Background community empowerment of farmers is the process a change of mindset, behaviors and attitudes of traditional subsistence farmers become modern farmers insightful agribusiness through the ongoing learning process. This program includes the following three aspects, namely: 1) human resources empowerment of farmers; 2) institutional empowerment of farmers; and 3) empowerment of farming. Training Center for agriculture and Rural Self-help (P4S) as an institutional training farmers expected to directly play an active role in the development of agriculture through the development of human resources in agriculture in the form of training/permagangan for farmers and communities in the region. It is grounded by the fact the success of farmers in an attempt to advance a decent emulated and imitated by other farmers, thereby encouraging the Government to motivate the farmers the forward in fostering institutional training/permagangan of, by and for farmers. Institutional strategic P4S to continually empowered, both from the aspect of menajemen training/permagangan, as well as business development, so that its contribution in speeding up the application of new technology in www.djpp.depkumham.go.id 2010, no. 52 5 agriculture/agribusiness at the level of farmers and rural communities is increasing significantly. This was seen it is important considering the P4S Manager capacity still needs to be upgraded through construction of continuously making it capable of carrying P4S Government as a partner in developing the human resources of the farm. Construction of P4S intended as efforts increase the P4S in the hosts and/or carry out training/permagangan for farmers and rural communities. 2010, no. 52 9 CHAPTER III GROWING of Agricultural training centres and Rural Self-help (P4S) that grow out of, by and for farmers as well as the wider community a greater emphasis on the development of independence and keswadayaan farmers. To that end, the process of growing of P4S is done through a series of training and guidance activities to motivate and encourage the formation of P4S. Growth of P4S is done through the stages of identification and registration of potential. Identification of potential conducted by institutional handle extension at the kabupaten/kota to assess: 1. Guidance and training development P4S include aspects: 1. Institutional development Institutional P4S is through the development of the Organization, management and administrative support capacity in organizing and training or implementation/permagangan for farmers and other users of the service. 2. Facilities and infrastructure. The development of facilities and infrastructure is through the fulfillment of the completeness of P4S independently to meet the minimum service standard. The facilities and infrastructure of the upper tersediri: secretarial, teaching and learning. 3. Workforce Development workforce capacity P4S is through training for managers, trainers/facilitators, and other human resources. 4. Organizing and Training or implementation/Permgangan Development of organizing and training or implementation/permagangan done through training, mentoring, and consulting in a systematic and sustainable manner. 5. Development of network work effort can be done by making use of the opportunities of cooperation with various partners who manages the P4S. Development of training/employment networking permagangan can be done by making use of the opportunities of cooperation between fellow P4S, nor with institutional training/other permagangan. Chapter V CLASSIFICATION and CERTIFICATION a. CLASSIFICATION Classification P4S is the assessment process over the execution of business activities the P4S enlisted. The assessment was carried out on the basis of criteria or benchmarks of minimal requirements that must be met in order to determine the classification of P4S. Minimum service requirements that must be met for a P4S as follows: 1. have a land/activity of farming/agribusiness/industrial rural-decent emulated, copied, and learned by farmers or other people; 2. serving the community to the activities of the intern, practice, consulting, studying, or visiting; 3. have a simple farm equipment, in accordance with the scale and type of usahataninya; 4. have a learning space and means of accommodation for participants, either at home or in the Home Manager farmers another farmer in the vicinity; 5. have a good Manager, facilitator P4S itself or from the Department/Government agencies/private associated; 6. have a stewardship P4S are equipped with details of the duties and responsibilities of each in clear; 7. perform general administration accounting P4S, among others: the guest book; an inventory of goods; appointment book incoming and outgoing mail; Book list of participants; stamp; the book of minutes of meetings; Book list www.djpp.depkumham.go.id 2010, no. 52 of 12 farmers/kelompoktani construction; the book notes the cooperation/partnerships and financial administration books, book events; 8. have a material/training modules/permagangan in accordance with the line of business that was seeded, either related to agribusiness based food crops, forestry, horticulture, animal husbandry as well as integrated farming; 9. have a plan/annual permagangan training activities; 10. have a nameplate P4S with a complete address. The classification is carried out by a team of Classification set up by the head of the Agency's human resource development of agriculture with the composition of the membership of the human resources development agency Agriculture/Agricultural Training Centre UPT/UNIT, and FK-P4S. The assessment was done based on Form 2. The task of the team Classification P4S as follows: 1. organize all activities classification P4S; 2. do the coordination with institutional dealing with agricultural extension at the kabupaten/kota to obtain a list of P4S that will be classified; 3. conduct an assessment of the field; 4. perform administrative and technical assessments; 5. conduct internal coordination team; 6. publish a news event the results of the classification. The classification is done to determine the class of P4S in the catagori P4S beginner, intermediate or primary, performed every three (3) years. The results of the assessment will determine the material construction of P4S to can increase its classification. CERTIFICATION classification Certificate awarded to the P4S P4S that meets the requirements of minimal standards by the head of the Agency's human resource development of agriculture in the form of a decision. The certificate shows the P4S class beginner, Intermediate or primary. The certificate is reviewed every 3 (three) years. CHAPTER VI MONITORING, evaluation, and REPORTING A. Monitoring and evaluation of the Monitoring carried out by a team of Appraisers Classification P4S in the form of a visit to the site of P4S periodically and/or reporting by P4S to know: 1. The progress of the implementation of the growth and development of P4S. 2. Capacity of P4S in organizing training/permagangan for farmers/community 3. The problems facing the P4S in the discharge of duties and functions. 4. The capacity of P4S in developing networking work, both in business and in the Organization of training/permagangan. 5. The benefits and impacts of the presence of P4S for farmers and local communities in the acceleration of the implementation of advanced technologies in the field of agriculture and rural development. The implementation of a training/permagangan for farmers/community. 2. The obstacles encountered in the implementation of its activities P4S. 3. development of network work, both in business and in the Organization of training/permagangan. 4. The utilization and impact of the existence of farmers and local communities in the acceleration of the implementation of advanced technologies in the field of agriculture and rural development. 5. The efforts made to overcome the obstacles in the implementation of activities. CHAPTER VII Institutional Coaching Guidelines COVER Self-help Training to be implemented by the stakeholders in the community empowerment of farmers for directed and realize institutional training of the professional farmer. This manual is dynamic and changes will be made in accordance with the dynamics and demands of the development of the institutional training farmers.
