Back NEWS REPUBLIC of INDONESIA No. 430, 2011 REGULATIONS the MINISTER of INTERIOR of the REPUBLIC of INDONESIA NUMBER 29 in 2011 ABOUT the GUIDELINES of the LOCAL AUTHORITIES in ORDER to REVITALIZE and ACTUALIZING values of PANCASILA with the GRACE of GOD ALMIGHTY INTERIOR MINISTER of the REPUBLIC of INDONESIA, Considering: a. that in carrying out the tasks and authority, local governments have the obligation of holding fast to the Pancasila, implement the Basic Law of the Republic of Indonesia in 1945 as well as maintaining and keeping the integrity of the unitary State of the Republic of Indonesia;
b. that to enhance the sense of nationalism and nationality required the presence of revitalizing and actualizing values of Pancasila in order maintain the unity and oneness in the life of nation and State;
c. that based on considerations as referred to in letter a and letter b, need to establish the rules of the Home Secretary about the guidelines of the local authorities in order to revitalize and Actualizing values of Pancasila;
Remember: 1. Law Number 32 of 2004 concerning Regional Government (State Gazette of the Republic of Indonesia Number 125 of 2004, State Gazette Supplementary 4437) as amended several times, the last by Act No. 12 of 2008 about the second amendment in the Law Number 32 of 2004 concerning Regional Government (State Gazette of the Republic of Indonesia Number 59 in 2008, an additional Sheet of the Republic of Indonesia Number 4844);
2. Act No. 10 of 2004 concerning the formation of Legislation (State Gazette of the Republic of Indonesia Number 53 in 2004, an additional Sheet of the Republic of Indonesia Number 4389);
3. Act No. 39 of 2008 of the Ministry of State (State Gazette of the Republic of Indonesia Number 166 in 2008, an additional State Gazette Number 4916);

DECIDED: setting:P ERATURAN MINISTER of LOCAL GOVERNMENT GUIDELINES in ORDER to REVITALIZE and ACTUALIZING values of PANCASILA.
CHAPTER I GENERAL PROVISIONS article 1 In this regulation of the Minister, is: 1. The Pancasila State ideology, is the Foundation of the nation, the view of life and philosophy of the Republic of Indonesia that is contained in the preamble of the Constitution of the Republic of Indonesia in 1945.
2. The values of Pancasila is a value system that is rounded and whole contained in the fifth sila of Pancasila value include the Godhead, human values, the values of unity, people's values and justice.
3. Revitalizing the values of Pancasila is the process on or understand and live up to the lofty return values of Pancasila in the life of society, nation and State.
4. If the values of Pancasila is the process of applying or implementing Pancasila values in the life of society, nation and State.
5. Local Government is the Governor, Governor, or mayor, and other Areas as the organizer of local governance.
6. vertical Institutions is a device from the Ministry or Government agency which has a Ministry to the non working environment in the territory in question.
7. Work Unit Device area which is abbreviated SEGWAY helper element is the head of the area in the 56th Government.
8. the Civic Organization is an organization that was formed by members of the public of the Republic of Indonesia citizenship voluntarily on the basis of similarity of activities, professions, functions, religions, and beliefs against God Almighty, to participate in development in order to achieve national goals in a unitary State of the Republic of Indonesia based on Pancasila.
9. Other Non-profit governmental institution is include educational institutions, training institutes, research institutes/learning, student executive body, and boarding schools, including non-governmental organizations.
CHAPTER II goals, OBJECTIVES and PRINCIPLES Chapter 2 guidelines for local governments in order to revitalize and actualizing values of Pancasila aims for: a. making human resources a Pancasila Indonesia insightful, has a soul of nationalism and patriotism.  provide direction to the regional government to establish technical policy implementation and facilitation in order to revitalize and actualizing values of Pancasila.  inculcate the values of pancasila to the organizers of the State and local level in the Government, political organizations, civic organizations, non-profit agencies, and educational institutions article 3 targets of revitalizing and actualizing values of Pancasila: a. the organizers of the State and governance at the local level;
b. community;
c. members of political organizations, civic and non-profit organizations; and d. Pesera learners in environmental education in formal, informal and non formal article 4 revitalizing and actualizing values of Pancasila held principles: a. thorough;

b. mist (reach out to all walks of life);

c. transparent; and d. be consistent.

CHAPTER III SCOPE of article 5 scope of revitalizing and actualizing values of Pancasila consists of: a. activities conducted in an effort to revitalize and actualizing values of Pancasila;
b. tasks of the State and Government organizers at local level in providing the facility conducting the same revitalization and actualizing values of Pancasila; and c.  the role of the community in an effort to revitalize and actualizing values of Pancasila.
CHAPTER IV article 6 ACTIVITIES (1) activities of the revitalizing and actualizing values of Pancasila was conducted by: a. the present Government of the country and the organizers of the region;

b. Organization of political, civic and non-profit organizations;

c. institutions; and d.  jointly between regional Governments with the community, civic and non-profit organization of the other.
(2) the local government organises activities for revitalization and actualizing values of Pancasila routinely to the elements of the elements referred to in paragraph (1) letter b, letter c and d.
(3) the activities of the revitalizing and actualizing values of Pancasila as referred to in paragraph (2) is in the form of: a. formal education start kindergarten until College, informal and non formal education;

b. discussion, interactive dialogue, top, halaqoh/orientation, workshop, seminar, workshops;

c. training;

d. simulation;

e. upgrading;

f. sports, art and culture;

g. Races, competitions and festivals;

h. writing books, articles, or story; and i. the making or airing the movie.
Chapter V ACTIVITIES APPROACH to article 7 (1) activities of the revitalizing and actualizing values of Pancasila as referred to in article 6 is carried out with: a. the educational approach;

b. practical/real follow-up; and c. the lead by example.
(2) educational Approach as referred to in paragraph (1) letter a to arouse the awareness of citizens through a process of teaching and learning, so that they can understand, appreciate and practise the values of Pancasila.
(3) Practical Approach/real acts as referred to in paragraph (1) letter b to arouse the awareness of citizens through real activities in field, so that it can understand, appreciate and practise the values of Pancasila.
(4) lead by example Approach referred to in paragraph (2) Letter c is implemented to arouse the awareness of citizens through giving suri, so can understand, appreciate and practise the values of Pancasila.
CHAPTER VI SUPERVISION and COACHING of article 8 (1) the Minister of Internal Affairs conducts coaching and supervision to the Governor in the exercise of activities of revitalizing and actualizing values of Pancasila.
(2) the Governor doing construction and supervision against the SEGWAY, a political organization, civic organizations, non-profit agencies and other institutions in the implementation of the activities of the revitalizing and actualizing values of Pancasila.

(3) the Bupati/Walikota doing construction and supervision against the organizers of the regional district/city government, political organizations, civic organizations, non-profit agencies and other institutions in the implementation of the activities of the revitalizing and actualizing values of Pancasila.
Article 9 (1) coaching and Supervision as referred to in article 8 paragraph (1), performed through: a. the determination of policy efforts in order to revitalize and actualizing values of Pancasila;

b. coordinate the Governor in the exercise of activities of revitalizing and actualizing values of Pancasila; and c. perform coordination with ministries and agencies will carry out activities in the framework of the revitalization and actualizing values of Pancasila.
(2) the construction and the supervision referred to in article 8 paragraph (2), carried out through: a. reviewing reports from provincial and district/city;

b. coordinate the bupati/walikota revitalization activities in implementation and actualization of the values of Pancasila;

c. coordinating agencies of the vertical in the province in the implementation of the activities of the revitalizing and actualizing values of Pancasila; and d. monitoring and evaluation of the implementation of the activities in the framework of the revitalization and actualizing values of Pancasila in the province and kabupaten/kota.
(3) guidance and Supervision as referred to in article 8 paragraph (3) is carried out through: a. the determination of technical policy efforts in order to revitalize and actualizing values of Pancasila at the district/city;

b. coordinate the activities in the implementation of the revitalization camat and actualizing values of Pancasila; and c. coordinating agencies vertical in kabupaten/kota in the implementation of the activities of the revitalizing and actualizing values of Pancasila.
CHAPTER VII REPORTING article 10 (1) the implementation of activities in the framework of the revitalization and actualizing values of Pancasila in the province reported by the Governor to the Secretary of the Interior through the Director-General of the nation and political Unity.
(2) the implementation of activities in the framework of the revitalization and actualizing values of Pancasila at the Kabupaten/Kota were reported by the Bupati/Walikota to the Governor with a copy to the Minister of the Interior through the Director-General of the nation and political Unity.
(3) Reporting as referred to in paragraph (1), and subsection (2) is performed periodically every 6 (six) months, in January and July, and at any time if necessary.
(4) in urgent circumstances, the reporting mechanism can be delivered orally.
CHAPTER VIII FUNDING article 11 Costs implementation activities in the framework of the revitalization and actualizing values of Pancasila can be sourced from: a. Budget revenues and Expenditures of the State;

b. income and Budget Shopping Provinsip;

c. income and Budget Shopping district/city; and d. other legitimate sources and are not binding.
CHAPTER IX PROVISIONS COVER article 12 this Ministerial Regulation comes into force on the date specified.
