Back NEWS REPUBLIC of INDONESIA No. 280, 2011 REGULATIONS CHIEF of STATE POLICE of the REPUBLIC of INDONESIA number 3 in 2011 ABOUT the AWARD in the ENVIRONMENT of INDONESIAN NATIONAL POLICE with the GRACE of GOD ALMIGHTY HEAD of STATE POLICE of the REPUBLIC of INDONESIA, Considering: a. that in conducting Police functions which include the maintenance of security, order and community, law enforcement and protection, shelter and community service, the State police of the Republic of Indonesia often face the challenge of the task or problem;
b. that any civil servants in the State police of the Republic of Indonesia, Indonesia Citizens and foreign nationals who carry out and support the function of the Police is entitled to award on the merits and/or achievements in mendarmabaktikan himself for the progress of the Organization of the State police of the Republic of Indonesia;
c. that the granting of the awards given on the merits and/or achievements by the State police of the Republic of Indonesia in order to foster a sense of pride, respect, attitude, lead by example and work motivation;
d. that based on considerations as referred to in letter a, letter b, letter c, and the need to establish the Rule of the Republic of Indonesia National Police Chief about the Award in the environment of the Republic of Indonesia national police;
Remember: 1. Act No. 2 of 2002 on State police of the Republic of Indonesia (the State Gazette of the Republic of Indonesia number 2, 2002 an additional Sheet of the Republic of Indonesia Number 4168);

Decide: define: REGULATION of the HEAD of the INDONESIAN NATIONAL POLICE ABOUT the AWARD in the ENVIRONMENT of INDONESIAN NATIONAL POLICE.
CHAPTER I GENERAL PROVISIONS article 1 in this rule is: 1. 8. Extraordinary Promotion which further shortened KPLB promotion is given to civil servants at National level higher as a form of appreciation for the remarkable achievements in the implementation of police tasks.
9. Extraordinary Posthumous Promotion hereinafter abbreviated to KPLBA is the promotion of higher level provided to civil servants in the police fall/died in carrying out the duties of the police force.
10. Pin is a token of appreciation of the achievements in the form of a winged limas is yellow gold, silver, and bronze.

Article 2 the purpose of this Regulation: a. as guidelines in granting awards to civil servants on the police, CITIZENS, and FOREIGNERS who have rendered services and/or accomplished in developing and advancing the national police; and b.  the realization of orderly administration in awarding to the civil servants at the police, CITIZENS, and FOREIGN NATIONAL upon the merits and/or achievements.
Article 3 the granting of Police award is given based on the principles of: a. the legality, i.e. awarded lawfully in accordance with the provisions of the legislation;
b. objective, namely the decision-making to give awards based on honest and fair attitude in assessing the data and facts from the services and/or achievements there, without being influenced opinions and considerations of private or group;
c. openness, i.e. awarding implemented through the process in a transparent and can be known to the public;
d. example, namely the awarding of the prize to someone who has integrity and can be used as motivation to work, giving examples, or example for others; and e.  proportionately, that the award was given in accordance with the services and/or accomplishments achieved based on predetermined criteria.
CHAPTER II TYPES and FORMS, signs, AWARDS the award Type is considered Part of article 4 (1) the type of award consists of: a. KPLB;
b. KPLBA;
c. promotion followed the education;
d. promotion of Office; and e.  token of appreciation.
(2) the type of award referred to in subsection (1) is given to civil servants at the national police over the merits and/or achievements accomplished in the implementation of appropriate criteria or requirements specified.

(2) Pin Award referred to in subsection (1) letter a consists of 3 (three) qualification: a. gold;
b. Silver; and c.  bronze.

b. height: 1.5 cm;
c. Tribrata diameter: 1 cm;
d. high letter writing: 1.70 mm; and e.  thickness: 1.60 mm.
(3) the form of the award Pin is referred to in subsection (1) are listed in the annex are an integral part of this regulation.
Article 7 (1) of the Charter awards as stipulated in article 5 paragraph (1) letter b, rectangular-shaped, measuring: a. length: 37 cm;
b. width: 26 cm; and c.  weight: 200 mg.

(3) the form of the Charter Award referred to in subsection (1) are listed in the annex are an integral part of this regulation.
CHAPTER III article 8 AWARDEES (1) award from national police can be given to: a. public servants in the national police;
b. CITIZENS; and c.  A FOREIGN NATIONAL.
(2) awards to civil servants at the national police can be given: a. individuals; or b.  the Group of.
(3) the award to the CITIZENS or FOREIGN NATIONAL may be granted to: a. individuals; or b.  legal entity or business entity.
Article 9 (1) awards to civil servants on Police individually as referred to in article 8 paragraph (2) letter a, awarded to each meritorious personnel and/or achievers in the fields of operational or construction, which meets the requirements in accordance with the legislation.
(2) awards to civil servants at the national police in the groups referred to in article 8 paragraph (2) letter b, given selectively to personnel-personnel who are members of the group in accordance with the services and/or their respective achievements.
(3) services and/or the respective achievements as referred to in paragraph (2), be used as consideration in deciding which type of award given.
(4) award recipients as referred to in paragraph (1) and paragraph (2) may be given additional token of appreciation in the form of a Pin and/or Charter.
Article 10 (1) award for CITIZENS or FOREIGNERS individually as referred to in article 8 paragraph (2) letter a, is given in the form of a Pin and/or Charter.

(2) award for legal entity or business entity that is owned by CITIZENS or FOREIGN NATIONAL referred to in article 8 paragraph (3) of the letters b, given in the form of the Charter.
CHAPTER IV REQUIREMENTS of Part I General requirements award recipients article 11 General requirements award recipients for civil servants at national police is as follows: a. have the moral integrity and lead by example;
b. being of good character;
c. high dedicated;
d. faithful and loyal to the country and the national police;
e. perform the duties of the police force exceeds the liability of duty;
f. carry out operational tasks and/or coaching beyond the call of duty and encourage the advancement of the national police;
g. not being in their criminal punishment or disciplinary punishment or code of ethics of the profession of the national police; and h.  proposed by the Kasatker or Kasatwil, with enclosed: 1. copy of photocopying the first appointment Decree;
2. copy of photocopying the decision letter rank;
3. a brief curriculum vitae; and 4.  a warrant of execution of the task.
Article 12 (1) General requirements award recipients for CITIZENS is as follows: a. being of good character;
b. have the moral integrity and lead by example;
c. participate in developing the advancement of the national police;
d. not be seeking judicial process and/or are convicted a prison that has a magnitude of the law; and e.  proposed by the Kasatker or Kasatwil, with enclosed: 1. copy of photocopy card (KTP) population and family card (KK); and 2.  short reports over achievements earned.
(2) General requirements for FOREIGN NATIONAL award recipients are as follows: a. the FOREIGN NATIONAL concerned is a citizen who has had diplomatic relations with the Republic of Indonesia a unitary State;
b. has established close cooperation with the Police or directly support the success of police duties;
c. do not get listed in the search people (DPO) or red notice from his country; and d.  proposed by the Kasatker or Kasatwil, with enclosed: 1. a copy of Passport or a photocopy of other identifying information; and 2.  short reports over achievements earned.
The second part of the special requirements for the recipient of the Award Article 13 (1) of the civil servants at the Police who received KPLB, at least satisfy one of the special requirements: a. the police action or direct contact with the perpetrator of the criminal offence criminal who endangers the safety of lives and property of the community in General, that when left may effect negatively to national security and international stability;
b. the police action against the real threat to the safety of the head of State; or c.  managed to uncover an incredible crime (extra ordinary crime) that could potentially harm State security.
(2) in addition to one of the terms referred to in paragraph (1) the filing of compulsory KPLB awardees are equipped with: a. have not yet received affidavits from officials establishing KPLB personnel functions; and b.  a chronological report of the incident made by the head of the task force operations (Kasatgasops) or the head of the operational Unit (Kanitops), and authorized by Kasatker or Kasatwil.
Article 14 (1) civil servants on national police who receive the KPLBA, at least satisfy one of the special requirements: a. fall in carrying out tasks in the area of operations that come with warrants;
b. fall in carrying out the Mission of the peace;
c. died in carrying out the duties of the police force as a result of direct action of perpetrators of criminal acts are criminal; or d.  autumn in carrying out the duties of the police force as a result of the actions of other parties outside of his will.

(2) in addition to meet any of the requirements referred to in subsection (1), filing promotional award recipients follow compulsory education: a. a chronological report comes with the incident that was made by the head of the task force operations (Kasatgasops) or the head of the operational Unit (Kanitops);
b. equipped with a chronological report of achievements attained from Kasatker or Kasatwil;
c. meet the requirements of the administration of secondary selection, among other things: 1. line;
2. Service In the rank (MDDP); and 3.  age limit;
d. proposed by Kasatker or Kasatwil.

Article 16 (1) of the civil servants In a given national police award Promotion Office, at least satisfy one of the special requirements: a. extremely high performance achievements in the development and progress of the Organization of the national police, among others: 1. produce legislation that can be used as a guideline for the conduct of the execution of the tasks of the national police; or 2.  produce great works in the field of construction and operation that can increase performance and benefit the national police;
b. successfully prevents the action of objects of sabotage of vital national and international; and c.  exceptional merit in disclosure cases outstanding high priority scale that positively impact against the security and order in the real society, as well as the rescue of the country's wealth.
(2) in addition to meet any of the requirements referred to in subsection (1), the filing of the mandatory Office promotion Award recipient: a. a chronological report comes with the incident that was made by the head of the task force's operations or the operational unit head;
b. equipped with a chronological report of achievements attained from Kasatker or Kasatwil;
c. meet the requirements of the administration of secondary selection, among other things: 1. line;
2. educational background the development of the national police; and 3.  the background of the previous assignment;
d. proposed by Kasatker or Kasatwil.
Article 17 specific requirements the recipient of an award Pin and a Charter for the WNI: a. participate in helping police duties in all areas that could promote the Organization of Police and increase public confidence towards the national police;
b. conduct of cooperation in the field of education and training in order to upgrade the national police human resources in all areas and have an impact on the progress of the Organization of the national police; and c.  play an active role in the development of science and technology to achieve the expected competencies for the progress of the Organization of the national police.
Chapter 18 specific requirements the recipient of an award Pin and a Charter for a FOREIGN NATIONAL: a. its existence in the unitary State of the Republic of Indonesia;
b. plays an active role in supporting the success of policing tasks in the field of construction and operation;
c. conduct of cooperation in the field of education and training in order to upgrade the national police human resources in all areas and have an impact on the progress of the Organization of the national police; and d.  play an active role in the development of science and technology to achieve the expected competencies for the progress of the Organization of the national police.
Article 19 (1) of the civil servants at the Police who received this type of award as referred to in article 4 paragraph (1) may be granted an additional token of appreciation in the form of a Pin and the Charter.
(2) the qualifications of the pin awards are given on the basis of the service and/or achievements in accordance with the roles and status through the consideration of the Council.
Chapter V the COUNCIL AWARD is considered Part of the position of the Council article 20 (1) of the Council Awards at the level of the National Police Headquarters based at SSDM Police.

(2) the Council Awards at the level of Police based at the Bureau of human resources (Rosumda) Police.

c. implementing the Council's Board in order to determine: 1. the worth or whether the proposal from Kasatker/Kasatwil to be given an award recommendation; and 2.  the types of awards that will be given to civil servants on the police, CITIZENS and FOREIGNERS based on merits and/or accomplishments achieved;
d. trial results accountable in the form of a news event; and e.  making recommendations to the Assistant on the basis of the results of the trial verdict.
Article 23 duties and responsibilities of the Board of awards at the level of Police include the following: a. carry out coordination with Kasatker/Kapolres;
b. studying, researching, and reviewing a proposal from Kasatker/Kapolres;
c. implementing the Council's Board in order to determine: 1. the worth or whether the proposal from Kasatker/Kapolres to be given an award recommendation; and 2.  the types of awards that will be given to civil servants on the national police and CITIZENS and based on the merits and/or accomplishments achieved;
d. trial results accountable in the form of a news event; and e.  make recommendations to the Council on the basis of the results of the verdict Kapolda for:

1. proposed to the Board of the National Police Headquarters to get the Award decision awarding of Assistant; and 2.  endorses the award level of Police in the form of Charter Award.

The Council's order of the fourth part of article 24 (1) the Board of Awards at the level of the National Police Headquarters at most amount to 12 (twelve) persons.
(2) composition of the Board of the National Police Headquarters on a level Award consists of: a. the Chairman: U.s. HUMAN RESOURCES Assistant;
b. Vice Chairman: Karowatpers national police;
c. Secretary: Kabagyanhak national police; and d.  Members: 1. three (3) officers (Pamen) of the SSDM Police;
2. one (1) person Pamen Itwasum of the national police;
3. one (1) person Pamen Sops from the national police;
4. one (1) person Pamen Divkum of the national police;
5. one (1) person Pamen Divpropam of the national police;
6. one (1) person Pamen of Satker proposers; and 7.  1 (one) person of Pamen constructor function.
Article 25 (1) of the Council Awards at the level of Police at most amount to 12 (twelve) persons.
(2) composition of the Board of Awards at the level of Police as follows: a. the Chair: Wakapolda;
b. Vice: Irwasda;
c. Secretary: Karo TBSP; and d.  Members: 1. three (3) people from HUMAN RESOURCES Bureau Pamen Polda;
2. one (1) person from Itwasda Pamen Polda;
3. one (1) person of Pamen Roops Polda;
4. one (1) person from Bidpropam Pamen Polda;
5. one (1) person from Bidkum Pamen Polda;
6. one (1) person Pamen of Satker Proposers; and 7.  1 (one) person of Pamen Constructor function.
CHAPTER VI the FILING and GRANTING of AWARDS the award Submission is considered Part of article 26 (1) submission of an award for civil servants at national police and CITIZENS as follows: a. the level of Police Headquarters, Kasatker or Kasatwil proposed application to the Assistant; and b.  the level of the Police, the Kasatker or the Kapolres propose to Kapolda.
(2) submission of award to FOREIGNERS proposed by the Kasatker or Kasatwil to the Assistant.

CHAPTER VIII AUTHORIZES the GRANTING and REVOCATION of AWARDS is considered part of the Awarding Authority article 30 (1) the granting of this type of Award as referred to in article 4 paragraph (1) to civil servants on the police, CITIZENS and FOREIGNERS, is the authority having regard to the Council's consideration of the Assistant Award.
(2) the granting of this type of Award as referred to in article 5 paragraph (1) to civil servants on the Police and CITIZENS in the region Police, Assistant can delegate those powers to Kapolda.

Article 32 Revocation of awards referred to in article 31 paragraph (1) and paragraph (2) should first researched, and verified by the Board having regard to the description of the Prize award recipients, Satker and/or Satwil proposers.

CHAPTER IX PROVISIONS COVER Article 33 at the time these regulations come into force, then the Assistant Decision Letter No. Pol.: Skep/234/IV/2005 about the Incredible Promotion (KPLB) and Extraordinary Posthumous Promotion (KPLBA) in the environment of the Republic of Indonesia, State police revoked and declared inapplicable.
