REGULATION OF THE FOREIGN MINISTER OF THE REPUBLIC OF INDONESIA NUMBER 09 IN 2011

ABOUT THE ELECTRONIC PROCUREMENT SERVICES UNIT

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF FOREIGN AFFAIRS OF THE REPUBLIC OF INDONESIA,

DRAWS: A. that to increase efficiency, effectiveness, transparency, healthy competition, and accountability in the implementation of government goods procurement, need to be implemented procurement of government goods/services electronically in the External Ministry environment Country and Representative of the Republic of Indonesia;

CHAPTER I OF THE GENERAL PROVISION

6. The Central Electronic Procurement Service Unit, which is next called the Central LPSE Unit, is a Unit LPSE based on the Government's Goods/Services Policy Institute (LKPP).

BAB II

FORMATION

Article 2 of the LPSE Units on the Ministry of Foreign Affairs of the Republic of Indonesia are created under this Minister of Foreign Affairs.

CHAPTER III

Section 3

The LPSE unit is an operational technical executor, led by the Head of the LPSE Unit which is below and is responsible to the Head of the Center Communication.

CHAPTER IV ORGANIZATIONAL STRUCTURE

Section 4

(1) Susunan of the Organization of LPSE Units consists of: a. Director; b. Chief; c. Secretary; d. Area of Information Systems Administration; e. Registration and Verification; f. User Services (of IBM SaaS); and The Training and Socialization areas.

(2) The LPSE personnel must meet the requirements as follows: a. have moral integrity, discipline and responsibility in carrying out tasks; b. understand the overall work to be held; c. understand the specific type of work that the LPSE manager task

is concerned; and d. understand the procedures of government goods/services procurement systems electronically.

(3) The Organization of the LPSE Unit's organizational structure as set forth in the Attachment is an inseparable part of this Regulation of Foreign Affairs.

First section

LPSE Unit of the Ministry of Foreign Affairs

Article 5 (1) LPSE's unit has the task of managing the government goods/services procurement system

electronically in the environment of the Ministry of Foreign Affairs and Representative of the Republic Indonesia.

(2) To host the task as referred to by paragraph (1), Unit The LPSE has a function: a. implementation of the creation of a barang/service procurement management program

f. implementation of the LPSE's ketone; and g. implementation of the evaluation and reporting of the execution of the task.

The Second Section

The Direction

Section 6 of the Direction has the task: a. fostering and directing work programs; b. provide policy direction for the execution of activities; and c. monitor and evaluate activities.

The Third Section

LPSE Unit Chief

Section 7 of the LPSE Units Unit has a task: a. leading the daily operations of the LPSE unit; b. provide technical direction to the execution of the activities of the LPSE Unit; and c. assemble and deliver the report of the activities of the LPSE to the Director.

The Fourth Section of the Secretary

Section 8

(1) The Secretary is an element of the leadership that being below and responsible to the Head;

(2) The Secretary has the task of carrying out coordination, coaching and control of the program, activities, administration and resources in the LPSE Unit environment;

(3) In carrying out the task as referred to paragraph (2), the Secretary organizes a function: a. coordination of activities in the LPSE unit environment; b. Section Sixth

The Registrations and Verification Fields

Section 10 of the Registration and Verification Fields have a task: a. handle the user registration of the LPSE's unit; b. Perform all information and documents as a registration requirement

CHAPTER V TATA LABOR

Article 13 (1) The Chief of the LPSE, the Secretary, the Field Chair, in carrying out its mandatory duties
