REGULATIONS SUPERVISING THE MOVEMENT OF SOUND BOX MOVEMENT, THE RECAPITULATION OF THE VOTE COUNT, AND THE ASSIGNMENT OF RESULTS GENERAL ELECTION

REGION AND DEPUTY REGIONAL HEAD

WITH THE GRACE OF THE ALMIGHTY GOD

THE ELECTORAL SUPERINTENDENT BODY,

Stining: a. that in order to realize the General Election of the Regional Head and Deputy Head of the Dedirection democratically then it is necessary oversight of the movement of the ballot box and the execution of the recapitulation results of the General Election vote count and the Vice President County Head;

b. that as the execution of Article 74 (1) the letter of a number 8 and number 9, Section 76 of the paragraph (1) letter a number 9, Section 78 of the paragraph (1) letter a number 9 and number 10, Section 80 of the letter a number 5 and number 6, Section 82 of the letter a number 7, and Section 118 of the paragraph (1) Law No. 22 Year 2007 on Organizing General Elections, then it needs to establish the supervision guidelines of the ballot box movement, the recapitulation of the results of the vote counting, and the designation of the Regional Chief Election results and the Deputy Head of the Regions with General Election Supervising Board rules;

c. that based on consideration as intended in letter a and letter b then need to specify the General Election Supervising Board Regulation on the Voice of the Sound Box Movement, the Recapitulation of the Sound Counting, and the Redemption of the Regional Chief Election Results and the Deputy Regional Chief;

DECIDED:

SET: THE RULE OF THE GENERAL ELECTION WATCHDOG ON THE SUPERVISING GUIDELINES OF THE BALLOT BOX MOVEMENT, THE RECAPITULATION OF THE RESULTS OF THE VOTE COUNT, AND THE DESIGNATION OF THE GENERAL ELECTION RESULTS HEAD OF THE AREA AND DEPUTY HEAD OF THE AREA.

BAB I

provisions of UMUM

Article 1

In this Regulation, which is referred to:

1. The General Election, subsequently called Elections, is the means of the exercise of the sovereignty of the people exercised directly, publicly, freely, secret, honest, and fair in the State of the Republic of Indonesia based on Pancasila and the Basic Law of the State Republic of Indonesia in 1945.

2. The election of the Regional Head and Deputy Regional Chief, subsequently called Election Kada, is the Election to elect the Regional Head and the Deputy Head of the Regions directly in the Union of the Republic of Indonesia based on Pancasila and the Basic Law of the State Republic of Indonesia in 1945.

3. The Kada Provincial Election is an election to elect the Governor and Deputy Governor.

4. The Kada District/City elections are the elections to elect the Regent and the Deputy Regent or the Mayor and the Deputy Mayor.

5. The Organiser of the General Election is the institution that organizes Elections to elect members of the House of Representatives, the Regional Representative Council, the Regional People's Representative Council, and the President and Vice President, as well as the Regional Head and Deputy Head of the Regions. directly by the people.

6. The Electoral Commission, subsequently called the KPU, is an Election Organizing institution that is national, fixed, and independent.

7. The Provincial Election Commission and the Election Commission of District/City, subsequently called KPU Provincial and KPU District/City, are Election organizers in the Province and in the District/City.

8. The District Election Committee, henceforth called PPK, is a committee formed by KPU Regency/City to organize elections at the subdistrict or another name.

9. The voting committee, subsequently called the PPS, is a committee formed by the KPU Regency/City to organize elections at the village level or other name/kelurahan.

10. The Organizing Group, subsequently called KPPS, is a group formed by the PPS to host voting and vote counting at the polling station.

11. The Election Supervising Agency, subsequently called Bawaslu, is the Agency in charge of supervising the elections in all areas of the Republic of Indonesia.

12. The Provincial Election Supervising Committee and the District/City Election Supervising Committee, subsequently referred to as Panwaslu Province and Panwaslu Regency/City, is a committee formed by Bawaslu to oversee the holding of Elections in the provincial region and to the United States. -District/City.

13. The committee of the Supervising Board of Elections, then called Panwaslu District, is a committee formed by Panwaslu County/City to oversee the elections in the district or other names.

14. Field Election Supervisors are officers formed by the Panwaslu district to oversee the holding of elections in the village or another name/agility.

19. Election oversight is an activity of observing, assessing, examining, and assessing the process of holding elections in accordance with laws.

23. (1) The supervision of the ballot box movement is carried out by the Regents Field Elections, District Panwaslu District, and Panwaslu Regency/City.

(2) The recapitulation of the results of the calculation of the votes was performed by:

a. Panwaslu District at the recapitulation stage results in the counting of electoral votes Kada Province or Elections Kada Regency/City in PPK;

b. The District/City Panwaslu on the recapitulation stage of the results of the calculation of the electoral votes Kada Provincial or Elections Kada Regency/City in KPU Regency/Kota; and

(3) The supervision of the Kada Election designation was implemented by:

Article 5

e. Election organizer compliance with Election laws in the process of voting box movement from TPS to KPU Regency/Kota;

f. Election organizers compliance with the Election-invitation of the Election in performing the recapitulation results of the vote tally;

g. Election organizers comply with the provisions of the Election-invitation rules in the Election Results process;

h. The neutrality of the election organizers;

i. the possibility of violence, intimidation, terror, and sabotage;

j. the possibility of a political political occurrence;

k. the possibility of misuse of authority by state officials/government officials; and

SUPERVISION OF THE SOUND BOX MOVEMENT, RECAPITULATION OF THE VOTE COUNT AND THE ESTABLISHMENT OF ELECTION RESULTS KADA

Article 7

(1) In overseeing the movement of sound boxes from KPPS to PPK via PPS, Field Election Supervisor and Panwaslu Subdistrict ensures the following:

Article 8

In overseeing the sound box movement of PPK to KPU district/city, Panwaslu District and Panwaslu County/City ensure things as follows:

a. The sealed ballot box that contains news of the show's recapitulation results, the results of the counting of the votes and the certificate of the recapitulation results of the counting of the candidates voting for the district level and the Kada Election ballot, the news of the voting show. and the certificate of results counting votes from the TPS of all PPS in the workspace of PPK; and

Article 9

Section 10

(1) In supervising the execution of the recapitulation results of the calculation of the votes in PPK, the District Panwaslu ensures:

a. The entire ballot box is still locked and sealed well before the start of the recapitulation process results for the vote tally;

b. The PPK opened the ballot box and issued only the cover containing the event news and the certificate of results counting votes at the polling stations;

c. PPS assisted by PPS read the details of the results of the valid voice and invalid sound containing the votes of each Couple of Candidates from all polling stations and record it in the form of the certificate of the calculation of the vote tally on the level desa/agility and in the subdistrict level;

d. The PPK provides the opportunity for the District Panwaslu, through the witness of a prospective partner, to submit a report on suspicion of breach, deviation and/or error in the execution of the recapitulation of the vote to the PPK;

Third section

Recapitulation Results of Sound Acquisition at KPU District/City

Article 11

In supervising the recapitulation of the results of the calculation of the vote in KPU District/City, Panwaslu District/City ensures the following things:

a. The District/City Commission has received the Event News and the Certificate of Sound Counting Results at the PPK level, provided:

1. At least two (two) days after the performance of the recapitulation results of the total number of votes in PPK are completed; or

2. On the first occasion for a particular area that has a means of transportation is limited to before the recapitulation in the region/city in the region.

b. The Municipal/City Commission has delivered notice/invitation to the meeting participants, namely witness the Candidate Partner and Panwaslu District/City as well as the PPK regarding the execution of the recapitulation meeting results of the results of the KPU District/City level vote, the slowest 1 (one) days prior to the meeting of the meeting;

Article 12

(1) In overseeing the execution of the recapitulation results of the calculation A vote in KPU Regency/City, Panwaslu Regency/City ensures:

b. The District/City Commission opened the ballot box and issued only the cover containing the event news and the certificate of sound counting on PPK; and

c. KPU Regency/City examines and reads it clearly:

1. Event News and the Certificate of Recapitulation results of the results of the candidate's suffrage tally in PPK and are recorded in the Certificate of Recapitulation of the results of the calculation of the vote in the Regency/Kota; and

Fourth section

Recapitulation Results of the Sound Acquisition calculation in Provincial KPU

Article 13

In overseeing the recapitulation of the recapitulation results of the calculation of the vote in the KPU Province, Panwaslu The province ensures the following things as follows:

b. Section 14

Article 22

(1) Election Supervising ensures that the recapitulation of the recounting vote is only done due to circumstances as following:

Article 23

Article 24

BAB VIII

Article 25

Article 29
