article 6

SPM integrated services for witnesses and/or victims of trafficking persons trafficking in County/City include:

a. the handling of public complaints; b. health rehabilitation services; c. legal protection services; d. Social rehabilitation services; e. the repatriation service; and f. social reintegration services.

Article 7 (1) The handling of the public complaint about the trade criminal

persons as referred to in section 6 of the letter a covering the percentage of the availability of officers who have the ability to Following up on public complaints about the existence of criminal trafficking.

Article 8 of the health rehabilitation ministry as referred to in Article 6 of the letter b including: a. the percentage of the health rehabilitation services coverage provided by

the trained officer on the witness and/or the victims of the trafficking offences of people; and

b. the scope of the health rehabilitation service that provides a special room for witnesses and/or victims of trafficking persons in hospitals or puskesmas.

Article 9 of the legal protection services as referred to in Article 6 of the letter c includes: a. The scope of the Person's Trade Criminal Case was decided

under Law No. 21 of 2007 on the Eradication Of The Criminal Trafficking of Persons; and

b. the scope of legal protection services to witnesses and/or victims of the Trade Criminal Persons granted by law enforcement.

Article 10 of the social rehabilitation services as referred to in Article 6 of the letter d includes a percentage of coverage social rehabilitation assistance services at home

Social protection and the like to witnesses and/or victims of civil trafficking persons by social rehabilitation officers.

Article 11 of the repatriation Service as referred to in Article 6 of the letter e includes the percentage of the scope of the service provided to the witness and/or the victims of a trade criminal for repatriation to the area of origin.

Article 12 of the social reintegration services as referred to in Article 6 of the letter f covers the percentage of coverage social reintegration services to witnesses and/or victims of trade crimes people who return to family, family and other people.

Article 13 The performance indicator and the target of SPM Services are combined for witnesses and/or victims of the trafficking of people in County/City as referred to In Section 7 to Section 12, it is the minimum to be achieved gradually.

CHAPTER III COACHING

Article 14 of the Ministry of the Women's Empowerment Union with the related sector conducts coaching to the Local Government District/City in the holding of the SPM Ministry of Women ' s Empowerment

including the financing gap; b. Preparation of the SPM achievement plan and the annual target assignment

attainment; c. assessment of SPM achievement job achievement; and d. SPM's achievement of the SPM achievement report.

Article 17 of the general orientation as referred to in Section 15 of the letter b includes the granting of knowledge of PPT, its ministry, and its management.

CHAPTER IV MONITORING, EVALUATION AND REPORTING

Article 21 (1) Minister of State of Women Empowerment along related sectors

is responsible carrying out monitoring and evaluation of the implementation of a unified service SPM for witnesses and/or victims of the people trading on PPT in the District/City.

(2) In carrying out monitoring and evaluation, Minister of Women Empowerment of Women in cooperation with local government.

(3) Monitoring and evaluation as referred to in paragraph (1) is exercised in accordance with the provisions of It's

Section 22

(1) The Minister of State for Women of Empowerment is responsible for making the SPM implementation report of a unified service for witnesses and/or victims of criminal trafficking of persons to the President and Busan is delivered to the leadership of the People's Trading Eradication Task Force.

(2) The governor through the provincial task force is responsible for making the SPM implementation report of the unified service for witnesses and/or victims Trafficking offences against the Minister of State for the Empowerment of Women and the Busan delivered to the Minister of the Interior.

(3) The Regent/Mayor through the county/city task force is responsible for making the SPM implementation report of the unified service for witnesses and/or victims of the trafficking of people trafficking to the Governor with busan to the Minister of State for Women Empowerment and Minister of the Interior

Article 23
