WITH THE GRACE OF THE ALMIGHTY GOD

PRESIDENT OF THE REPUBLIC OF INDONESIA,

.,, weighed: a. that with the obligation for each Indonesian hajj to use ordinary passports starting in 1430 Hijriyah, it is necessary to ensure that the host of Hajj can be performed;
., b. that in order to guarantee the establishment of the Hajj it needs to make a change of provisions regarding Hajj passports for the Hajj as set in Act No. 13 of 2008 on the Hosting Of Hajj;
., c. that based on consideration as referred to in letter a and letter b, need to establish the Rule of Government Replacement of the Act on Change of the Number 13 Year 2008 Act on the Hosting Of Hajj Services;

.,, Given: 1. Section 22 of the paragraph (1) of the Basic Law of the Republic of Indonesia of Indonesia Year 1945;
., 2. Act Number 9 of 1992 on Immigration (Sheet State Republic Of Indonesia 1992 Number 33, Additional Gazette Republic of Indonesia Number 3474);
., 3. Act No. 13 of 2008 on the Host of the Hajj (sheet of State of the Republic of Indonesia 2008 No. 60, Additional Gazette of the Republic of Indonesia No. 4845);

DECIDED:

.,, Setting: A REGULATION OF THE GOVERNMENT ' S REPLACEMENT LAWS ON CHANGES TO THE 2008 BILL NUMBER 13 OF 2008 ON THE HOSTING OF HAJJ SERVICES.

Section 1
Some provisions in Law No. 13 of 2008 on the Host of the Hajj (Indonesian Republic of 2008) Number 60, Additional Terms of the Republic of Indonesia Number 4845), are changed as follows:

1. Terms Article 1 of the figure 11 is deleted.

., 2. The section 7 of the d letter is changed, so that Article 7 is entirely read as follows:

Jemaah Hajj is entitled to obtain coaching, service, and protection in the running of the Hajj, which includes:
., a., a. The hajj and/or other materials, either in the homeland, on the way, nor in Saudi Arabia;
., b. Adequate accommodation, consumption, transportation, and health care services, both in the homeland, during the trip, as well as in Saudi Arabia;
c. protection as a Citizen of Indonesia;
., d. use of ordinary passports and other documents necessary for the implementation of the Hajj Worship; and
., e. Granting the comfort of transportation and exposure to the motherland, in Saudi Arabia, and on the return to the homeland. "

3. The terms of Section 32 are changed, so it reads as follows:

Each Indonesian citizen who subjured the Hajj using an ordinary passport issued by the minister who has been given the immigration of affairs. "

., 4. The article 40 of the letter a is amended, so Article 40 is entirely read as follows:

The organizers of the Special Hajj Worship are required to meet the provisions as follows:
., a., a. receive registration and serve a special Hajj pilgrimage which has been registered as a hajj;
B. provide Hajj worship guidance;
.,, c. provide accommodation, consumption, transportation, and health care services in particular; and
., d. Bring forth, repatriate, serve the Hajj in accordance with the agreement agreed between the organizers and the pilgrims. "

Section II
The Rule of Government Substitutes Act goes into effect on the promulgated date.

ABOUT HOSTING THE HAJJ PILGRIMAGE

I. UMUM

., the hosting of Hajj is a national duty considering the number of Indonesian hajj pilgrims, involving various agencies and institutions, both domestic and abroad, and related to various aspects, among other things. Guidance, transportation, health, accommodation, and security. In addition, the Hajj Pilgrimage is held in other countries in a very limited time concerning the good name and dignity of Indonesian people abroad, especially in Saudi Arabia.
.,, in accordance with the policy of the Government of Saudi Arabia that starting in 1430 Hijriyah pilgrims from all over the country that will perform Hajj services must use ordinary passports (ordinary passports) which are internationally applicable. Indonesian hajj pilgrims that have been used for Hajj passports, also have to follow their intended policy.
.,, in order to meet the usual passport use policy for Hajj pilgrims, the Government of Indonesia needs to make an effort to ensure that the Hosting Pilgrimage remains to be implemented.
.,, in relation to such matters, the Government needs to make changes to the provisions regarding the passport for the Hajj as set in Act No. 13 of 2008 on the Hosting Hajj Pilgrimage by changing the provisions of Article 1 the number 11, Article 7, Article 32, and Article 40 of the letter a, which is related to the use of Hajj passports.
