(1) The condition to be appointed as the Supervisor of the Forest Plant Seed as referred to in Article 5 of the paragraph (1) is to have a Forest Plant Seed Certificate Certificate.
(2) The Forest Plant Seed Certificate Certificate as referred to the paragraph (1) published by the Director General.
(3) The Forest Plant Seed Certificate Certificate as referred to in paragraph (2) is published after graduation following:
a. Forest Plant Seed ' s education and training; dan/or
b. Forest Plant Seed Management competency test.

Article 7
(1) Education and training as well as the competency test as referred to in Section 6 of the paragraph (3) are hosted by the Director General.
(2) The Forest Plant Seed Certificate is valid for three years and may be extended based on competency evaluation results.
Section 8
(1) Evaluation of the Supervising competency of the Forest Plant as referred to in Article 7 of the paragraph (2) is conducted by the Director General.
(2) The results Forest Plant's evaluation competence evaluations are grouped into Layak or UnLayak.
(3) The Director General publishes the Competency of Competency results.
(4) The description of the competency evaluation results as referred to in paragraph (3) is delivered to the Regent/Mayor.
(5) Forest Plant Seed Monitoring Guidelines and Evaluation Guidelines are as set forth in Appendix 1 of this Regulation.
(6) The Director General governs the technical provisions for the implementation of the guideline as Referred to in paragraph (5) as long as it is required.
Article 9
(1) Based on the Forest Plant Seed Certificate Certificate as referred to in Article 6, the Regent/Mayor publishes the Governing Letter and the Forest Plant Seed Regents Card.
(2) The Forest Plant Seed Supervising Card as referred to in paragraph (1) It is the identity of the Forest Plant Administration.
(3) The Regent/Mayor publishes an extension of the Certificates Certificates and the Forest Plant Seed Supervising Card for the Forest Plant Control Board of Regents that obtain a Layak competency evaluation value as it is referred to in Section 8 of the paragraph (2).

(4) The publishing guidelines of the Forest Plant Letter and Supervising Card are as set forth in Appendix 2 of this Regulation.
(5) The Director General governs the technical provisions for implementation of the guideline as referred to in paragraph (4) as long as it is required.
Third Section of the Forest Plant Seed Control
Article 10
(1) The Regent/Mayor revoked the Plant And Plant Seed and Supervising Card The forest when the Superintendent of the Forest Plant over the line of duty, resigns, is bad performance, dies, retirees, or charges for criminal law.
(2) In terms of the Regents of the Forest Plant that get the value of the competency evaluators as referred to in Article 8 of the paragraph (2), the Regent/Mayor revoked the Letter Forest Plant Seed Control and Supervising Card.
(3) The revocation of the Forest Plant Seed Rapture and Supervising Card as referred to in paragraph (1) and paragraph (2) are delivered to the Director General.
BAB III
FOREST PLANT SEED SURVEILLANCE IMPLEMENTATION
Part of the Surveillance Object, Supervision Area,

Article 11
Object supervision of the seed circulation of forest crops is the procurement of seeds, seed circulation, and seed circulation for commercial purposes, which is managed by the Seeds and seed dealers and/or seeds are listed.

Article 12
The governance of the circulatory supervision of the forest crop is as follows:
a. Seed production in seed sources that are in the County/Kota;
b. Production of seedlings in seed dealers located in the County/Kota;
c. The means and infrastructure handling of seeds or seeds in seed, seed dealers and/or seeds that are in the County/Kota;
d region. Seed sampling that is in the County/City region for seed quality certification;
e. Seed-source certification activities located in the County/Kota;
f. Seed quality certification activities or seedlings produced in the Kabupaten/ City region;
g. The fulfilment of seed and/or seed-listed requirements and/or seed-registered applicants from the applicant whose activities are located in the County/Kota;
h. Documents on seed and seed dealers and/or seeds that are in the County/City area, and on seeds or seedlings used in the District/City region.
Article 13
(1) For the agility of the implementation of the circulation of seed circulation the forest plant needs to be implemented inventory of seed and seed dealers and/or seeds present in the District/City area.
(2) The inventory guidelines of seed and seed dealers and or seedlings is as set forth in this Appendix 3 of this Regulation.
(3) The Director General governs the technical provisions for the implementation of the guidelines as referred to the paragraph (2) as long as it is required.

Article 14
The circulation of the seed of forest crops includes:
a. Supervision of the download or the collection of seeds;
b. The supervision of seed and seed circulation.
Article 15
(1) The Forest Plant Seed Control Task on the supervision of the download or the collection of seeds as referred to in Article 14 of the letter a is:
a. Perform a seed production process check;
b. Conducting a means and infrastructure for seed-handling of seed.
(2) The forest plant's supervising duties on the circulation of seed and seed circulation as referred to in Article 14 of the letter b are:
a. Performing seed sampling for seed quality certification;
b. Perform a seedling production process check;
c. Perform a data/information compatibility check on the location and ownership of seed sources in the seed source certification activities;
d. Perform label mounting checks in terms of compliance with seed quality certificates, seed testing results, seed-quality certificates, or seed checking warrants;
e. Conduct monitoring of implementation requirements as seed and seed dealer and/or registered seedlings;
c. Reporting;
d. Coaching and supervision;
e. Financing.

BAB II
APPOINTMENT AND DISMISSAL OF SEED FOREST PLANT
Section General
Section 4
The Regent/Mayor carries out the circulation of the seed circulation of forest plants in the region District/City.
Second part of the Forest Plant Seed Supervisor Appointment
Article 5
(1) In order for the circulation of seed circulation in the district/city as referred to in Article 4, the Regent/Mayor appoints the District Service/City Employees qualify as Superintendent of the Forest Plant for the proposal of the Head of the City County Service.
(2) The Superintendent of the Forest Plant as referred ment of the fulfilment of the terms of the designation of seed and seed dealer and/or a registered seed is as set forth in Appendix 10 of this Regulation;
d. The Director General arranged the technical provisions for the implementation of the guidelines as intended on the letter c as long as necessary.
(6) Examination of the document on seed and seed dealer and/or seed and against seed and seed which is used in the local region as referred to in Section 15 of the paragraph (2) the letter f is governed by the following procedure:
a. Forest Plant Seed Control receives reports of a circulation of seed circulation or seeds from seed and seed dealers and/or seedlings, and other reports with regard to seed and/or seed-dealer performance and/or seeds, whether or not. directly or through the Chief of the District/Kota;
b. Based on the report referred to in the letter a, the Forest Plant Seed Supervisor performs a check on the documents of the circulation of seed or seed in the seed and seed dealer and/or seed or receiver/user/or the user/user;
c. The document examination guidelines on seed and seed dealers and/or seedlings are as set forth in Annex 11 of this Regulation;
d. The Director General arranges technical provisions for the implementation of the guidelines as intended on the letter c as long as necessary.
(7) Examination of seed or seed handling on seed dealers and/or seedlings as referred to in Section 15 of the paragraph (2) the g is governed by the following procedure:
a. Forest Plant Seed Control receives reports of seed handling efforts of seed-bearing and other reports with regard to the performance of seeds either directly or through the Head of the District Service/Kota;

b. Based on the report referred to in the letter a, the Forest Plant Controller performs a technical feasibility check of seed handling or seedlings by referring to the provisions of seed endeavour and forest plant seedlings and techniques Seed or seed handling;
c. The examination guidelines of the means and the infrastructure handling of seeds or seeds on seed dealers and/or seeds are as set forth in Annex 12 of this Regulation;
d. The Director General governs the technical provisions for the implementation of the guidelines as referred to in the letter c as long as necessary.
Section 19
(1) In other reports as referred to in Article 17 and Section 18 including also report of complaint from the community.
(2) In terms of receiving complaint reports from the community directly, the Forest Plant Seed Supervisor makes a report to the District/City Department of Service.
The fourth section of the follow-up supervision

The follow-up to the circulation of seed circulation and forest crop seedlings may be:
a. Technical guidance delivery to seed and seed dealer and/or seedling;
b. The imposition of sanctions or punishment to seed and seed dealers and/or seedlings.
Article 21
(1) Technical guidance as referred to in Article 20 of the letter a was executed in the case of limitations of seed-to-seed access. or seed dealers and/or seeds against policy information, science, and technology.

(2) Based on the examination report received from the Forest Plant Seed Supervisor, the Chief of the District/City Service performs Technical Guidance as referred to in paragraph (1) by providing facilitation to the performance improvement of seed or seed dealer and/or seeds in question.
(3) In the facilitation process as referred to in paragraph (2), the Forest Plant Seed Supervisor served as a monitor and facilitator.
Article 22
(1) The introduction of sanctions or punishment to seed and seed dealers And/or seedlings as referred to in Section 20 of the letter b are executed in the event of an accident that causes:
a. The existence of seed or seed discretions is listed on the certificate and label;
b. The existence of seed or seed discretions in certificates and labels with the physical condition of seeds or seeds;
c. It is published three times or more of the Plant Seed Supervisor for the same error.
(2) Based on the report or proposal of a Forest Plant Seed Supervisor that lists events as referred to in paragraph (1), the Head of the Service District/City can perform the following actions:
a. Revoke the Registered status of seed and seed dealer and/or seedling, or propose to an agency that publishes the Registered status to revoke the Registered status;
b. Proposes to related agencies to revoke the business permit of seed and seed dealer and/or seedling;
c. Revoke the seed source certificate from the seed holder, or propose to the agency that publishes the certificate to revoke the seed source certificate; or
d. Stopping while the seed or the seed of the circulation is to be sold.

Section 23
(1) In the event of a breach of the circulation of seeds and seeds that are cross-regency/City, the Head of the District/City Service notified the Head of the Regency/City of the seed where the seed was or seedlings, and report to the Governor.
(2) In the event of a circulation of a seed circulation or a seedling seedling, the Head of the County/City Service notified the Head of the Regency/City the origin of seed and seed, and reported to the associated Governor.
(3) Head of the District/City Department of Origin the seed or seed as referred to in paragraph (1) and the paragraph (2) carries out the technical guidance of the sanction or the imposition of the sanction or punishment to the seed or seed dealer and/or the seedling in question.
BAB IV
REPORTING
Article 24
(1) The Forest Plant Seed Supervising makes reports of activities each month to the Head of the District/City Service.
(2) The head of the District/City Service makes a report on the circulation of the seed circulation of a forest plant every 6 (six) months to the Regent/Mayor with a gust to the Head of the Hall.
(3) The Regent/Mayor makes the report of the holding of surveillance the circulation of seeds of forest crops periodically every 1 (one) year to the Governor by stews to the Minister.

a. The origin, number, type, and quality of seeds or seeds are circulating;

Section 25
(1) Based on the report of the Regent/Mayor and other related reports, the Governor makes a supervising report on the regular circulation of the seed circulation of forest crops. every 1 (one) year to the Minister.
(2) The su letter e is governed by the following procedure:
a. Forest Plant Seed Supervisor receives notice from the Chief of the County/City Service about the designation of seed and seed dealer and/or registered seedlings;
b. Based on such notice, the Forest Plant Seed Superintendent conducts a once-a-year checkup of the fulfillment of requirements as a seed or seed dealer/seed is registered;

c. The fulfilGovernor.
2. Based on the decision of the appointment, the Regent/Mayor publishes the Supervising Card. An example of a Supervising Card format as in Blanko 2.
B. Extension of the Letter of Appointment and Supervising Card 1. Based On Competency,
The Regent/Mayor published an extension of the appointment letter as Superintendent to the Supervising Superintendent and Bibit of the Forest Plant whose evaluation of its competitors obtained a Layak value. The letter of extension of the appointment was delivered to the concerned, with a copy of the decision delivered to the Director General and Governor. 2. Based on the decision of the renewal of the appointment, the Regent/Mayor publishes the Supervising Card.
C. GUIDELINE INVENTORIES OF SEED-ADA, SEED DEALER,
AND SEED DEALER
A. Registered Registrars 1. The main objective of inventories is the Seed Seed, Seed Dealer,
and/or the Registered Seed Seed Dealer. 2. Seeds, Seed dealers, and/or Seed Seed Dealers registered
are individuals, BUMN, BUMD, BUMS, and cooperatives that move in the field of seed effort or seed forest plant that meets the requirements and is set by the Service County/City or Provincial Service.
3. Forest Plant Seed Control (PBTH) is required to have a copy of the District/County Office of the Head of a decision on the designation of the registered dealers.
4. Based on the decision letter as referred to at the number 2, PBTH made the field clarification and made a List of Registrars Registered of the District/City Area (see Blanko 1).
5. List of Regard-Regers listed in the District/City Region as referred to in the number 3 is revisited each year to see the possibility of any changes.
6. Changes as referred to in number 5 can occur because of the addition of registered dealers and/or the expiration of the registered status.
B. Cher-dealer Asalan 1. Asalan dealers are those who do business
seeds or seedlings of forest crops but do not meet the requirements and are not specified by the District/City Service.
2. The purpose of Asalan's inventory is to obtain a reference material in control of procurement and
