CHAPTER II INTENTS, OBJECTIVES AND SCOPE

Article 2 KSB was formed with the intent to provide protection to the community from threat and disaster risk by organizing preventive activities and Community-based disaster relief through the use of natural and human resources available on the local environment.

Article 3 The KSB Formation aims to: a. provide community understanding and awareness of the dangers

and the disaster risk; b. forming a community-based disaster alert network and

reinforces the social interaction of members of the public; c. Organized a disaster-alert society; d. Ensuring that there is a community-based disaster preparedness

that is continuous; and e. optimizing the potential and resources for countermeasures

CHAPTER III FORMATION OF SECTION

Article 8 (1) The social Gardu as referred to in Article 7 is

Article 9 (1) Social Lumbung as referred to in Article 7 is

a permanent building as a repository and inventory of disaster relief preparedness.

(2) Social Lumbung as referred to the paragraph (1) is equipped with a minimum-sized nameboard 1 x 1 meter which A Disaster for Disaster Management is accompanied by the logo of the Ministry of Social and/or local government.

Third section Tata Cara Formation KSB

(2) The KSB Team proposes the designation of the KSB to the regent/mayor through service/social agencies equipped with the recommendation of village head/lurah and local seagat.

(3) The Regent/mayor establishes the name, location, And Team KSB.

BAB IV

TEAM MEMBERSHIP

Article 11

The KSB Team consists of:

a. Administrator; and

b. Member.

Article 12

(1) The KSB's management consists of the Chairman, Secretary and Treasurer and assisted at least by 4 (four) sections consisting of:

a. evacuation section;

b. a public kitchen section;

c. Logistics section; and

d. section occupancy temporary.

(2) The KSB Urus as referred to in paragraph (1) consists of a community element and/or TAGANA.

(3) The KSB business term for 3 (three) years to further be re-elected.

Article 13

(1) The membership of the KSB Team amounts to 30 (thirty) to 50 (fifty) people coming from the public.

(2) The KSB Team Membership as referred to in paragraph (1) must be eligible:

a. be voluntary;

b. have been following disaster or disaster relief training implemented by the county/city/city social services/city, province, or Social Affairs Ministry; and

c. housed in the intended area.

Section 14 (1) KSB Care has a task:

a. Planning and arranging the work activities; b. evaluate the execution of activities; c. deliver the KSB implementation report each year to

service/social agencies or the Ministry of Social Affairs; and d. perform coordination with stakeholders in

Article 17 of the Governor has the authority: a. coordinate the conduct of the policies, programs and activities of KSB

between districts/cities in its territory; b. conduct cooperation with other provinces and districts/cities in

other provinces as well as facilitation of inter-county/city cooperation in its territory;

c. conduct cooperation with other stakeholders; d. conducting strengthening institutional capacity, increased source

human power, funding for the implementation of KSB; e. facilitate the execution of formation activities and enhancements

capacity as well as KSB capabilities; f. assemble and compile provincial-level KSB data; and g. Do the KSB development.

The Third Section of the District/City Government

Article 18 of the Regent or Mayor in carrying out the policies, programs, and activities KSB has the authority:

a. coordinate the implementation of the policies, programs, and activities of KSB; b. conduct cooperation with other districts/cities in and at

BAB VII FUNDING

Article 19 (1) The funding source of implementation of KSB activities includes:

social responsibility; f. foreign aid in accordance with government policy and provisions

the laws of the negotiations; and/or g. a valid source of funding in accordance with the provisions of the regulations

referred to paragraph (1) is allocated by the Government, the provincial government, and the district/city government in accordance with its authority and the laws.

BAB VIII MONITORING AND EVALUATION

Article 20 (1) Minister, governor, bupati/mayor conduct monitoring of

implementation of KSB policies, programs, and activities. (2) Monitoring as referred to in paragraph (1), done to

embody the synergy, continuity, and effectiveness of the measures integrated in the conduct of the policy, program, and activities of the KSB.

(3) Monitoring is conducted regularly through coordination and direct monitoring of implementation in the policy, program, and activities of KSB.

Article 21

(1) Minister, governor, bupati/mayor in accordance with his authority conducting an evaluation of the conduct of policies, programs, and activities at the end of the budget year.

(2) The results of evaluation of the implementation of policies, programs, and the KSB activities as referred to in paragraph (1) are used for the next year's planning in order to remediate the program.

(3) Evaluation as referred to in paragraph (1) is implemented in accordance with the provisions of the laws.

CHAPTER IX COACHING AND SUPERVISION

Article 22 (1) The Minister conducts coaching and supervision over the implementation of

policies, programs, and KSB activities to the provincial government.

(2) The governor conducts coaching and supervision for the conduct of policy, programs, and KSB activities to the county/city government.

(3) The Regent/mayor performs coaching and supervision over the execution of KSB activities.

Article 23 Society may conduct oversight of the activities of the KSB in accordance with the mechanism and provisions of the laws.

The coaching and supervision as referred to in Section 22 and Section 23 is intended to provide the motivation and technical direction for the sustainability of the KSB activities.

CHAPTER X REPORTING

Article 25 (1) Each KSB is required to make a written report on the execution of

activities to the regent/mayor.

(2) The Regent/Mayor is obligated to submit a written report on the execution of the KSB on its territory to the Governor.

(3) The Governor is obligated to deliver a written report on
