9. The Subdistrict Internet Service Centre, which is then called PLIK, is the center of the means and infrastructure of providing internet access service services in the capital city-financed through the Universal Telecommunications Service Liability contribution fund;

CHAPTER II OF SCOPE

Article 2 SIMMLIK serves as: a. the system of providing internet access; b. network monitoring and device management as well as internet network; c. content distribution management center.

Article 3 (1) The system of provisioning of internet access as referred to in Section 2

letter a at least includes: a. provisioning of local internet access and international internet access to

PLIK; b. provisioning of the means and infrastructure of peering between the PLIK providers.

(2) The monitoring and management systems of the device as well as the internet network as referred to in Section 2 of the letter b at least include: a. monitoring service quality standards against performance and utilisation

of: 1) PLIK devices; 2) SIMMLIK devices; 3) PLIK network to SIMMLIK; 4) internet access network.

b. carrying out management related to: 1) PLIK users;

2) optimize bandwidth of internet access; 3) network security; 4) reporting.

(3) The content distribution management center referred to in Section 2 of the letter c includes provisioning and management of the means and the infrastructure for distribution of content.

Article 4 To perform the function as referred to in Article 2 needs to be performed activities: a. provisioning of internet access; b. provisioning and maintenance of the SIMMLIK device; c. the operation of SIMMLIK

CHAPTER III OF THE PROVISION OF INTERNET ACCESS

First Part of the Supplies and Auction

Section 5 (1) Internet access supply is the provision of bandwidth internet

SIMMLIK includes: a. bandwidth internet to local internet exchange; b. bandwidth of international internet; c. bandwidth to data center SIMMLIK; d. bandwidth to the NOC BPPPTI; e. other supporting facilities.

(2) Bandwidth the internet as referred to in paragraph (1) letter a and b letters can only be used for the purposes of PLIK and SIMMLIK operations.

(3) Internet access as referred to in paragraph (1) must meet the quality of service (Service Level Agreement) specified in the auction document.

Article 6 (1) The SIMMLIK internet access provider is set forth by the official

authorized by the auction process under the provisions of the laws.

(2) The auction as referred to in paragraph (1) is executed by BPPPTI based on the auction document in accordance with the provisions of the laws.

(3) The candidate of internet access provider SIMMLIK entitled to follow the auction is the organizer of internet access services (Internet Service Provider/ISP).

(4) Organizing internet access services (Internet Service Provider/ISP) as referred to in paragraph (3) may perform a partnership with another party.

(5) The Partnership as referred to in paragraph (4) is determined further in the auction document set by BPPPTI in accordance with the provisions of the laws.

The Second Section of Internet Access Provider's Rights and Obligability

Article 7 of the SIMMLIK internet access provider is entitled to a payment from BPPPTI at the cost of providing the SIMMLIK Internet access.

Article 8 of the SIMMLIK internet access provider is mandatory for: a. providing a continuous service; b. provide US Number and IP Public in accordance with the needs; c. support IPv6 use; and d. Conduct internet network security in accordance with regulatory provisions

(1) The preparation and maintenance of the SIMMLIK device is required for

(2) The function of the content distribution management center as referred to in paragraph (1) the letter b must be able to support the internet healthy and secure.

Section 10 (1) SIMMLIK device is composed of software, hardware, and

other supporting means. (2) The SIMMLIK software as referred to in paragraph (1)

at least includes: a. operation system; b. SIMMLIK and PLIK infrastructure monitoring and infrastructure management systems;

and c. content management and distribution.

(3) The hardware and other supporting means as referred to in paragraph (1) at least include: a. server; b. storage and its supporting devices; c. network devices; d. Network Operation Centre (NOC); e. data center device (data center); and f. backup catu.

(4) The software, hardware and other means of support as referred to in paragraph (2) and paragraph (3) are further set forth in the auction document set by BPPPTI in accordance with the rules of the regulations It's
