REGULATION OF ENERGY MINISTER AND MINERAL RESOURCES

REPUBLIC INDONESIA NUMBER 17 IN 2011

ABOUT THE HOSTING OF THE GOVERNMENT INTERNAL CONTROL SYSTEM

IN THE MINISTRY OF ENERGY AND RESOURCES MINISTRY MINERALS

WITH THE GRACE OF GOD ALMIGHTY THE MINISTER OF ENERGY AND MINERAL RESOURCES OF THE REPUBLIC OF INDONESIA,

DRAW: A. that in order to exercise the policy of the Government Intern Control system more effectively and efficiently as set in Government Regulation No. 60 of 2008 needs to be done setting up the Intern Control System Government in the INeighborhood of the Ministry of Energy and Mineral Resources;

b. that under consideration in the letter a, it is necessary to establish the Ordinance of the Minister of Energy and Mineral Resources on the implementation of the Government's Internal Control System in the Environment of the Ministry of Energy and Mineral Resources;

DECIDED:

Establish: MINISTER REGULATION ENERGY AND MINERAL RESOURCES ON THE HOSTING OF THE GOVERNMENT ' S INTERNAL CONTROL SYSTEM IN THE MINISTRY OF ENERGY MINISTRY AND MINERAL RESOURCES.

Article 1

In this Minister ' s Regulation, referred to:

1. The Government's Internal Control System, which is subsequently abbreviated to SPIP, is a thoroughly organized Intern Control System in the Environment Ministry of Energy and Mineral Resources.

2. An Internal Control System is an integral process of action and activities performed continuously by the leadership and all employees to provide an adequate belief in the organization's objectives through effective activities. and efficient, the reliability of financial reporting, the security of the country ' s assets, and the observance of laws.

3. The Ministry is the Ministry of Energy and Mineral Resources. 4. The Main Unit in the Ministry ' s environment is the General Secretariat,

Inspectorate General, Directorate General and Agency in the Environment of the Ministry of Energy and Mineral Resources, General Secretariat of the National Energy Council and includes the Agency Petroleum and Gas-Earth Low Business Activity Manager which is an Accounting Entity as a financial accounting and goods accounting unit that is required to host the Instancy Accounting System.

5. The Minister is the Minister whose duties and responsibilities in the field of energy and mineral resources.

6. The Secretary General is the Secretary General of the Ministry of Energy and Mineral Resources.

7. Inspectorate General is the Inspectorate General of the Ministry of Energy and Mineral Resources.

8. The General Directorate is the Directorate General of Fame, the Directorate General of Petroleum and the Gas of the Earth, the Directorate General of Mineral and Coal, as well as the Directorate General of New Energy, Renewable and Conservation Energy.

9. Body is the Board of Geology, the Energy and Energy Development and Mineral Resources Development Agency, as well as the Board of Energy and Energy Training and Mineral Resources.

Article 2

(1) The Minister is doing control over the hosting of activities the governance of the Ministry to achieve effective, efficient, transparent and accountable financial management of the country.

(2) Controlling for the hosting of government activities as referred to in paragraph (1) is implemented through SPIP with a guideline on Government Regulation No. 60 of 2008 on System Internal control of the government and its implementation rules.

Section 3

(1) Each Principal Unit in the Environment of the Ministry is required to apply the SPIP as referred to in Article 2 of the paragraph (2), which includes the element: a. control environment; b. risk assessment; c. control activities; d. information and communication; and e. internal control monitoring.

(2) The application of the SPIP elements as referred to in paragraph (1) is implemented in blending and becoming an integral part of activities in the Ministry environment.

(3) The SPIP Implementation of the Principal Unit in the environment The Ministry is coordinated by the Secretary General.

Article 4

(1) In order to host SPIP is set up the SPIP Managing Task Force at the Ministry level and each of the Main Units in the Ministry Environment.

(2) Susunan and the task of the SPIP Managing Task Force at the Ministry level as intended on verse (1) is set by the Secretary General on behalf of the Minister.

(3) Susunan and the duties of the SPIP Managing Task Force in the Principal Unit as referred to in paragraph (1) are specified by the Principal Unit Leader, chaired by:

a. Head of the Financial Bureau for the Secretariat General of the Ministry; b. Secretary of the Inspectorate General for the Inspectorate of the General; c. The Secretary of the Directorate General for the Directorate General; d. Secretary of the Agency for the Agency; e. Head of the General Bureau for the General Secretariat of the Energy Board

National; f. Secretary of the Regulatory Agency for the Lower Oil and Gas activities

Earth for the Board of Governing Downstream Enterprises of Petroleum and Gas Earth.

Article 5

(1) Leading Unit Leadership in the Environment Ministry is responsible for the effectiveness of hosting SPIP in its working unit environment.

(2) Officials on each work unit in the Ministry environment are responsible for the effectiveness of the Intern Control System in their respective frames.

Article 6 Inspectorate General conducts monitoring and evaluation of the holding of SPIP in the Ministry environment.

Article 7

In order of coaching the hosting of SPIP, the Secretary General cooperates with the Oversight Board Financial Development as a SPIP Organizer.

Article 8 of the Minister ' s Regulation shall come into effect on the date of the promulcity.
