THE TERMS AND TERMS OF THE FEED REGISTRATION PROCESS

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF AGRICULTURE,

.,, weighed: a. that with the Decree of Agriculture Minister Number 242 /Kpts/OT.210/4/ 2003 has been assigned the Registration and Labelization of Pakan;
., b. that in the presence of organizational changes in the environment of the Department of Agriculture and with the establishment of Government Regulation No. 38 of 2007 on the Division of Government Affairs between Government, Provincial Government, and Governance District/City, in its development the Decree of Agriculture Minister Number 242 /Kpts/OT.210/4/ 2003 on the Registration and Labelization of Pakan is no longer appropriate;
., c. that based on consideration as referred to in the letter a and the letter b, need to set the Terms and Terms of the Pakan Registry, with the Regulation of the Minister of Agriculture;

.,, Setting: AGRICULTURAL MINISTER REGULATIONS ON THE TERMS AND GRAMMAR OF THE FEED REGISTRY.

BAB I
UMUM PROVISIONS

Section 1
In this Regulation referred to:
., 1. Feed Registry is an activity to obtain the Pakan Registration Number, in order for the produced feed to be circulated.
., 2. The Feed Quality Certificate is a written warranty provided by the Feed Quality Test Institution or the accredited Laboratory that the feed has met the standard required.
., 3. Feed labels are any description of the image-shaped feed, the writing, the combination of the two, or any other form affiated to, inserted into or is part of the feed packaging.
., 4. Feed is both single and mixed food ingredients, both processed and uncultivated, which are given to animals for survival, production, and breeding.
. .5. Feed material is the ingredients of agricultural, fishery, ranching or other materials that are suitable for use as fodder, whether or not being processed or processed.
., 6. Concentrates are the rich feed of protein sources and the source of energy and can contain the feed's complement and or feed of the feed.
., 7. The feed complement is a substance that is naturally already contained in the feed but the number needs to be improved by adding it in the feed.
., 8. A feed imcure is a feed material that does not contain nutrients, which is used for a particular purpose.
., 9. Feed Quality Testing is the activity and the show is testing feed samples to find out about their children.
., 10. The Feed Quality Testing Laboratory is a laboratory that has been accredited to be able to test feed samples according to the specified requirements.
., 11. Feed-making is the activities of mixing and processing the various feed ingredients for the feed.
., 12. Feed-feed is an activity in order to feed feed in the country or export, whether to be traded or not traded.
., 13.  An example of feed is a number of feeds taken from the location of feed manufacturers, distributors, agents, and/or farms/users for the purpose of monitoring the quality of feed materials and feed.
., 14. Formula Feed is an arrangement about the type and proportion of each feed material used in the making of the feed by considering the nutritional needs and content of the food substance.
., 15. The feed is physical, chemical, and/or biological material that is inserted into or arising in the feed and or feed material, which may result in quality and/or disrupting the health of livestock.
., 16. The feed manufacturer is any person or entity that seeks to make feed-making with the intent to be circulated.
17. The Head of the Centre is the Head of the Licensing and Investment Center.
., 18. The service is the Instae Service.

Section 15
.,, (1) The slowest head of the Service in the term of 3 (3) business days since the receipt of the feed quality test request as referred to in Section 14 has assigned the Supervising Quality Supervisor to perform feed sampling.
.,, (2) the Feed Quality Supervisor as referred to in paragraph (1) no later than 2 (2) business days since the receipt of the assignment has already taken the sampling of the feed on the applicant in accordance with the applicable provisions.
.,, (3) The example of the feed that has been taken by the Feed Quality Supervisor as referred to in paragraph (2) is well-wrapped and sealed, submitted to the applicant to be sent to the Test Institute.

Section 16
.,, (1) The Test Institution as referred to in Section 13 is testing by using the feed quality testing method, as set forth in Appendix-1.
.,, (2) The assessment of the test results is based on the Minimal Technical or Technical Requirements Standard, as set forth in the Attachment-2 (3) of the Minimal Standard Technical Requirements or the Minimal Technical Requirements as referred to in paragraph (2) may be re-reviewed and adapted to the needs of the feed industry based on the Development of Science and Technology.

Section 17
The feed that has met the quality requirements, is declared a test pass by the Test Institute and is provided the Feed Quality Certificate to the applicant with a busan to the Director General of the Ranch and the Head of the Service as set forth in Annex-3.

Section 18
.,, (1) The examiner ' s institution as referred to in Article 17 is required to maintain confidentiality and be responsible for the results of the testing performed.
.,, (2) Officers who serve the application of the feed registration are required to maintain the confidentiality of the feed formula.

The Third Part
The Feed Registration Number

Section 19
The registration number is given in the form of the Minister of Agriculture's Decree signed by the Director General of the Ranch on behalf of the Minister to be given to the applicant through the Head of the Centre, such as the form model--6.

Section 20
.,, (1) the registration number as referred to in Section 19 applies to a term of 5 (five) years, and may be extended 1 (one) times for a term of 5 (five) the following year.
.,, (2) The Registration Number extension as referred to in paragraph (1) can be done by attaching the feed quality certificate.
.,, (3) the registration number as referred to in paragraph (1) if after being extended 1 (one) times for a term of 5 (five) year ends, then the registration number must be updated.
.,, (4) The extension and renewal of the registration Number as referred to in paragraph (2) and paragraph (3) are performed in accordance with the provisions in this Regulation.

Section 21
.,, (1) The Registration Number holder is responsible for the quality of its products and is required to list the registration number on the label in the place where it is easy to see and read as well as not easily erased.
., (2) The label as referred to in paragraph (1) is written or printed using the Indonesian language, Arabic numeral and latin letters containing at least:
., a., a. trade name or brand;
B. name and company address/manufacturer and/or importer;
c. type and feed code;
D. malnutrition content;
e. feed the feed used;
f. feed material used;
G. date and production code; and
h. Feed registration number.
.,, (3) To ease the introduction of feed types, feed labels are given basic colors and feed codes as listed in Annex-4.
.,, (4) The PII Registration Number holder is required to report any changes in the subject of the number of registrations holder to the Director General of the Ranch through the Head of the Centre to be logged in the registration number book and the change of the grant decision Registration number.

Section 22
The holder of the registration number is required to submit a provisioning report that includes the production, import, and distribution of the feed every 3 (three) months to the Director General of the Ranch via the Head of the Centre, using the model form -5 form.

BAB IV
THE TESTING COST

Section 23
.,, (1) The Cost of Feed Quality Testing conducted by the Government Testing Institute is charged on the applicant who is the Non-Tax (PNBP) Revenue which must be provided to the country's large Kas and its event is set under the Regulation. Legislation.
.,, (2) The cost of feed quality testing conducted by the Private Test Institute is charged to the applicant, which is large and the layout is set by the Proper Institution concerned.

BAB V
COACHING AND SUPERVISION

Section 24
The Head of the Service conducts coaching on the provision and the circulation of feed on its territory.

Section 25
.,, (1) The supervision of the application of the Pakan Registration Number is performed by the Feed Quality Supervisor.
.,, (2) the implementation of the supervision as referred to in paragraph (1) is performed in accordance with the Laws of the Law.

BAB VI
THE PROVISIONS OF THE SANCTIONS

Section 26
Against the Proven Institution not responsible for the test results as referred to in Article 18 of the paragraph (1) is carried out a written reprimand and reported to the official to be subject to sanction in accordance with the Regulation. The laws.

Section 27
Against a registration request officer who is shown to be proven not to guarantee the confidentiality of the formula feed as referred to in Article 18 of the paragraph (2) is subject to sanction in accordance with the laws.

Section 28
.,, (1) To the manufacturer and/or importer that is shown to not list the registration number on the feed label and does not guarantee the quality of its products or does not report any changes in the number of registrations holders as referred to in Section 21 of the paragraph (1) and the paragraph (4) is subject to the revocation of the registration number by the Director General of the Ranch on behalf of the Minister and proposed to the authorized officer for his production permit or his import permit revoked and the outstanding feed must be withdrawn from The circulation.
., (2) The repayment of the outstanding feed as referred to in paragraph (1) is performed by and at the expense of the manufacturer ' s expense and/or importer.
.,, (3) Against the manufacturer who has obtained the registration number, if for 2 (two) consecutive years of not doing the production as well as not delivering a report of the provision and the circulation of the feed, are subjected to the revocation of the registration number by Director General of the Farm on behalf of the Minister, such as the model form--7.
