DRAFT REGULATIONS of the REGIONAL GOVERNMENT of RIAU PROVINCE of JAMBI JAMBI PROVINCE AREA REGULATION number 5 in 2009 ABOUT LEVY HEALTH SERVICE MENTAL HOSPITAL REGION JAMBI PROVINCE with the GRACE of GOD ALMIGHTY the GOVERNOR of JAMBI, Considering: a. that in order to realize excellent service with satisfaction-oriented society in the asylum area of Jambi province need to be supported with adequate financing; b. that the Rules of the regional province of Jambi number 16 in 2002 about the costs of Mental Health Care services and in the asylum area of Jambi province are seen already incompatible with developments and circumstances at the moment, so it needs to be replaced; c. that based on considerations as in mean in letters a and b, the need to establish local regulations concerning health care Levy Asylum area of Jambi province; Remember: 1. By mutual agreement of the REGIONAL HOUSE of REPRESENTATIVES and the Governor of JAMBI JAMBI PROVINCE DECIDED: 2 Setting: LOCAL REGULATIONS CONCERNING HEALTH CARE LEVY ASYLUM AREA of JAMBI PROVINCE. CHAPTER I GENERAL PROVISIONS article I in the regulation of this area are: 1. The area is the province of Jambi. 2. Local Government is the Governor of Jambi and the Region as organizer of local governance. 3. The Governor is the Governor of Jambi. 4. The asylum area of Jambi province, hereinafter called the asylum is a Government-owned Hospitals Jambi province 5. The President Director is the Director of a mental hospital. 6. Health Services Levy is a levy charged to the subject of retribution in Exchange for services provided by the hospital. 7. Health care is medical and non medical services. 8. Medical Service is the service that is provided by individual medical personnel, the medical examination form, consultation, and medical action. 9. Ministry of Non Medical services are provided to patients and other parties in a mental hospital that is not directly related to Medical Services include Laundry Services, Administration Services and other services related to health care. 10. Outpatient Service is service to a patient for observation, diagnosis, treatment, medical rehabilitation and other health care services for patients who come to a mental hospital without staying in inpatient care. 11. Advanced level Outpatient Services is the health services to patients who entered a mental hospital as an outpatient referrals from the first level, which is carried out at specialist clinics mental hospital for observation, diagnosis, treatment, medical rehabilitation and other health care services without a stay in space. 12. Ministry of Emergency Care is a patient's health services should be provided immediately, quickly and precisely to prevent/overcome the risk of death or disability, which was done in the installation of emergency Nursing (IRD) mental hospital. 13. Inpatient Services is service to a patient for observation, diagnosis, treatment, care, and/or other health care with living in space. 2. Intensive Care is a service provided to patients in critical circumstances that require more intensive monitoring in the room with the facilities and special power. 15. Day Care is the length of the patients treated the amount calculated based on the difference between the date of entry/exit date treated and died, that when the calculated start date then the date out/dies are not counted or otherwise. When the date of the entry and exit date/death are the same then the calculated one (1) day treatments. 16. The service is in return for services rendered to a patient for observation, Diagnosis, treatment, care, medical rehabilitation. 17. Service was rewarded by the commissioning of services provided to users of the services of a mental hospital. 3
18. Hospital Services are received in return for Asylum over the usage of means, facilities, materials, medicines, chemicals and health equipment consumables that are used directly in the health service. 19. the mentally therapeutic psychotherapy is conducted by professionals on patients to remove, change and inhibit symptoms of disorders of the soul. 20. Psychology Examination is an examination conducted by a Psychologist, including counselling, consultation and Psikotest. 21. An examination of drug dependence and countermeasures is an examination in patients with mental disorders due to use of Drugs/Drugs for the purpose of diagnosis and therapy. 22. Action Medical Psychiatry is a Medical Act done on patients with/without for anesthesia, to eliminate the symptoms of the disorder. 23. The Act of Nursing is a nursing professional independent actions through cooperation are collaboration with patients and health care personnel in providing nursing care of appropriate scope of authority and responsibilities which include: Nursing Interventions, Health Education and Special Observations. 24. Medical Support/Diagnostics is a service to patients to help enforce the Diagnosis. 25. Accommodation is the use of inpatient facilities including eating and drinking in a mental hospital. 26. A guarantor is a person or legal entity as the insurer of the health service costs against someone using/getting service at a mental hospital. 27. the magnitude of the cost of the fare is used in the activities of the Ministry of health in mental hospitals are charged to users/user facilities in return for the services received. 28. the Package System is a method of calculating the financing by grouping several different types of services in a single tariff service. 29. Rehabilitation is a service given by the rehabilitation Unit in the form of occupational therapy, Work Therapy/Therapeutic Recreation, motion Therapy and other forms of Psychotherapy. 30. Medical rehabilitation and mental rehabilitation is a service provided by the Unit in the form of medical rehabilitation services physiotherapy, occupational therapy, speech therapy, psychological services, religious guidance and other rehabilitation. 31. CHAPTER II PRINCIPLES of DETERMINATION of the LEVY on article 2 (1) of the local government and the community are responsible for the maintenance and increase of the degree of public health. Special consultations; h. Medical Dental Clinic in action; visum et repertum I.; j. physiotherapy; k. pemulasaraan car service funerals and ambulances; Considered part of the Outpatient section 8 (1) Outpatient quantity expressed in Healthcare payment and valid for 1 (one) form of service time. Article 11 (1) Patient Hospitalization in a mental hospital may be provided services in addition to the definition of article 10 paragraph (1) in accordance with the needs of the patient includes: a. consultation; b. psychotherapy; c. Psychology; d. ancillary diagnostic examinations; e. medical actions; 7
f. nursing actions; g. medical rehabilitation; h. elektromedik diagnostic examinations; i. special screening and diagnostic action; j. pharmaceutical goods. (2) the magnitude of the price of a Medical Consultation/Visite not planned (cito) plus 25% of the price of a medical action planned (elective) article 12 (1) Intensive Care Levy: a. Any patients in the intensive care room, set rates of 2 (two) times the price of the class II hospitalization. b. Any patients who are admitted because of the health condition in the intensive Care room to move, set the fare is 2 (two) times the rate of nursing classes. c. each of the patients in the intensive care room of outpatient referrals from other hospitals, the fare is set with the main class of hospitalization. (2) Intensive Care Levy referred to subsection (1) does not include the price of the examination of supporting diagnostic, medical action, action of nursing, physiotherapy, radio therapy, medical rehabilitation, materials and consumables, pharmaceuticals, treatment of the corpse, the use ambulance/hearse and administration. Part four medical support/Diagnostic Examination of article 13 (1) medical support/Diagnostic Examinations include; a. examination of Radiology; b. electronic diagnostic examinations; c. examination of the laboratory. (2) the components of the Levy medical support/Diagnostic Examinations include: a. the cost of materials and tools; b. hospital services; c. Services. (3) the Levy medical support/Diagnostic Examination referred to in subsection (1) are listed in annex IV as part of which is inseparable from the rule of this area. Mental Rehabilitation Services Fifth part 8 of article 14 (1) mental rehabilitation Service Components include a work therapy, therapeutic recreational therapy, motion, group therapy, music therapy, and religious therapy. (2) Mental Rehabilitation Services Levy referred to in subsection (1) are listed in Annex V as part of which is inseparable from the rule of this area. The sixth Drug Pencandu Rehab Services and Article 15 (1) component services and rehabilitation of Pencandu Drugs include accommodation, visite doctors and rehabilitation. (2) Levy service and drug pencandu Rehab as referred to in paragraph (1) are listed in annex VI, as part of which is inseparable from the rule of this area. Article 16 (1) examination of the specific Drug test includes a special test laboratories and visite doctor. CHAPTER VI drugs and HEALTH EQUIPMENT/MATERIALS CONSUMABLES section 24 (1) Procurement/drug use are bound to the list of Essential Drugs (DOEN) and formularium set by Asylum Jambi. (2) the procurement of drugs outside of DOEN and formularium Asylum based on statutory provisions of Jambi. (3) the list of drugs and health equipment/materials consumables that can be provided by a hospital established by the Director. (4) the unit price of the drug and health equipment/materials consumables are set not to exceed the highest retail prices. (5) the medicines and health equipment/materials consumables that can not be met by a mental hospital (Pharmacy Installation) can be taken at other pharmacies (private) based on the prescription of a doctor. CHAPTER VII the ADMINISTERING FINANCES Article 25 (1) Administering Finances mental hospital was carried out in accordance with the laws applicable invitation.
