REGULATION OF THE HEAD OF THE NATIONAL NARCOTICS AGENCY

REPUBLIC OF INDONESIA NUMBER 7 IN 2010

ABOUT TECHNICAL GUIDELINES HANDLING AND DESTRUCTION OF GOODS

SITAAN NARCOTICS, PRECURSORS OF NARCOTICS AND OTHER CHEMICALS AMAN

WITH THE GRACE OF GOD ALMIGHTY THE HEAD OF THE NATIONAL NARCOTICS AGENCY,

Draw: a. That in the handling of Narcotics, the Precursors Narcotics and other chemicals are possible for misappropriation and abuse;

b. that one attempt to avoid or reduce the risk as to the letter a, is necessary for extermination of the property;

c. that for order and security in the execution of extermination as referred to the letter b and to carry out Article 91 of the paragraph (2), paragraph (3), paragraph (4), paragraph (5), paragraph (5) and Section 92 of the paragraph (3) of the Law No. 35 of 2009 on Narcotics, is required a technical guideline;

d. that based on the consideration of the letter a, the letter b, and the letter c, are deemed necessary to establish the National Narcotics Agency's Chief Regulation

Given: 1. The Republic of Indonesia Law No. 35 of 2009 dated October 12, 2009 on Drugs (sheet state of the Republic of Indonesia in 2009, number 143, Additional Gazette of the Republic of Indonesia No. 5062)

2. United Nations Convention Against The Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988 which was already ratified with Act Number 7 of 1997.

3. 2010 Presidential Decree No. 23 of the National Narcotics Agency;

DECIDED

SET FORTH: TECHNICAL GUIDELINES HANDLING AND DESTRUCTION OF NARCOTICS GOODS, PRECURSORS OF NARCOTICS AND OTHER CHEMICALS SAFELY

BAB I Provisions of UMUM

Section 1 In this Regulation is referred to by: 1. Narcotics are substances or drugs that are derived from plants or not

plants, both synthetic and semi-synthetic, which can lead to a decrease or change of consciousness, loss of taste, reduce it to the loss of pain, and can Creates a differentiated dependency into the classes as attached to the 2009 Act Number 35 of Narcotics.

3. Other chemicals are chemicals both in single form and mixtures used in Narcotics but are not included in the Precursors table as attached to the 2009 Use of Narcotics and Drug Act 2009.

4. Handling is the steps of the work procedure to deal with Narcotics, the precursors of Narcotics and other chemicals carried out before the extermination process.

5. The extermination is a series of acts of investigators to exterminate the property, which is done after the establishment of a local state attorney's office to be exterminated and witnessed by a representative official, the prosecutor's element, Ministry of Health and the Food and Drug Administration. In the case of the element the official could not be present, the extermination was witnessed by another party, namely officials or members of the local community.

CHAPTER II ASSIGNMENT OF ANNIHILATION

CHAPTER III EXTERMINATION

Article 4

Handling, annihilation and disposal of the rest of the extermination can be performed by investigators in some way like the which is indicated in the Appendix I and annex II, which is an integral part of the National Narcotics Regulation (BNN) Act.

Article 5

(1) The extermination witnessed by the elements from the local State Prosecutor, the local Propinsi Health Service and the local Food and Drug Administration (BPOM) of the local Propinsi.

(2) In terms of the officials as it is referred to in paragraph (1), unable to attend such extermination then as a witness may act other officials and the local community.

Article 6 (1) News of the extermination event was made by the investigator doing

CHAPTER IV PROVISIONS OF THE COVER

TECHNICAL GUIDELINES HANDLING NARCOTICS POSSESSION, PRECURSORS OF NARCOTICS, AND OTHER CHEMICALS SAFELY

STEPS: Step 1 Always use security equipment (safety equipment), such as:

a. mask; b. gloves; c. glass eyes; and d. special clothing.

Step 2

Do identification of the site either via a label reading or testing with a field test kit before being transported or stored.

Step 3

At the time of transporting the goods that, should pay attention to things as follows: a. It may be possible to maintain the original package/package ; b. Separate the tubes to prevent breaking; c. Separate the hazard group; d. transport must be done carefully and with

Step 4

narcotics services, narcotics precursors, and Other chemicals as a result of the investigation of investigators who have obtained the extermination of the local Attorney General need to be destroyed immediately. The destruction of this material (later called waste) requires proper handling, so it does not cause further problems. Several safe extermination measures, are required to follow the following procedure: Step 1 of the waste product

Step 2 Treatment of waste-Treatment of waste is an act to change or

- Treatment of waste can be done well with incenerator, Chemical neutralization or burning in the open air that is far from a population settlement.

Note: Burning in the open air If possible, the simplest way of handling waste is by burning in open air at the location of which away from the settlement of the population.

Step 3 The result of a waste treatment either with incenerator or chemical neutralization will result in the remainder of the treatment that could be liquid, solid, and/or both. Solid materials or residual ash burning can be sent to hazardous waste disposal facilities. The resulting fluid is neutralized, where possible and is not harmful can be disposed of in the dirty waterways. The determination that the waste has been neutralized, needs to be set chemically.

Warning: The burning activity in the open air should pay attention to the environmental impacts that may occur in the future that it needs to be noticed by things as follows: a. The location must be far from the residents ' settlement, the electric installation/source

river, and on hard ground;

c. The burning is done inside the iron drum or in an open hole dug in the ground;

d. Location closed for uninterested ones; e. Need to be taken security and health measures for personnel
