APPOINTMENT OF ACTING IN A STRUCTURAL POSITION IN THE FINANCIAL DEPARTMENT ENVIRONMENT

WITH THE GRACE OF THE ALMIGHTY GOD FINANCE MINISTER OF THE REPUBLIC OF INDONESIA,

DRAWS: A. that the structural position in the Department of Finance environment is conducted through the regular mechanism and open candidacy for civil servants who meet the administration and competency requirements;

b. That in order to support the execution of tasks in a definite, unfilled structural position, employees who have competence but have not met the requirements of the administration as a definitive official can be appointed as Executioners. Task;

c. that based on consideration as referred to in letter a and letter b, need to establish the Finance Minister's Regulation on the Appointment of Acting in the Structural Office in the Department of Finance Environment;

DECIDED: Establishing: REGULATION OF FINANCE MINISTERS ON

APPOINTMENT OF EXECUTORS IN A STRUCTURAL POSITION IN THE FINANCIAL DEPARTMENT ' S ENVIRONMENT.

CHAPTER I OF THE GENERAL PROVISION

Article 1 In this Financial Minister Regulation referred to by:

1. The Department of Financial Services, which is further referred to as the Employee, is any eligible Finance Department employee who has been determined and appointed by the authorized officer and is assigned to the Department of the Department's environment. Finance and salaried under applicable law-invitation rules.

2. The executor, which is next abbreviated to Plt, is the employee who has the competence to occupy a structural position in the Department of Finance environment, but has not met the administration requirements as per the applicable provisions, and is appointed to carrying out a task at a structural position.

3. Technical Competency (Hard Competency) is the knowledge, ability, and other aspects that the incumbent upon managing the task and job in order to achieve the final outcome according to its function and responsibility.

4. Behavioural competence (Soft Competency) is a series of behaviors that the person should demonstrate in order to work on the tasks and functions of a competent office.

5. Selection is the assessment process against one or more employees proposed to be appointed as Plt.

CHAPTER II OF THE TERMS AND CONDITIONS OF THE PLT

section 2 (1) The employee may be appointed as Plt in the environment

The Department of Finance, must have the following requirements: a. have technical and behavioral competence appropriate

with the necessary requirements on the structural posts that will be occupied;

b. have the rank/space group at least 3 (three) levels below the rank/space group required to occupy a structural position;

c. The Job Implementation Assessment List (DP3) for 2 (two) last year is at least well valued;

d. Not in the state of disciplinary action/not in the process of examination of disciplinary punishment based on Government Regulation No. 30 of 1980; and

e. has been a lower rank than a Plt office for 2 (two) years.

(2) Pangkat/space type as referred to in paragraph (1) letter b is as defined in Appendix I which is inseparable from Regulation This Finance Minister.

CHAPTER III SELECTION OF PROSPECTIVE PLT

Article 3 (1) The Proposed Employee is appointed to the Plt should

through the Selection of the requirements as referred to in Article 2 of the paragraph (1).

(2) Selections as referred to in paragraph (1) are performed by: a. The Central Selection Team for the post of Plt Eselon II; and b. The Unit Selection Team for the post of Plt Eselon III.

(3) Susunan membership of the Central Selection Team as referred to in paragraph (2) letter a, consists of: a. The Secretary-General as Chairman; b. Inspector General as Member; c. Unit of Eselon I leaders in accordance with the position

structural that will be filled by Plt as Member; and

d. Head of the Human Resources Bureau as Secretary. (4) The membership of the Unit Selection Team as

referred to in paragraph (2) the letter b, consists of: a. Secretary of Unit Eselon I as Chairman; b. Eselon II official in accordance with the structural post

that Plt will be filled with as Member; and

c. Head of the Section that handles the workforce as a Member of the Member.

(5) The Center Selection Team/Unit Selection Team may be assisted by the Secretariat and/or the Assessor Team set by the Decision of the Chairman of the Selection Team.

Article 4 of the Team The selection as referred to in Article 3 has the following task: 1. carry out the Selection as referred to in

Article 3 of the paragraph (1); 2. establish selection results; and 3. submit the officials/employees who will be appointed

to be Plt to be specified by the authorized official.

Article 5 (1) The Team Secretariat as referred to in Section 3

paragraph (5) has the following tasks: a. exercised administrative selection; b. reported the results of the administration selection to the Team

Selections; c. Planning, looking at and taking responsibility

financial answers; d. perform other secretaryness tasks;

and e. assisting the preparation and execution of assessments.

(2) The membership of the Team Secretariat is least composed of the Chairman, Vice Chairman and Member.

Article 6 (1) The Assessor Team as referred to in Article 3 of the paragraph

(5) has a duty as follows: a. preparing assessment material; b. exercise judgment; and c. report the results of the assessment to the Selection Team.

(2) The membership of the Assessor Team must amount to an odd number.

(3) Membership Team Membership is most less composed of the Chairman, Secretary and Member.

CHAPTER IV TATA CARA PROPOSED PLT

section 7 (1) Employee Proposal to Plt done

berjenjang by: a. Unit leader of Eselon I through Secretary General

to the Minister of Finance for Plt's Office of Eselon II; and

b. The secretary of the Eselon Unit I/Chairman of the Unit of Eselon II brought the Human Resources to the leadership of Unit Eselon I in question for Plt's office of Eselon III.

(2) Employees who are from different units can be proposed to be elevated to Plt after the recipient unit first gets approval from the origin unit.

CHAPTER V APPOINTMENT PLT

Article 8 (1) A person can be lifted be Plt if occupying

the structural office of one level under the structural office of Plt which shall be occupied i.e.: a. Plt of the structural office of Eselon II can only be occupied

by the definitive official Eselon III; b. Plt of the structural office of Eselon III can only be occupied

by the definitive official of Eselon IV. (2) Plt is not a definitive post so the employee

is appointed as Plt: a. was not sworn in and taken by oath; and b. not exempt from its definitive office.

(3) The decision of appointment as Plt in structural office is poured with the Letter of Order in accordance with the format as specified in Annex II which is inseparable from the Regulation of Ministers This money.

(4) Officials in charge of lifting Plt are: a. Minister of Finance for the Plt structural office of Eselon

II based on the proposed Unit of Eselon I Unit in question through the Secretary General; and

b. The head of the unit of Eselon I for the Plt structural office of Eselon III is based on the proposal presented by the Secretary of the Eselon Unit I/ Unit Eselon II which oversees the Human Resources.

CHAPTER VI THE SCOPE OF AUTHORITY, RIGHTS, AND OBLIGATIONS OF PLT

Article 9 The plt has the authority to plan, coordinate, direct, monitor, and evaluate the execution of tasks and functions on the position where the concerned is assigned as Plt.

Article 10 Plt does not have the authority to take or to establish a binding decision which is: a. creation of the Job Implementation Assessment

(DP3); b. Disciplinary execution; c. decision-making; and d. other decisions that lead to spending

the country. Article 11

(1) The employee who is appointed as Plt does not receive a structural allowance on the post of Plt-nya.

(2) Employees who are appointed as Plt are granted State Financial Development (TKPKN) benefits in accordance with the position in which it is assigned as Plt and does not receive the State Financial Development (TKPKN) allowance. Its definitive office.

Article 12 Plt obliged to sign:

1. The integrity pact of the appointment as Plt with the format as specified in Annex III is inseparable from this Regulation of the Minister of Finance; and

2. The Plt's performance performance contract with the format as specified in Annex IV is inseparable from this Regulation of the Minister of Finance.

BAB VII DISMISSAL OF PLT

Article 13 Plt is dismissed, in terms of: 1. structural office It has been filled definitively; 2. of immediate superior assessment results, the Plt is not

competent; 3. not to meet the integrity pact as referred to

in Article 12; 4. resigns as Plt; 5. task of learning more than 6 (six) months; 6. Leave of absence outside the country's dependents; 7. not to meet physical and spiritual health; or 8. was sentenced to moderate level discipline and level

weight. BAB VIII

THE APPOINTMENT OF PLT AS THE DEFINITIVE OFFICIAL Article 14

(1) Plt that has fulfilled the administration requirements as a definitive official, can be proposed to be appointed in the definitive office in question.

(2) The Plt Force. in the definitive office following the applicable provisions.

Article 15 of the structural office which has been filled by Plt must remain sought to be filled by eligible employees to be appointed as definitive officials.

BAB IX TRANSITIONAL PROVISIONS

Article 16 At the time this Financial Ministerial Regulation is in effect, the employee who has been appointed as Plt can carry out the task and function as Plt and is entitled to the State Financial Coaching Special Allowance (TKPKN) of the Plt office counts from the effective date of this Financial Minister Regulation.

CHAPTER X PROVISIONS CLOSING
