BUDGET REVENUES AND SHOPPING AREA OF THE CITY BUDGET YEAR 2011

WITH THE GRACE OF GOD ALMIGHTY

MAYOR OF TASIKMALAYA,

DRAWS: A. that to implement the provisions of Article 181 paragraph (1) Invite-Invite Number 32 Year 2004 on the Local Government as it has been several times amended by the 2008 Invite-Invite Number 12 on the Second Amendment to the Act Number 32 in 2004 on Local Government, the Regional Chief submitted a Regional Regulation Plan on the Regional Revenue and Shopping Budget (APBD) to the Regional People's Representative Council (DPRD) to obtain mutual consent;

b. that the Regional Regulatory Plan on Budget and Regional Shopping (APBD) submitted as referred to in the letter a, is the embodiment of the Local Government Work Plan 2011 outlined in the general policy of APBD as well as the priority and plaphone of the budget which has been mutually agreed between the local government with the DPRD on 23 December 2010;

c. that based on consideration as intended in letter a and letter b, it needs to specify Draft Regional Regulation on the Regional Revenue and Shopping Budget Tasikmalaya Year of the 2011 Budget to Regional Rule;

SET : THE REGIONAL REGULATIONS ON THE INCOME BUDGET AND

SHOPPING AREA OF THE CITY OF TASIKMALAYA ' S 2011 BUDGET YEAR.

Article 1

The Budget and Regional Spending Year of the Budget Year of 2011 totaled Rp. 726,996,354,000,-with details as follows: 1. District Revenue Rp. 691.880.933,000,-2. Regional Shopping Rp. 721.227.644,000,-DEFICIT RP. 29.346,711,000,-

3. Regional financing: a. Revenue Rp. 35.115.421,000,-b. Expenditure Rp. 5,768,710,000,-

Section 2 (1) The Regional Revenue as referred to in Section 1 is made up of:

a. The original revenues were Rp. 89,651,740,000,-b. Equity Fund of Rp. 566,943,658,000,-c. Other-other legal area revenues of Rp. 35.285,535,000,-

(2) The Regional Original Revenue as referred to in paragraph (1) the letter a consists of a type of income: a. Area Tax number Rp. 16.929.385,000,-b. The Regional Levy is Rp. 8,539,858.000,-c. Article 4 (1) In an emergency, the Local Government may do

The expenditure that is not available on the budget, which is further proposed in the Regional Regulation Design. about the change of APBD.

(2) The state of emergency as referred to in paragraph (1), the least meets the criteria as follows: a. is not a normal activity of local government activity

and cannot be predicted before; b. not expected to happen in a recurring way; c. is out of control and influence of local government; and d. have a significant impact on the budget in order

the recovery caused by an emergency. (3) The funding of an emergency state that is not yet available

as referred to in paragraph (1) can use unexpected shopping.

(4) In terms of unexpected shopping is not sufficient to be done in a way: a. using funds from the result of rescheduled target expansion

program performance and other activities within the budget year running; and/or

b. leverage the cash money available from the margin of more realization of income or difference in more realization of financing receipts as specified in the Regional Regulation on APBD.

(5) Spend as contemplated in paragraph (1) includes shopping for urgent needs.

(6) The shopping criteria for urgent needs as referred to in paragraph (5) include: a. program and community base services activities

The budget is not available in the running budget year; and b. Other urgent needs that should be postponed will

generate greater losses for local and community governments.

(7) Rescheduled target performance of program performance and other activities within the year of the budget year as it is referred to in paragraph (4) the letter a is formulated first in DPA-SKPD.

(8) The funding of emergency states for activities as referred to in paragraph (6) is formulated first in RKA-SKPD.

(9) In the event of a state of emergency that occurs after the change of APBD, the Local Government may conduct unavailable expenses of its budget, and the expenditure is delivered in the budget realization report.
