DEFENSE MINISTER REGULATION

NUMBER 14 IN 2009 ABOUT

ASSIGNMENT AND LICENSING TO OVERSEAS IN THE DEPARTMENT OF DEFENSE ENVIRONMENT

WITH THE GRACE OF GOD ALMIGHTY DEFENSE MINISTER,

Weigh: a. that for the execution of assignment and licensing abroad effectively and efficiently it is necessary for provisions governing uniformity and regularity in the administrative process in the Department of Defense (Dephan) environment;

b. that the Decree of Menhankam Number: Skep/840/VIII/1996 dated August 2, 1996 on the Administration Directive on the Assignment Personnel Of Dephankam and ABRI in Following Seminar Activities and Setypes in Foreign Affairs, is judged to be no longer appropriate. with the existing developments;

c. that based on consideration as in the letter a and the letter b, need to be formed of the Defense Minister Regulation on the assignment and the Licensing to the Foreign Affairs in the Dephan environment;

Regulation of Defense Minister Number :PER/01/M/ VIII/2005 on Susunan of the Organization and the Working Services of the Department of Defense, as amended by the Regulation of the Minister of Defense Number: PER/01.a/M/VIII/ 2005 on the Changes to the Ministerial Regulation Defense Number: Per/01/M/VIII/2005 on the Organization and the Department of Defense Work;

DECIDED: Establish: DEFENSE MINISTER REGULATIONS ON

ASSIGNMENT AND LICENSING ABROAD IN THE DEFENSE DEPARTMENT ENVIRONMENT.

CHAPTER I OF THE GENERAL PROVISION OF

Part Of The Understanding

Article 1 In This Defense Minister Regulation, referred to: 1. The administration is hosting activities in the

order to support the deployment of the assignment and licensing process abroad.

2. A delegation is a person or a group of persons appointed and sent by the Dephan in an assignment abroad.

3. Exit Permit is a foreign travel permit issued by the State Department.

4. Fiscal is a tax that should be paid for someone going abroad.

5. Dephan personnel are army soldiers and civil servants working in the Dephan neighborhood.

6. Overseas deployment is a series of activities carried out by pedestrians of the Indonesian region overseas or otherwise, for the benefit of the state on the orders of officials who are authorized at the expense of the country. State/sponsor/event organizer.

7. Overseas licensing is a series of administrative activities to obtain the validity of officials who are authorized to foreign travelers at their own expense.

8. A pedestrian is a member/group of the delegation who is given assignment or permission to carry out travel abroad from the authorized official.

9. A passport is a state document in the form of a book that contains details of the compatriot issued by the authorities to travel abroad.

10. The group is a group of people who are accompanying the Dephan officials in carrying out overseas assignments.

11. Security Clearance is a form of letter issued by the agency authorized for the Dephan personnel who will be in charge of foreign duty.

12. Travel Insurance is an insurance travel insurance that is granted to the policyholder a certain amount of money to the loss guaranteed by the police while carrying out a trip abroad according to the rules, provisions, exclusions and limitations-the limitations are mentioned on the policy.

13. The money of representation is money given to the chief delegate who carries out the travel service in order to visit foreign work for the purposes of the protocoler and the agility of the execution of the task.

14. A visa is a permit to enter another country with a given period of time given by foreign state officials who will be visited by the way the concerned official gives his stamp and his signature on the applicant ' s passport.

15. Kasatker is an official eselon I and II in the Dephan neighborhood who are authorized to grant permission for their members to travel abroad.

The Second Part of the Mean and Purpose

Article 2 of the Defense Minister's Regulation is intended to set about the provisions and mechanisms of administration of assignment administration and licensing abroad to the Dephan personnel including his family, with the purpose of being a guideline in the administrative process of assignment and licensing abroad.

CHAPTER II OF ASSIGNMENT ABROAD

Part General section 3

The assignment abroad is done to improve relationships and work same in the field of defense with other countries conducted bilaterally, regionally and international and other assignments.

Article 4 of the assignment abroad as referred to in Article 3 consists of: a. membership in the overseas delegation; b. Humanitarian and other international organization of peacekeeping operations; d. Defense attaché and staff; e. Officer FMS (Foreign Military Sales) and L. O (Liaison Officer); f. education, operations and exercises abroad;

g. conference, seminars, symposia and other such activities; h. invitation from another country; i. invitation from private companies; j. surveillance and inspection; k. pick up/usher in a case on the command that

authorities from/abroad; l. Get the sick people out of the country; and m. work visit, exchange of visits, study of appeals and other assignments.

Article 5 of the entourage accompanying Minister/officials Eselon I/Eselon II in order of a work visit abroad consisted of: a. Dephan officials, b. a wife as a companion to the official invitation; c. member of the TNI and PNS; d. member of mass media; and e. Expert team.

Section 6 Under certain circumstances, delegations to overseas assignment may be led by a Colonel/Eselon III official or appointed official.

Second Section of the Participant's Requirements

Article 7 of the personnel Determination will be assigned Overseas needs to pay attention to the requirements as follows: a. only for service interests related directly to the activities

of the country ' s field of defense; and b. have a competency in its application field.

Third Section of Administrative Completeness

Section 8 Personnel Dephan that will carry out overseas service travel is required to meet the completeness of the applicable administration requirements in the Dephan's neighborhood.

CHAPTER III LICENSING ABROAD

Article 9 Any Dephan personnel and family who will travel abroad for personal/family purposes must go through the procedure and obtain permission from the official authorized.

Article 10 Perizinan to overseas as referred to in Article 9 may be given for the benefit: a. exercise religious worship; b. The drug; c. accompanied by husband /istri/child who was in medicine; d. An accompanying husband/wife is on assignment; e. cuti/vacation; and f. attend invitations and/or visits for family purposes.

Section 11 Personnel Dephan and families who will carry out the licensing abroad are required to meet the administrative completeness applicable in the Dephan environment.

Section 12 of the foreign to foreign permission letter submitted to the authorized official must list clearly the intended state, the date of departure and return and its celebration.

CHAPTER IV AUTHORITY

Article 13 of the Official who are authorized to provide the assignment of assignment abroad as follows: a. Minister or appointed officials for personnel who will perform

activities facilitated by Dephan; and b. The commander-in-chief of the TNI or the designated officer for the Dephan personnel who

will conduct activities facilitated by the TNI Mabes.

Article 14 of the authorized officials published the Foreign Service Travel Decree Letter to the Dephan personnel as follows: a. Minister for Eselon I; and b. Secretary General Dephan on behalf of the Minister for Eselon II down.

Article 15 of the authorized officials published a travel permit abroad for the Dephan personnel as follows: a. Minister for Eselon I; b. The Secretary General of Dephan in the name of the Minister for Eselon II, III and IV; or c. The Karopeg Setjen Dephan for the Dephan Secretary-General on behalf of the Minister for

the non-Eselon personnel. Article 16

The authorized officer published a travel permit traveling abroad for the Dephan personnel family as follows:a. The Secretary General of Dephan in the name of Menhan for the families of Eselon I, II and III; or b. Karopeg Setjen Dephan to Secretary General of Dephan in Menhan ' s name for:

1. Family Eselon IV to bottom; and 2. Members of the Dharma Woman Union.

CHAPTER V FINANCING

Article 17 (1) The cost support for the assignment of the Dephan personnel abroad

is charged to each Satker. (2) Support charges for the deployment of the Dephan personnel overseas that

follow the delegation charged to the Organization Unit issuing the assignment letter.

(3) The cost support for the personnel assignment to the top of the country Sponsoring activities are based on an agreement with the sponsor/organizer of activities.

(4) The support of the foreign to foreign services for the Dephan personnel is charged to the concerned.

CHAPTER VI OF OTHER PROVISIONS

Article 18 Kasatker is required to limit service travel to overseas inthings really need to be.

Article 21 Peroads that conduct violations in carrying out overseas travel are subject to sanction in accordance with the provisions of the invitational regulations.

BAB VII CLOSING provisions

Article 22 of Tatalaksana and the mechanism as well as the administrative procedures necessary to carry out the Regulation of the Minister of Defense will be governed in its own Dephan environment.

Article 23 At the time of the Defense Minister's Ordinance is set, then: a. The Decree of the Minister of Defense Security Number:

b. Instruction Menhankam/Pangab Number: INS/12/VI/1978 dated 23 June 1978 on the Way of Licensing for ABRI members and civil servants in the neighbourhood of Dephankam and his family abroad.

Article 24 of Tatalaksana and the mechanism as well as administrative procedures of assignment and licensing abroad in the Indonesian environment are regulated by the Commander of the TNI.
