a. nationals of Indonesia;
B. MBR with fixed or non-fixed income;
c. already family;
D. have or control the land;
e. have not yet owned a home or have a home but are not habitable;
f. inhabit the home to be repaired;
G. never had any housing stimulant help from the People ' s Housing Ministry;
h. The precede that has had plans to build or enhance the quality of the house is proven by:
1. have building material savings;
2. have started building the house before getting stimulan help;
3. Have other assets that can be made additional funding of development stimulant assistance or increased home quality;
4. Have money savings that can be made additional funding of building stimulants or improving the quality of the house; and/or
5. has been empowered with a self-paced housing enablement system;

(2) Swadaya housing empowerment system as referred to in paragraph (1) the letter h 5 is governed by the Regulation of the Minister.

Paragraph 2
The Help Object Criteria

Section 4
(1) The help of the stimulant help is:
a. PB;
B. PK; and
c. PSU building.
(2) PB as referred to in paragraph (1) the letter a must meet the criteria:
a. being on the ground that:

5. exposed to ground consolidation activities in order to improve the quality of self-swadaya residential neighborhoods;
(3) PK as referred to in paragraph (1) letter b must meet the criteria:
a. the only home owned;
B. in mild or broken damaged conditions are with the lowest floor area of 36 (thirty-six) square meters and the highest 45 (forty-five) square meters;
c. The floor materials, the walls, or the roof do not meet the habitable standard with the lowest floor area 36 (thirty-six) square meters and tops 45 (forty-five) square meters;
D. floor area less than 36 (thirty-six) square meters; or
e. do not have a bedroom; the bathroom, the wash, and the cacus (MCK).
(4) The Criteria as referred to in verse (3) is first in the house that is at its highest level of damage.
(5) The Development of the PSU as referred to in paragraph (1) letter c must meet the criteria:

(6) The PSU as referred to in paragraph (5) is an environmental path, walkway, rain water channel (drainage), common MCK means, public road lighting, source and clean water network, landfill, eco-friendly electrical source, electric grid, and/or other social means such as a place of worship or citizen hall.

Paragraph 3
District/City criteria

Section 5
(1) The county/city recipients allocation of aid stimulant relief funds must meet the general criteria and/or special criteria.
(2) The common criterion as referred to in paragraph (1) is given an assessment with a certain score.
(3) County/city which can receive stimulant assistance is that has a higher score value.
(4) The amount of stimulant assistance that can be provided to the district/city is proportional to the percentage of backlog and the non-habitable home that exists in the district/city.
(5) District/city that has a lower score value may be required as it has met the specific criteria associated with the special program.

Section 6
(1) The common Criteria as referred to in Section 5 of the paragraph (1) includes:
18. Working group at the next level of central Pokja Centre is a working group formed by the Minister of State of the People's Housing, who is responsible for assisting the Deputy in the implementation of the aid of self-interest in the central level.
19. Working groups at the provincial level which are subsequently abbreviated as provincial pokja are a working group formed by the governor who is tasked with assisting the Deputy in the implementation of the aid of self-interest housing in the provincial level.
20. Working group at the district/city level next abbreviated pokja district/city is a work group formed by the regent/mayor tasked with assisting the Deputy in the implementation of the self-stimulants of self-interest housing in the degree -District/City.

The Second Part
Help Groups Help

Section 12
(1) MBR beneficiaries of stimulants must form a group in the form of a KSM in each desa/kelurahan.
(2) In terms of the number of MBR recipients of stimulant aid in 1 (one) non-sufficient disclaibility to form 1 (one) group, the KSM may consist of MBR of the recipient of a stimulant aid from another village/kelurahan that borders.
(3) In the case of no MBR the recipient of a stimulant aid from another village/kelurahan as referred to in verse (2), the KSM may consist of an MBR of the recipient of a stimulant aid from another village/kelurahan.

The Third Part
Large Help Fund

Section 13
(1) The amount of stimulant aid funds for the NT as referred to in Article 11 of the paragraph (1) the letter is at least 50% (fifty per cent) of the large funds to build a self-appointed house of the Minister.
(2) The large funds to build a swadaya house as referred to in verse (1) are not included to pay the workers ' wages and the jolly retribution.

Section 14
(1) Large funds of stimulant aid for PK as referred to in Article 11 of the paragraph (1) letter b at least 50% (fifty percent) of large funds to improve the quality of self-appointed self-imposed self-ministers.
(2) Great funds to improve the quality of the self-swadaya houses as referred to in verse (1) are not included to pay the wages of workers and the jolly retribution.
(3) Large funds to improve the quality of the swadaya house as referred to in paragraph (1) are appointed Ministers according to mild and moderate damage rates.

Section 15
(1) In terms of implementation of the national policy of providing a very low-cost home, the large funding aid stimulant for the NT is the margin of funds to build a self-house as referred to in Article 13 of the paragraph (1) with the price of a very cheap house that set the government for the NT.
(2) The large funding aid stimulant for PK is the margin of funds to improve the quality of the self-swadaya house as referred to in Article 14 of the paragraph (1) with the price of a very cheap house set the Government for PK.

The Fourth Part
Help Fund Source

Section 16
(1) The stimulant aid fund for swadaya housing for MBR is allocated in APBN.
(2) The stimulant aid fund as referred to in paragraph (1) is provided in the DIPA Working Unit in the environment of the Ministry of People ' s Housing.
(3) Pagu funds in DIPA as referred to in paragraph (2) constitute the highest limit of funding provided for the execution of activities within a budget year.

The Fifth Part
The Payment/Water Relief Fund

Section 17
UPK/BKM opens an account on the nearest national public bank that is used specifically for the implementation of self-housing stimulant assistance.

Section 18
(1) The transfer of the stimulant aid fund to the recipient of a stimulant assistance is done through payment/direct thawing from KPPN to UPK/BKM.
(2) The payment/repayment as referred to in paragraph (1) is done by means of transfer from KPPN to UPK/BKM account as referred to in Article 17.
(3) The delivery of a stimulan aid fund as referred to in paragraph (1) is based on the payment request of the Working Unit.
(4) Further provisions on the terms of payment/penthation as referred to in paragraph (1) are governed by the Regulation of the Ministry of the Treasury of the Ministry of Finance of the Republic of Indonesia.

Section 19
(1) The payment/fluid of the stimulant aid fund as referred to in Article 18 of the paragraph (1) is conducted in two phases, namely:
a. The first phase was 50% (fifty percent) of the amount of stimulant relief funds for each of the stimulant beneficiaries approved by the district/city office.
B. The second phase is at most 50% (fifty percent) of the amount of stimulant relief funds for each recipient of a stimulant aid after the job is realized at least 30% (thirty percent) of DED approved by the chairman of the pokja. District/city.
C. The chairman of the district office/city gave the consent as a letter and b after having a report on the progress of the work from TPM.

Section 20
(1) The deputy carries out the function:

c. PSU building.

Section 21
Pokja as referred to in Article 20 of the paragraph (2) consists of:
a. Central Pokja;
B. provincial pokja; and
c. pokja county/city.

Paragraph 1
Central Pokja

Section 22
The Central Pokja as referred to in Article 21 of the letter a carrying out the task:
a. preparing the formulation of the activities implementation guide;
B. coordinate the implementation of self-interest housing stimulants with related agencies at the central, provincial and county level.
c. Oscillation programs of self-interest stimulant aid in provincial and county level/kota;

(1) The Central Pokja as referred to in Article 21 of the letter a consists of:
a. element Deputy Field of Housing Swadaya Ministry of People ' s Housing;
B. element Secretariat of the People ' s Housing Ministry; and
c. element of the Housing Development Centre of the Ministry of Public Housing.
(2) The membership of the Central Pokja membership as referred to in paragraph (1) consists of:
a. Deputy Assistant Facilitated and the Swadaya Community Empowerment as chairman;
B. Assistant Deputy of Housing Planning Swadaya as vice chairman;
C. Head Of The Field Of Facilitation Of The Residential Institute Of Swadaya Assistant Deputy Facilitation and the Empowerment of the Swadaya Community as secretary;
D. Head of the Program and Budget Assistant Deputy Housing Planning Swadaya as vice secretary;
e. Assistant Deputy Evaluation of Swadaya Housing as a member;
f. Head of the Planning and Budget Bureau as a member; and
G. Head of the Housing Development Center as a member.
(3) The membership of the pokja membership as referred to in paragraph (2) is set with the letter of the Minister ' s decree.

Paragraph 2
Pokja Province

Section 24
Pokja province as referred to in Article 21 of the letter b carrying out the task:
a. coordinate the district/city pokja in carrying out its duties;
B. carrying out technical guidance to the county pokja/kota;
c. controlling the execution of county/cota; pokja tasks;
D. evaluating the implementation of the stimulants ' aid activities; and
e. report to the execution of a duty to the governor by busan to the Central Pokja.

Section 25
(1) Pokja province as referred to in Article 21 of the letter b consists of:
a. The SKPD element that handles the field of housing;
B. element of the Regional Development Planning Agency;
c. element Offices of the National Pertanahan Agency; and
D. The SKPD element is handling the community empowerment field.
(2) The membership of the membership of the provincial pokja as referred to in paragraph (1) consists of:

Pokja regency/City

Section 26
Pokja county/city as referred to in Article 21 of the letter c has the task:
a. verifying the field of prospective recipients of residential stimulants of self-stimulants results of administrative verification conducted by Pokja Centre;
B. in terms of county/city unable to carry out field verification as referred to in the letter a according to the time specified by the Working Unit, the field verification is conducted by the Working Unit assisted by TPM;
(c) Licensee's use of the IBM International Business Unit (s) and the IBM International Business Unit (s) for the IBM International Business Unit (s) are the following:

Section 27
(1) Pokja county/city as referred to in Article 21 of the letter c consists of:
a. The SKPD element that handles the field of housing;
B. element of the Regional Development Planning Agency;
c. element of the Pertanahan Office;
D. The SKPD element that handles the community empowerment field; and
e. The SKPD element is handling the social field.
(2) The membership of the district/city pokja membership as referred to in paragraph (1) consists of:
a. The head of the SKPD is handling the housingfined by the bupati/mayor ' s decree.

The Second Part
TPM

Section 28
The TPM as referred to in Article 20 of the paragraph (2) carries out the task:
a. help the county/city pokja conduct field verification of the recipient of a stimulant relief;
B. facilitate the KSM making DED based on the wishes or needs of the recipient of stimulants and in accordance with the funds available;
c. facilitating the implementation of the self-stimulants of self-paced housing stimulants conducted by KSM in accordance with DED;
D. fostering and empowering KSM; and
e. report the progress of activities (progress report) and make the final report to the Working Unit with busan to the Central Pokja, provincial pokja, and district/city pokja.

Section 29
(1) TPM as referred to in Article 20 of the paragraph (2) is lifted with the Minister ' s decree.
(2) TPM as referred to in paragraph (1) may be either a person or a legal entity.
(3) The legal entity as referred to in the paragraph (2) is the business entity in the field of consultants who employ individual TPM.
(4) Further provisions regarding the criteria and appointment of TPM are set up with the Regulation of Ministers.

The Third Part
UPK/BKM


Section 30
(1) UPK/BKM as referred to in Article 20 of the paragraph (2) carrying out the task:
a. Oscillation of self-paced housing stimulants activities to the community will be recipients of a stimulant aid;
B. conduct an MBR network and/or accept the results of the community performed;
c. announced a prospective support for stimulants;
D. setting candidate support for stimulants;
e. propose the assistance of self-self-housing stimulants to the Minister through the regent/mayor or directly;
f. forming KSM recipients of self-gas stimulant assistance;
G. imploring the thawing of the aid fund stimulants to the Working Unit;
h. receive a stimulan help fund from KPPN;
i. submitted directly the stimulant aid fund to the recipient of the KSM stimulants and treasurer;
J. report receipt and distribution of the stimulants assistance funds to the Workforce with busan to the Central Pokja; and

(2) In carrying out the task as referred to in paragraph (1), UPK/BKM is facilitated by TPM.

Section 31
(1) In carrying out its duties as referred to in Article 30 of the paragraph (1), UPK/BKM is given the operating funds sourced from APBN.
(2) Large operating funds as referred to in paragraph (1) at most 3% (three percent) of the UPK/BKM-routed stimulan aid funds are concerned.
(3) The payment of operational funds as referred to in paragraph (1) is done by means of transfer from KPPN to the UPK/BKM account as referred to in Section 17 which is timed in conjunction with the transfer of the stimulant aid fund payment. referred to in Section 19 of the paragraph (1) of the letter a and the letter b.

Section 32
(1) UPK as referred to in Article 20 of the paragraph (2) is specified with the bupati/mayor ' s decree.
(2) The BKM as referred to in Article 20 of the paragraph (2) is the legal entity created in the presence of the Notary.

The Fourth Part
KSM

Section 33
(1) The KSM as referred to in Article 20 of the paragraph (2) carries out the task:
a. composed RTK and DED housing development and PSU that got the help of self-gas stimulant housing;
B. building a home that got the help of self-stimulants a swadaya housing;
c. report to UPK/BKM; and
of the utilization of the UPK/BKM; s home building.
D. create and approve the TPM attendance list.
(2) In carrying out the duties as referred to in paragraph (1) letter a, letter b, and letter c, KSM is facilitated by TPM and/or district/city pokja.
(3) In terms of DED drafting is facilitated by the district/city pokja, DED drafting funds using the district/city DIPA.

Section 34
(1) The KSM as referred to in Article 20 of the paragraph (2) of the MBR recipient of the self-stimulants of self-paced housing;
(2) The number of KSM members is at least 5 (five) people and the highest 11 (eleven) persons.
(3) The attempted number of members of the KSM is odd and distinguished according to the type of aid of stimulants for PB or PK.
(4) In terms of the number of KSM in a village/kelurahan more than 1 (one), the KSM is given a nomenclature with Roman numerals such as KSM I, KSM II, and so on.
(5) The membership of the KSM membership as referred to in paragraph (1) consists of:
a. chairman multiple members;
B. member of the secretary to the member;
c. The treasurer is a member; and
D. Members.
(6) The membership of the KSM as referred to in paragraph (5) is specified with the UPK/BKM chairman ' s decision letter.
(7) In the case of a member of the KSM consisting of more than one village/marurahan as referred to in Section 12 of the paragraph (2) and the paragraph (3), the KSM membership arrangement as referred to in paragraph (5) is specified with the decision letter of the chairman of UPK/BKM which is the number of recipients of the community.
(8) The form of a decision letter as referred to in paragraph (6) attached as Appendix IX of this Minister ' s Regulation.

BAB V
TATA WAY

The Kesatu section
Help Network Pener

Section 35
The layout of the network ' s network of beneficiaries of self-gas stimulants is:
a. UPK/BKM performs MBR's data or is based on data delivered by a community that meets the criteria for the recipient of a stimulants as referred to in Article 3 of the paragraph (1) and the criteria for the help of the stimulants as referred to in Section 4 verses (2) and verse (3).
B. A dateness as referred to in the letter a using forms as either Annex VII A and/or Annex VII B of this Minister's Rule.
c. The results of the results as referred to in the letter a were announced for 7 (7) working days at the village head office/kelurahan using the attached formfacilitated and known to the TPM.

(4) The second stage report as referred to in verse (1) is sent to the slowest 60 (sixty) calendar days since the second stage stimulant aid fund is accepted by all the aid recipients of the KSM stimulants and treasurers.
(5) KSM is prohibited from using stimulant aid funds for the purposes of operational funds.
(6) The form and content of the first stage report and the second stage as referred to in paragraph (1) are set by the Head of the Working Unit.

BAB VII
OTHER LAIN-CONDITIONS

Section 40
(1) provincial and municipal government/city governments that provide stimulant assistance for MBR by using the APBD fund, its implementation is guidelines on the Regulation of this Minister, unless otherwise provided in provincial or local regulations -District/City.
(2) The assistance of stimulant as referred to in verse (1) is only given to MBR which has never received the help of stimulants from the Government, provincial government, or district/city government.

BAB VIII
THE TRANSITION PROVISION

Section 41
Regulation of the Minister of State Housing No. 08 /PERMEN/2006 on the Guidelines for Implementation Of Stimulants for Swadaya Housing For Low-Income People Through Microfinance Institutions/Non Bank Financial Institutions Remain In Use For In 2011, the district/city location has been established with the Decree of the Minister of State of People's Housing Number 18 of 2011 on 18 March 2011 on the Penetration Of The County/City Of The Help Of Stimulan. BAB IX
CLOSING PROVISIONS

Section 42
